    Coordinator: Office of the Executive Manager: Learning Programme

    Qualification:

    • A degree in business management/ public administration or equivalent is a minimum requirement; A Certificate in Project Management is a must; and Driver’s License.

    Experience:

    • 4-5 years’ experience coordinating or administering the implementation of learning programmes within the SETA environment; 2- 3 years’ experience in a SETA environment is advantageous,.

    Description:

    • To support and complement the Executive Manager: Learning Programmes by ensuring that the Learning Programmes initiatives are implemented according to CATHSSETA Sector Skills Plan, Strategic and Operational Plans.

    Strategy Inputs and Implementation

    Assist the Executive Manager to adhere to the Sector Skills Development Plan and Strategy thereby:

    • Coordinate information from all regions;
    • Drive operational efficiency in project management activities within Learning programmes;
    • Ensure smooth processes and procedures to drive cross functional collaborations among all amanagers;
    • Participate and contribute in the development of strategic and annual performance plans for CATHSSETA; and
    • Improve productivity within the business unit and align business activities with astartegic and operational plans.

    Stakeholders’ Partnership maintenance

    • Maintain stakeholder partnerships and implement their recommendations where feasible.
    • Monitor healthy internal and external relations to assist in the achievement of the organisational goals.
    • Maintain the enrichment of stakeholders and community through lifelong learning opportunities and access to learning programmes.
    • Perform any and all reasonable tasks given by the Executive Manager: Learning Programmes.

    Financial Planning and Management

    • Give input into the development of the business unit budget and manage allocation funds.
    • Assist in ensuring financial viability thereby delivering a robust and accurate financial planning and a reporting system that incorporates a balanced budget, within the area of responsibility.
    • Drive initiatives aimed at eliminating wasteful expenditure, improve productivity and reduce operating costs.
    • Provide input in the development of Discretionary & Mandatory Policies annually.
    • Implement systems and processes for disbursement of the grants.
    • Manage and facilitate payment of discretionary grants.
    • Maintain that the grants are implemented in line with the Discretionary Grants Policy, and any other relevant legislation and regulations.
    • Manage the commitment register.

    Management of relevant systems, policies and Governance process

    • Implement and monitor systems and policies.
    • Monitor compliance with the legislative and regulatory framework pertaining to skills development.
    • Communicate all changes to policies, regulations and systems to all Managers within Learning Programmes.
    • Implement internal controls and maintain sound administrative and governance services.

    Coordination of disbursements of PIVOTAL and NON- PIVOTAL payments

    • Provide comprehensive admin support for the Office of the Executive Manager: Learning Programmes.
    • Review, proofread and edit documents prepared for the designated manager’s signature.
    • Acts as liaison between the Executive Manager: Learning Programmes and subordinates by transmitting directives, instructions and assignments and following up on the status of assignments.
    • Coordinate and register all DG payments directed to the office of Executive Manager: Learning Programmes and ensure compliance and sign-off.
    • Check compliance for all payments received.
    • Manage the commitment register for accuracy and ensure that closed/expired contracts are removed or amended.
    • Compile monthly payment reports for different structures.
    • Coordinate and provide end-to-end project administration within the area of responsibility.
    • Perform all reasonable tasks are given by the Executive Manager: Learning Programmes.

    Risk identification and management

    • Identify, assess and report risks within Learning programmes.
    • Assist in developing a risk register for the Learning programmes.
    • Develop risk mitigation action plans.
    • Assist in Fraud risk assessments and monitoring of action plans.
    • Manage the implementation and monitoring of internal control systems and organisational policies.
    • Obtain a departmental acceptable audit score.
    • Manage the audit of performance information.
    • Submit responses on internal and external audit queries.

    Project Management and Contract Management

    • Coordinate the implementation of Learning Programmes (Pivotal and Non-Pivotal Programmes).
    • Monitor the delivery of quality products and services in accordance with Service Level Agreements and stakeholder expectations.
    • Develop, implement and maintain an effective Contract management, monitoring and evaluation process.
    • Resolve and/or escalate contract queries.
    • Monitor adherence and compliance to contract management principles.

    • Sound knowledge of the SAQA and NQF Act, PFMA and Skills Development Act, ETQA processes, SAQA framework and QCTO requirements

    • Knowledge and understanding of the implementation of structured Learning Programmes
    • Knowledge of SETA Management system
