    Deputy Director: Quality Assurance (Public Providers)

    Job Description

    • To manage the implementation and quality assurance of occupational qualifications, part qualifications and skills programmes in Public Institutions, including TVET Colleges, Community Education and Training (CET) Colleges, and Correctional Facility Colleges, amongst others.
    • Ensure public providers are equipped to implement occupational qualifications and skills programs.
    • Support the rollout of occupational qualifications within the transitioning public sector.
    • Initiate and participate in pilot projects related to offering occupational qualifications at public providers.
    • Oversee and report on the implementation process.
    • Track and report on learner enrolment at public providers.
    • Monitor and report on the quality assurance processes at public providers.
    • Manage QCTO processes for the quality assurance of assessments.
    • Ensure adherence to QCTO policies.
    • Monitor and report on learner achievements at public providers.
    • Maintain strong relationships with stakeholders such as DHET, TVET Colleges, and SETAs to ensure effective communication with quality partners and other stakeholders.
    • Engage with internal and external stakeholders on the implementation of occupational qualifications.
    • Ensure adequate sector representation to provide input into the implementation of occupational qualifications.
    • Support QCTO strategic imperatives and projects related to public providers.
    • Monitor expenditure against the allocated budget under the leadership of the responsible director.
    • Manage the performance of employees and subject matter experts in accordance with policy.
    • Provide employees with the necessary information and resources to meet their objectives and targets.
    • Maintain a database of information related to public providers.
    • Participate in developing policies, guidelines, and templates.
    • Maintain constant communication and collaboration with all public providers.
    • Regularly travel to public providers to offer support and capacity building.
    • Motivate team members and foster a culture of high performance.
    • Manage employee and SME-related matters within the function.
    • Develop, update, and oversee standard operating procedures for the function, streamlining where necessary.
    • Actively participate in management meetings and internal QCTO structures.

    Job Requirements

    • A minimum NQF Level 7 qualification in Technical, Vocational or Engineering Field or related qualification recognised by South African Qualifications Authority (SAQA),
    • A minimum of six (6) years of work experience in a technical, vocational or engineering field of which three (3) years must be at a supervisory level position.
    • Driver’s License, at Least Code B.
    • Experience in public providers will be regarded as an added advantage. 
    • Quality Assurance Qualifications will be an added advantage.
    • Must have knowledge of Public Service and QCTO Mandates and Strategies, knowledge of the education system, Post School Education and Training framework, Relevant Government Framework Act, Skills Development Act, Economic Redevelopment and Recovery Plan Strategy (ERRSP), QCTO strategies and goals, QCTO business processes and value chain, QCTO Policies, Procedures, and regulations, QCTO Performance requirements.
    • Must have skills required in applied Strategic Thinking, Applying Technology, Budgeting and Financial Management, Communication and Information Management, Impact and Influence, Stakeholder Engagement and Management, Monitoring and Evaluation, Managing Interpersonal Relationships, Conflict and Resolving Problems.
