    Deputy Manager Nursing (Level 1 & 2 Hospitals) - Mental Health

    Requirements :

    • Grade 12 with Basic R425 qualification (i.e., Diploma/Degree in Nursing) or equivalent qualification that allows registration with the South African Nursing Council (SANC) as a Professional Nurse.
    • Post graduate Diploma/ Degree in Nursing Management/ Health Services Management accredited by SANC according to regulation R212 or R635 will be an added advantage .
    • Current registration with the SANC as a Professional Nurse. A post-basic qualification in Advanced Psychiatric Nursing Science according to regulation R212.
    • Experiential Competency: A minimum of 9 years’ appropriate/recognizable experience in nursing after registration as a Professional Nurse with the SANC in General Nursing.
    • At least 4 years of the period referred to above must be appropriate/recognizable experience at management level in mental health facilities/ Institutions.
    • Additional Requirements: Valid driver’s license and computer literacy essential/must have. Middle Management Competency Framework standards, including in-depth functional knowledge of nursing legislation, legal/ethical practices, HR, financial management, and public service legislative frameworks.

    Duties :

    • Policy Implementation & Governance: Ensure the implementation of national and provincial mental health policies to establish a "deconstructed pyramid" of care that prioritizes community-based services and seamless hospital integration.
    • Rights Protection & Oversight: Ensure functional and effective collaboration with Mental Health Review Boards to uphold and protect the rights of Mental Health Care Users (MHCUs).
    • Leadership & Strategic Management: Ensure the strengthening of leadership and management capacity across facilities by validating that all nursing Key Performance Indicators (KPIs) are patient-centered and evidence-based.
    • NGO & Community Facility Governance: Ensure the inspection, support, and monitoring of residential and day-care facilities through the NGO Governance Compliance Team (NGCT) in compliance with licensing guidelines and Service Level Agreements (SLAs).
    • Primary Care & Task-Sharing Integration: Ensure the integration of mental health services into Primary Health Care (PHC) facilities through structured "task-sharing" models with PHC teams.
    • Community Psychiatric Services Oversight: Ensure proper oversight of Clinical Community Psychiatric Services (CCPT) to address broader population needs and reduce relapse or readmission post-discharge.
    • Promotive & Preventive Interventions: Ensure the delivery of mental health promotion, prevention programs, and capacity building for community health workers and caregivers.
    • Quality Assurance & Regulatory Audits: Ensure regular audits of clinical records, prompt management of patient safety incidents, resolution of complaints, and quarterly reporting to the Mental Health Directorate on compliance with the Mental Health Care Act. Information & Data Systems: Ensure mental health indicators are integrated into routine district health information systems to track and evaluate care outcomes.
    • Inter-sectoral & Community Engagement: Ensure active collaboration with non-health sectors (Education, Social Development, Justice, SAPS) and family/community networks to drive holistic recovery models.
    • Resource & Financial Stewardship: Ensure effective management of human resources, optimal utilization of allocated budgets, and adherence to professional development and ethical standards across teams.
