  • Group Manager Cargo Management

    Key Performance Output

    The successful candidate will be reporting to the Group Executive Operations Manager, and will be responsible but not limited to the following:

    • Lead, define, plan, develop and monitor the cargo strategy aligned to ACSA network strategy and ultimately the overarching ACSA strategy.
    • Facilitate, plan, develop and monitor the operational strategy based on the network strategy
    • Ensure alignment between the ACSA master planning, cargo strategy and the network as well as individual airport strategies
    • Ensure alignment of ACSA cargo strategy with DOT air cargo strategy
    • Evaluate the business plan, set Function/ Department/
    • Business Unit required results and targets and monitor the implementation of remedial actions
    • Analyse business plans, develop and implement functional plans
    • Monitor macro and micro-economic conditions, legislation, competition, market sentiment and the industry in general to regularly assess impact on ACSA
    • Develop guidelines, policies, procedures, and other related program content, to align with best practice and frameworks, and enable business operations to carry out and enhance programs
    • Drive the implementation and compliance with defined service standards; and drive implementation of standardized processes and ways of working according to the airport cargo network policies and standards
    • Ensure compliance with all legal, governance, policies, procedures, standards and sound business practice to meet business and operation management standards.
    • Ensure effective and regular communication of new statutory regulations, organisational standards, policies and procedures to ensure full awareness amongst employees and contractors.
    • Ensure cross functional inputs received into strategy customer intelligence, forecast and applicable technical research
    • Review of current design of the mid-field cargo facility and proposals for new designs linked to analysis, operating model and feasibility assessments conducted
    • Developing a cargo business model for ACSA network, this should consider and entail but not limited to Operating model, Business model, Benchmarking, Commodities assessment, e-Commerce, Market research and analysis, Human resource implications, Financial implications, Migration plans from current to new infrastructure, Technology and digitalization, Cargo infrastructure current and new including specialized cargo handling facilities Security, associated regulations to be considered, Stakeholder engagements and Key performance indicators
    • Review and develop an implementation plan for all cargo strategy initiatives (as-is assessment) but not limited to Business Development, Commercial, Infrastructure (including Mid-Field Cargo Terminal), Operational Efficiency, Data Collation and Security/IT Systems
    • Migration from existing facilities to new Future use and/or repurpose of existing facility for cargo operations and how this may operate in tandem with the new facility
    • Operability of the new terminal including an operations plan this must include amongst other airside access, operations and security plan, landside access, operations and security plan, and cargo terminal access, operations and security plan.
    • Develop key performance indicators that cover all phases of the project to operationalization
    • Manage the provision of improved infrastructure and efficient operational processes to benefit tenants in the cargo precinct
    • Maximize revenue growth and commercial opportunities and support future sustainability of ACSA.
    • Oversee and grow Cargo business
    • Increase air freight share of total cargo market
    • Increase number of dedicated freighter movements
    • Increase ACSA share of revenue from cargo operations relative to other sources of revenue
    • Monitoring and reporting progress to all relevant governance structures; reports will take various forms from detailed documents to power point presentations.
    • Design and implement cargo reporting system
    • Design and implement system for cargo data collation
    • Develop operational, capex and labour budgets for the function emanating from business plans. 
    • Accountable for Cargo Management CAPEX and OPEX budget
    • Direct operational, labour and capex requirements within the function for efficient delivery of operational targets and submit recommendations to Executive Management/Board
    • Effectively manage function and its objectives in line with approved budgets (operational, capex and labour).
    • Assess / review and authorize payments in line with approved budget and policy for processing
    • Assess variances as required and monitor remedial action within span of control.
    • Implement and manage organisational workforce planning to ensure function is suitably staffed to meet strategic functional objectives.
    • Implement people development processes such as talent management, performance management and succession planning to meet functional performance standards.
    • Provide input into workforce planning and implement approved labour plans to ensure team are suitably staffed to meet sub-functional objectives.
    • Stakeholder liaison Collaborating with all stakeholders (internal and external) for successful implementation, risk mitigation, and collaboration
    • Provide technical / professional support to internal and external stakeholders to ensure achievement of functional and organisational objectives.
    • Build, support and maintain healthy, diverse internal and external relationships to ensure achievement of organisational goals. Implement remedial actions where required.

    Technical Skills and Experience

    The following skills and experience or the equivalent of such will be required: 

    • Bachelor’s Degree (NQF Level 8) in Logistics/Cargo Industry/Commercial/ Operations Management/Business is essential
    • Master’s Degree in Business Administration/Management will be an added advantage  
    • 8 year’s operational experience in Logistics is essential
    • 4 year’s experience in Senior Management is essential 
    • Must have Code B Motor vehicle license 
    • MS Office proficiency Intermediate level
