    Intensive Economic Strengthening Area Manager

    Responsibilities:

    • Provide technical oversight to IES partners ensure appropriate implementation of all IES components
    • Provide support to partners to meet their IES targets through daily and weekly tracking and performance analysis.
    • Assist partners to develop/amend project work plans, budgets in close collaboration with the CDS team.
    • Assist partners to develop and implement strategies for targeting and enrolling eligible beneficiaries for IES services.
    • Provide mentoring and coaching to partners and staff to improve implementation and reporting.
    • Participate in Quality Assurance/Quality Improvement activities, Data validation, Program Review and performance monitoring with MER and technical teams.
    • Participate in developing monthly, quarterly, annual reports, work plans, progress presentations, and present results when required in meetings such as POT, USAID bi-weekly, HQ monthly meetings.
    • Participate and represent CDS in stakeholders’ meetings as requested.
    • Facilitate the strengthening of bi-directional referral systems and linkages for those at risk where necessary.
    • Support the on-boarding of IES partners to ensure successful implementation.
    • Provide regular training to partners to ensure that implementation approach is in line with USAID guidelines.
    • Provide partners with expert advice on a coordinated, streamlined, and effective IES strategy to meet the IES targets.
    • Active engagement with key stakeholders in specific provinces. This includes Private Sector, Agencies, Government, Developmental Sector to secure linkage opportunities for young women in various pathways (employment opportunities, entrepreneurship, wage internship, learnership and vocational training) and share such opportunities with partners.
    • Oversees the monitoring of project activities in specific provinces.
    • Provides overall quality assurance on to improve implementation
    • Actively liaise with DREAMS implementing partners, NGOs and other civil society partners, host country government partners, and private sector to cultivate strategic relationships and alliance.
    • Support partners and partner staff
    • Meet regularly with partners and provide technical guidance
    • Provide regular training to partners on technical IES components
    • Communicate IES technical changes on a regular basis
    • Advise DREAMS IES Specialist on matters of concern and elements of risk regarding DREAMS IES implementation and target achievement.
    • Collaborate with IES Data Analyst on performance results analysis, visualization, and reporting.
    • Undertake periodic data-driven program reviews and troubleshooting as necessary
    • Report on progress, issues, challenges, and local risk management.
    • Compile routine and ad hoc reports for DREAMS senior leadership.
    • Prepare monthly, quarterly, and annual narrative progress reports.
    • Track, analyze and manage periodic target achievements across all provinces
    • Ensure that partners coordinate, develop, and maintain high quality program documents, e.g., trackers, work plans, agendas, minutes of meetings, training reports, etc.
    • Work with the MER unit to track program implementation and routinely review, evaluate, and strengthen program implementation.
    • Undertake any other duties as assigned.

    Requirements:

    • Degree in Economics or Social Sciences or any related field.
    • At least 5 progressive years of experience as a specialist working in Economic Strengthening or Workforce Development in South Africa.
    • Experience overseeing partners is desirable.
    • Demonstrated experience linking youth to employment or entrepreneurship activities
    • Demonstrated knowledge of the potential private sector support landscape for young women in South Africa
    • At least three years demonstrated PEPFAR experience in managing and supervising a team preferred
    • Strong familiarity with PEPFAR and USAID policies, procedures, rules, regulations, and reporting requirements for INGO-led projects
    • Proven management and inter-personal skills.
    • Excellent verbal and written communication skills in English.
    • Valid South African driver’s license.
    • Eligibility to work in South Africa.
