    Manager Mining Social Labour Plans & Mineral Charter

    Purpose of Job

    • Provide strategic leadership, governance, specialist knowledge and guidance to ensure compliance with all aspects of Social and Labour Plans (SLP), Mining Charter, B-BBEE and associated legislation.
    • Lead and co-ordinate the development, implementation and assurance of the SLP and Mining Charter, ensuring alignment with the MPRDA, Mining Charter, B-BBEE and applicable legislation and industry leading practices.
    • Build and maintain high-level strategic relationships with government departments, regulators, municipalities, communities to preserve Sasol Mining’s social license to operate.
    • Manage and lead SLP audits conducted by the Department of Mineral Petroleum Resources (DMPR).
    • Manage the performance and output of the personnel within the SLP department through the proper utilization of human resources and specialist knowledge regarding the SLP field of expertise.
    • Key Accountabilities
    • Manage the performance and output of the personnel within the SLP department, through the proper utilization of human resources and specialist knowledge regarding the SLP field of expertise. Provide a motivating and enabling environment by managing the department’s personnel activities and maintaining high ethical standards.
    • Compilation and drafting of SLPs in support of applications for mining rights, amendments and transfer of mining rights and facilitate engagement with organized labour through the Future Forum.
    • Implementation of SLP commitments through collaboration with responsible line managers, obtain signoff on targets and communicate SLP commitments to the relevant departments to ensure implementation.
    • Budget, implement and manage community Local Economic Development (LED) projects as well as community and youth development initiatives as required by the SLP or ad hoc projects.
    • Provide advice, assistance, guidance and management in respect of programs to ensure SLP and Mining Charter compliance.
    • Develop, implement and monitor processes aimed at identifying, securing, consulting and acceptance of community development projects with local communities, municipalities and the DMPR.
    • Monitor legislative developments and regulatory reforms, assessing business impacts and recommending appropriate mitigation measures and compliance strategies
    • Advise, provide guidance and manage the approved SLPs to ensure compliance to the rights acquired.
    • Identify new SLP requirements, regulations as well as any directives and guidelines issued by the DMPR and ensure compliance and to minimise risks Sasol may be exposed to.
    • Contribute to assurance reviews and due diligence exercises related to the SLP and Mining Charter obligations
    • Negotiate community LED projects and manage SLP forums with applicable local municipalities and communities.
    • Prepare and submit required SLP reports to applicable Regional Offices of the DMPR as well as all arrangements, actions and assistance required to enable the DMPR to conduct compliance audits.
    • Provide support the Senior Manager Mining Rights to ensure coordination and alignment of activities with regards to the acquisition of mining rights and compliance to legislation and SLPs.
    • Build and maintain positive relationships with stakeholders, involved or affected by the activities of Sasol Mining, to achieve sustainable relationships and to establish a positive corporate image and community perception.
    • Obtain, assign and manage human and other resources to execute business objectives and related activities by ensuring availability, prioritisation and utilisation.
    • Ensure customer satisfaction by developing stakeholder relations and the provisions of quality results such as acquiring servitudes, land and other rights within time and budget but still maintaining the highest standard of ethics.
    • Prepare the SLP progress reports for the Mining Charter Steering Committee, the Operation Committee and the Sasol Mining Board.
    • Lead and oversee the SLP Integration Committee by providing strategic advice to all business units.
    • Support B-BBEE initiatives by ensuring alignment between Mining Charter obligations and broader transformation objectives
    • Manage projects with regard to procurement, cost control, administration, and schedule associated activities.
    • Benchmark activities against international standards and best practises and implement best practises to ensure sustainability.

    Formal Education

    • Bachelor’s Degree in Law, Commerce, Social Sciences

    Preffered: 

    • Admitted Attorney of the High Court
    • Post graduate qualification in Law, Regulatory Compliance, Social Sciences will be advantageous
    • Master’s degree will be advantageous

    Working Experience

    • 8 - 10 years’ relevant experience within mining, legal, regulatory or governance

    Knowledge & skills

    • Experience gained within a leading mining company, top-tier law firm or major consulting firm
    • Extensive drafting skills
    • Demonstrated experience managing Mining Charter and SLP compliance programmes
    • Demonstrated ability to negotiate and build credibility with the DMPR, municipalities, organized labour, community structures and government stakeholders
    • Demonstrated ability to advise Executive Committees and Leadership teams
    • Experience in managing multidisciplinary teams
    • Expert knowledge of the MPRDA, Mining Charter, SLP Guidelines, B-BBEE legislation and associated legislation
    • Exceptional attention to detail:
    • Review complex regulatory submissions
    • Identify legal and compliance risks associated with the SLP, Mining Charter and B-BBEE
    • Produce accurate, high-quality reports and regulatory submissions

    Working Experience

    • Experience: 8+ relevant years
