    Occupational Medical Practitioner

    Job Advert Summary    
    PURPOSE:

    • To contribute to health and wellbeing of employees.
    • To develop and manage the Primary and Occupational Health programmes and ensure the implementation thereof.
    • To ensure compliance to all statutory and non-statutory requirements according to strategic objectives.
    • To carry the legal appointment of the Occupational Medical Practitioner for the Business Unit.

    MAJOR CHALLENGES:

    • Impact of non-compliance to statutory and non- statutory requirements on business.
    • Adherence and balancing of confidentiality oath against business needs requirements.
    • Incidence occurrence and availability of medical response (emergency).
    • Managing volume of work with limited or under-skilled staff.
    • Litigation due to hygiene over-exposures.

    Minimum Requirements    
    QUALIFICATIONS:

    • Bachelor of Medicine and Surgery (Essential/Minimum)
    • Management Development Programme (Essential/Minimum)

    EXPERIENCE: 

    8 years Occupational Health Experience within a heavy industry, mining or production environment  (Essential/Minimum)    

    REQUIREMENTS: 

    • Psychometric Assessment (Essential/Minimum) (To be conducted by Exxaro)
    • Certificate of Fitness (Essential/Minimum) (To be conducted by Exxaro)
    • Health Professions Council of SA (Essential/Minimum)
    • Dispensing License (Essential/Minimum)
    • MHS Act Section 13(3)(a)(Occup Med Prac) (Essential/Minimum)

    Duties & Responsibilities    
    The incumbent will inter alia be responsible for the following:
    Best Practice and Knowledge Management  

    • Implement Occupational Health Management system for the Business Unit (BU) to comply with legislative requirements
    • Implement Primary Health Management system across the Business unit, focus mainly on the diagnosis, treatment and management of chronic and acute illness linked to the risk framework
    • Conduct and monitor internal and external audits of Health and Hygiene sections to evaluate compliance with legislative requirements
    • Maintain and implement Occupational Health and Hygiene procedures, manuals and Codes of Practice
    • Providing advisory service to BU relating to occupational health
    • Health and Hygiene checks and propose improvements where applicable

    Business Performance and Operations    

    • Maintain Medical Surveillance System (MSS), in collaboration with human resource and Hygiene, to ensure transparency and compliance to Department of Mineral Resources (DMR), Department of Health (DoH) and Department of Labour (DoL) requirements
    • Implement and monitor strategic health programmes/initiatives and schedule employees for risk-based medical exams
    • Report for stand-by duty and perform all required emergency medical services and administer medication where appropriate
    • Ensure availability of medical emergency response

    Compliance, Governance and Assurance  

    • Implement effective Safety Health and Environmental (SHE) management systems for BU health function
    • Update and report on Health risk assessment on a BU level
    • Adhere to requirements of quality management systems put in place to monitor execution of processes and performance of Business Unit
    • Manage and conduct reporting requirements both for external and internal stakeholders
    • Develop, implement and maintain a system for recording and archiving employee records

    Customer, Stakeholder and Client Relationship Management

    • Deliver responsibilities in a manner that is aligned to services framework and consistent with customer agreements
    • Identify service performance improvement opportunities associated with area of responsibility
    • Ensure timely and accurate delivery of reporting and statistics services to customers

    Functional Excellence  

    • Develop and maintain functional policies, standards, guidelines, procedures, end-to-end processes, tools, templates etc. and enforce group-wide adherence to these.
    • Standardise, simplify and speed-up functional processes, eliminate duplication/bureaucracy
    • Develop and apply functional best practices, promote sharing of best practices/knowledge
    • Drive and execute functional excellence initiatives
    • Oversee and monitor functional activities at operations
    • Establish functional/cross-functional forums, Communities of Practice (COP’s) etc. to ensure functional alignment
    • Effectively manage matrix reporting
    • Identify and manage critical functional risks through appropriate mitigation plans/actions

    Functional Management

    • Financial management: Prepare/manage function’s budget (BUs). Prepare a risk based budget and control BU's annual medical budget by forecasting operational costs and monitoring expenditure and cash flow to realise potential cost reduction. Manage medical claims process between the Company and the medical aid funds to recover non- Occupational Health costs. Measure and track financial performance and expenditure against approved business plans. Facilitate approval of relevant contracts and documentation in line with governance and budget stipulations
    • Strategic alignment/planning: Communicate Company strategy to function. Set functional direction, develop functional strategic plan aligned to, and driving, vision/purpose, strategy, goals, priorities, including aligning functional work/resources
    • Establish measurable functional targets from Group targets
    • Define and reinforce the link between Group, functional, operational goals and individual outputs, measures, rewards
    • Performance management: Ensure functional strategic plan implemented through disciplined execution processes, track implementation, provide feedback to executive. Coordinate functional/cross-functional activities to ensure strategic alignment. Set and maintain high performance standards. Track and drive functional targets/goals, hold staff responsible for achieving results. Remove obstacles that interfere with performance, handle performance problems
    • Continuous improvement and functional change: Identify, advocate for and lead functional improvement and change. Create culture of continuous improvement and change agility in function
    • Engagement/communication: Communicate and engage functional employees, including virtuals. Engage with executives, operations and cross-functionally with peers. Represent the function/the Company externally, as required
    • Governance: Ensure function adheres to Group governance, policies, standards, statutory and legal compliance. Entrench a culture of discipline

    Internal Business Processes    

    • Provide support to customer in development of report writing framework and processes for central repository management
    • Provide expertise on prevention and management of occupational and chronic diseases, TB and HIV/AIDS and health counselling services
    • Manage injuries on duty
    • Promote awareness of occupational and primary health in operations

    People Management  

    • Staffing: Select, appoint and on-board staff
    • Performance management: Clarify roles/responsibilities and expectations. Define individual performance standards, monitor and measure performance, reward and recognise high performance. Apply consistent performance and consequence management, take prompt action against non-performance
    • Talent development: Actively manage talent through regular assessment of employees’ strengths, development needs and development progress. Provide ongoing mentoring, coaching and development feedback to employees. Manage functional talent pipeline and succession planning process. Promote culture of continuous learning. Encourage and empower team to make decisions
    • Culture/functional climate: Embody, translate and entrench the Company’s culture and values in function, address behaviours that undermine values. Foster effective teamwork and unity. Manage functional climate in which diversity is appreciated, high performance thrives, people are involved, energised, committed, motivated and recognised. Demonstrate and encourage collaboration including cross-functionally and create culture of collaboration. Create an environment in which people are inspired to perform and a high-performance culture
    • Change leadership: Provide direction, guidance and support to people having to adapt to change, keep them committed throughout. Actively support, advocate for and embrace functional/organisational change and reinforce/role model the change.     • Communication/engagement: Encourage open expression of ideas/opinions and foster dialogue. Seek out different opinions. Inform people of decisions, changes and other relevant information. Proactively address conflicts and initiate difficult conversations
    • Team development: Develop effective and high performing team including shared team purpose, principles, goals, accountability and effective team player capabilities. Create an environment of accountability and trust

    • Maintain and ensure a healthy environment, safe operations practices, ensuring compliance with all applicable Safety Health and Environmental (SHE) policies procedures in line with set standards
