Operational Managers (PNB-3) (HAST) at Gauteng Department of Health

Requirements :

• Matric / Snr Certificate / Grade 12, Valid ID, Basic qualification accredited with SANC in terms of Government Notice 425 (i.e. diploma/degree in nursing) or equivalent qualification that allows registration with the SANC as a General Nurse & Midwifery.
• Post Basic (NQF level 7 for a Degree) or (NQF level 6 for a Diploma) qualification of a minimum duration of one-year in Nursing Administration / Management or in Health Care Services Management obtained from a recognised and registered tertiary institution and similarly, recognised by SAQA and registrable with SANC.
• A minimum of 9 years appropriate/recognizable experience in nursing after registration as a professional nurse with SANC, at least 3 years of the period referred to above must be appropriate/recognizable experience in HAST programme, should be able to demonstrate knowledge of legislations relevant to health care services.
• NIMART trained /certificate compulsory. NIMDR and APC will be an advantage. The candidate should be computer literate and possess a valid & unendorsed driver’s licence including competency in driving. Shortlisted candidates will undergo requisite competency assessments. Correspondence & engagements will only be entered into with candidates who meet the requirements.

Duties :

• Plan, coordinate, implement, monitor and evaluate HIV, STI and TB (HAST) programme objectives in consultation with District and Sub-District Management, facility managers and programme staff to achieve national and provincial health targets. Ensure the provision of quality HIV, STI and TB services through the implementation of relevant clinical guidelines, policies, protocols and Standard Operating Procedures (SOPs), including regular supervision, mentoring and monitoring of service delivery. Promote a safe, therapeutic and patient-centered environment that supports integrated HIV, STI and TB prevention, treatment, care and support services for patients, staff and the community.
• Manage and optimize the utilization of human, financial and material resources to ensure efficient and effective implementation of HAST programme activities. Coordinate, facilitate and support capacity building, in-service training, clinical mentoring, operational research and continuous professional development for healthcare workers involved in HIV, STI and TB services. Maintain professional and ethical standards while promoting continuous self-development and ensuring implementation and monitoring of the Performance Management and Development System (PMDS).
• Oversee the implementation and monitoring of Infection Prevention and Control (IPC) measures, TB Infection Control practices, Occupational Health and Safety (OHS) standards, and exposure management protocols within healthcare facilities.
• Ensure accurate, complete and legally compliant patient records for HIV, STI and TB services, including clinical documentation, treatment registers and electronic patient management systems. Operate, monitor and strengthen District Health Information Management Systems (DHIMS) and other HAST information systems by ensuring the collection, validation, analysis and reporting of high-quality programme data to support evidence-based decision-making.
• Monitor key HIV, STI and TB indicators, identify programme gaps, develop improvement plans and ensure achievement of national and district performance targets, including the UNAIDS 95-95-95 goals. Participate in Quality Improvement (QI) initiatives by implementing continuous quality improvement projects aimed at strengthening HIV, STI and TB programme performance and patient outcomes. Conduct Ideal Health Facility Realization and Maintenance assessments and support facilities in addressing identified gaps related to HIV, STI and TB services.
• Demonstrate sound knowledge of the Office of Health Standards Compliance (OHSC) standards, prescripts and compliance requirements applicable to HIV, STI and TB services, and support facilities in achieving and maintaining compliance. Conduct regular clinical audits, programme reviews, data quality assessments, file audits and mortality reviews to improve the quality of HIV, STI and TB clinical services.
• Manage employee performance, discipline, grievances and labour relations in accordance with applicable legislation, departmental policies and procedures. Identify, assess and mitigate programme and clinical risks associated with HIV, STI and TB services, ensuring implementation of appropriate risk management strategies.
• Strengthen collaboration and maintain effective communication with Sub-Districts, Districts, Provincial programmes, implementing partners, community structures, non-governmental organisations and other key stakeholders to enhance integrated HIV, STI and TB service delivery.
• Coordinate implementation of differentiated service delivery (DSD) models, TB preventive therapy (TPT), HIV prevention interventions, sexually transmitted infection management, antiretroviral treatment (ART), tuberculosis diagnosis and treatment, adherence support, viral load monitoring, contact tracing and linkage to care in line with national guidelines.
• Monitor implementation of national HIV, STI and TB policies and strategic plans, ensuring timely reporting, programme performance reviews and continuous improvement of health outcomes.
