    Planning And Community Services Manager: Building Control Bredasdorp

    Requirements:

    • Relevant National Diploma qualification as stipulated in the National Building

    Regulations
    Preferred qualifications are:

    • National Diploma: Building
    • National Diploma: Civil Engineering
    • National Diploma: Architectural Technology
    • National Diploma: Construction Management or
    • Any relevant qualification in the Built Environment
    • Registration or eligibility for registration with a Professional Body such as SACAP, ECSA, or SACPCMP will serve as an added advantage
    • Computer literacy: MS Office
    • Driver’s License: Code EB
    • Eligible to be registered as a Peace Officer
    • More than 8 years building industry experience of which 3 years must be in a supervisory capacity

    Functions:
    MANAGEMENT FUNCTION

    • Plans, coordinates and manages activities of the division by
    • Analysing activities and information in terms of service delivery and needs of internal customers and other statistics and perform physical observation and inspections to identify trends and needs for new services
    • Aligning the divisions strategy with respect to service delivery and defines, implementation and monitors the shortand long-term plans and objective
    • Research new developments in the field of Building Control to determine strategic direction and advise the direct superior
    • Give guidance to the division regarding operational matters and deal with any problems
    • Provide policy and operational direction to the division by interpreting policies, legislation and trends
    • Co-ordinate interaction between the officials on equivalent levels in the various Directorates, National Departments and Provincial Administration
    • Liaise, in consultation with the Director, with the business sector, real estate developers, political role players in the
    • Municipal Council etc. building control matters.
    • Make recommendations and assist the direct superior during litigation and court hearings

    FORWARD PLANNING

    • Identifies and defines the immediate short and long-term objectives/plans associated with Building Control & Outdoor Advertising by:
    • Planning, coordinating, strategizing and integrated activities to enhance the divisions functions in the Municipality
    • Providing strategic direction in various meetings (internal and external forums, standing committees, etc.) reporting on implementation of outcomes with regarding to Building Control related interventions and tariff increase (building plan fees. demolition fees)
    • Manage the division’s budget in collaboration with relevant Director
    • Execute and manage the preparation of documentation for political portfolio structures and decision-making structures
    • Provide guidance regarding the implementation of council’s resolutions through ongoing communication
    • Ensure effective discipline in the department
    • Handling of correspondence and complex enquiries complaints

    PRODUCTIVITY/PERFORMANCE AND PERSONNEL MANAGEMENT:UTILIZATION OF RESOURCES

    • Directs and controls outcomes associated with utilisation, productivity and performance of personnel within the Building Control Division by:
    • Conducting appraisals tomeasure performance and objective accomplishments against agreed targets and reviewing goals and setting new objectives
    • Implement Human Resource policies and procedures to control/regulate workplace conflict and/or instituting corrective measures and consultation processes to address deviations from standards
    • Analysing statistical information pertaining to staff attendance/absenteeism, overtime, lost time

     SUPERVISION & CONTROL

    • Coordinates activities and procedures associated with direct supervision and monitoring of personnel, services and the status/general condition of the Building Control division, by:
    • Give direct and indirect supervision and instructions to subordinates
    • Evaluating performance
    • Implementing corrective and motivational action
    • Developing standards for performance or instructing reporting staff to do so to ensure standardisation of performance levels and operations

    SYSTEMS, POLICIES, PROCEDURES AND PROCEESSES

    • Coordinate the development and maintenance of systems, policies, procedures and processes, by:
    • Writing new or revisit existing procedures or instructing reporting staff to do so and recommending these to Council
    • Monitoring legal requirementsand government reporting regulations
    • Compiling reports and statistics to report on relevant activities as required by statutory or internal reporting requirements

    ADMINISTRATIVE ACTIVITIES

    • Manages the implementation of policies/procedures and provides information to support the functions to the division, by:
    • Preparing and compiling relevant draft policies regarding Building Control, Outdoor Advertising & Air Quality and submit to Council for approval
    • Acting as liaison between the Municipality and the public regarding Building Control, Outdoor Advertising & Air Quality Services Advising Councillors, management and colleagues regarding building control, outdoor advertising & air quality matters
    • Making recommendations and giving advice to the authorized official for consideration of building plan and outdoor advertising applications and air quality matters to ensure informed decision making

    FINANCIAL CONTROL AND RISK MANAGEMENT: BUDGET CONTROL

    • Manage and control the divisions budget and controls expenditure against the approved budget allocations by:
    • Utilization of funds
    • Manage and control the utilisation of funds, by:
    • Managing and controls the issue of requisitions

    OPERATIONAL MANAGEMENT: BUILDING CONTROL, OUTDOOR ADVERTSING & AIR QUALITY

    • Manage and oversee the professional, technical and operational outcomes associated with the functions related to the operations of the division, by:
    • Make recommendations to the direct supervisor on illegal building methods, dubious  building methods and the use of different building materials
    • Co-ordinate and attend the Aesthetics and Heritage advisory Committee Meeting and ensure the enforcement of the Aesthetics Guidelines
    • Representing the Council at statutory hearings and or in court

    BUILDING CONTROL FUNCTIONS

    • Serve as the Municipality’s Building Control Officer (BCO) by:
    • Providing a strategic direction in terms of setting up systems and controls to ensure that there is compliance of section 6(1) of the NBR and Standards Building Act (Act 103 of 1977).
    • Ensuring regular inspecting relating to building construction work and any activities or matters connected therewith, in respect of which approval was granted, is conducted.
    • Managing the issuing of compliance notices and fines in respect of noncompliance to building and construction work.

    AIR QUALITY MAANGEMENT

    • Manages, co-ordinates and controls specific processes associated with implementation, monitoring and compliance with the Air Quality Act and related policies.

    • Requirement of the municipal staff regulations 2021
    • Prior experience and working knowledge of Building Development Software
    • Extensive knowledge of the National Building Regulations and Building Standards Act NO. 103 of 1977
    • Extensive knowledge of the South African National Standards 10400
    • Advanced technical and operational understanding of building control functions
    • Professional registration with a regulatory body in relation to your professional qualification as laid out under section A16 of the NBR
    • Working knowledge of laws, regulations and policies relating to land use management and building control
