    Principal: Credit & Market Risk Monitoring

     

    Key Responsibilities

    Credit Risk Monitoring Function

    • In collaboration with the GM: Risk and the Chief Risk Officer, set the strategic direction for the DBSA approach to credit risk.
    • Assist in the facilitation of capacity and systems throughout the DBSA to identify risk at source, in particular for the measurement and management of credit and investment risk
    • Assist in developing and implementing policies and strategies for managing risk across DBSA lending and investment portfolios.
    • Providing independent oversight of credit function within the Financing Operations area
    • Ownership and monitoring of prudential risk measures Risk KRI's
    • Market Risk Monitoring Function
    • Assist the GM: Risk and GM: Treasury in setting the strategic direction for the DBSA's approach to market risk
    • Assist in the facilitation of capacity and systems throughout the DBSA to identify risk at source, in particular for the measurement and management of market risk
    • Assist in developing and implementing policies and strategies for managing market risk with the DBSA

    Ensure management of credit risk by:

    • Developing and maintaining frameworks and processes for lending and credit approval
    • Managing and control of the organisational risk appetite process
    • Monitoring credit risks at an enterprise wide level including counterparty risks, sector risks, default risk and concentration risk
    • Developing, monitoring and reviewing credit and investment risk policies
    • Contributing tthe development, monitoring and reviewing of the risk appetite statement for DBSA
    • Reporting on credit and investment risk exposures tthe Chief Risk Officer, EXCO, CEand Board
    • Unblocking any issues/roadblocks that rise between Lending and Risk; escalating tthe GM: Risk and Chief Risk Officer if necessary
    • Managing Investment Committee meetings and processes
    • Performing a key analytical role in the assessment of the adequacy of provisions proposed by management

    Ensure management of market risk by:

    • Developing, monitoring and reviewing market risk policies
    • Reporting on counterparty credit risk exposures to the ALCO, IC and Board
    • Unblocking any issues/roadblocks that rise between Treasury and Risk
    • Being a member of both the Operational ALCO and Strategic ALCO
    • Providing independent oversight over market risk management within the Treasury Function of the Bank
    • Treasury Risk MIS
    • Credit Management of market risk counterparties
    • Market Risk Reporting
    • Independent monitoring & escalation

    Management Function

    • Serve as a member of ALCO and Investment Committee; and any other risk committees where risk input is required
    • Provide direction and management to the direct reports to ensure they execute the cluster strategy and manage their portfolios effectively
    • Ensure that there are sufficient execution capabilities within the Cluster through mentoring and escalation
    • Prepare appropriate reports for CRO, ALCO, IC, BCIC and ARC for information and decision making purposes
    • Entrench the practice of effective Performance Management
    • Accountable for Risk policy management

    Key Measures

    • Performance against agreed Risk targets
    • Management of performance outputs of staff using the performance management system and taking corrective action promptly and effectively
    • Management of Client Relationships and key Stakeholders
    • Management of Cluster Budget including operational expenses
    • Reporting effectiveness and process efficiency measures
    • MIS Reporting

    Expertise & Technical Competencies

    • Minimum relevant Post-Graduate qualification or equivalent
    • Minimum 8 years experience in the Credit & Market Risk Monnitoring environment
    • Ability to understand and interpret corporate vision and strategy
    • Strong credit and liquidity risks understanding
    • Deep understanding of impact of external factors (e.g. economy) on risk of DBSA portfolio and potential deals
    • Deep understanding of South African and other relevant regulations
    • Ability to create effective and practicable frameworks
    • Understanding of key financial markets
    • Knowledge of market risk dynamics
    • Understanding of competitors' offerings
    • Strong management skills at a Senior Management level
    • Ability to conduct assessments and organisational impacts
    • Problem solving and risk solutioning
    • Understanding of transactions structuring and risk assessment thereof

    • Demonstrates a thorough knowledge or experience working with legal and regulatory issues in their subject area
    • Develops and maintains effective working relationships with regulated industries, government officials, administrators, and civic leaders.

    Financial Acumen

    • Makes sound financiadecisions after having analysed their impacts on the organisation, partner agencies, and community.
    • Effectively prepares budgetary submissions and forecasts for own department.
    • Knows the internal and external factors that impact on resource and asset availability.
    • Is able to interpret management account reports in an operational/commercial context and take action as appropriate to maximize revenues and control costs.
