    Programme Manager: Technology Stations Programme

    Job Advert Summary    

    • The Programme Manager: TSP is responsible to provide an enabling environment (incl infrastructure) for technology innovation and assist with implementation of initiatives to stimulate a culture of innovation and provide an opportunity for entrepreneurs/organisations to receive funding and technical support by creating an effective ecosystem for programmes.

    Minimum Requirements    
    Qualifications

    • Degree in Engineering/ Science and Technology

    Experience

    • Three (3) years’ experience in relevant field

    Duties and Responsibilities    
    Internal Processes

    • Compliance with all TIA systems (performance management, HR, finance, Stakeholder information, fund management, reporting etc.)
    • Adherence to all relevant policies and frameworks
    • Review Technology Stations business plans and budgets by detecting over and underspend and implement corrective risk management measures
    • Ensure standard operating procedure is followed; ie
    • Review operational/ business plan in conjunction with external Stakeholder to ensure completeness,
    • Obtain EXCO approval,
    • Communicate outcome,
    • Contract into agreements with successful applicants
    • Monitor progress against annual targets
    • Review quarterly progress and disbursements
    • Actively engage with Stakeholders to ensure proper exiting takes place
    • Assess, analyse and integrate information prior to capturing into the relevant system
    • Ensure unit information is recorded and captured accurately on the FMS
    • Streamline processes and procedures to maximize efficiency
    • Stay abreast of related trends in market
    • Support the Head of Technology Station in developing and implementing all relevant policies and frameworks
    • Facilitate preparation of operational plans and report
    • Manage contracts with universities
    • Promote standard working practices
    • Conduct quarterly monitoring - Audit compliance
    • Participate in committees

    Stakeholder Relationship

    • Create awareness of the unit’s offerings and service with potential customers
    • Engage effectively with stakeholders and clients
    • Effective reporting to internal and external stakeholders (DST and others)
    • Maintain an up to date stakeholder database and log of key stakeholder initiatives
    • Ensure credible success stories are published in collaboration with SSRC
    • Participate in events, meetings, workshops and conferences by giving input, avail skill, competency and expertise. Participation should result positive input, impact and giving direction in the NSI
    • Maintain updated stakeholder database
    • Serve as key contact/interface with Technology Stations
    • Plan and execute engagement activities - Facilitate tech transfer
    • Promote TSP to other departments

    Financial Perspective

    • Assist with the development of the Technology stations’ budgets and forecasts
    • Monitor and evaluate TP’s activities to ensure the allocated operational and other funding (Major equipment, etc) budgets are spent according to the operational plan or business plan
    • Identify and facilitate receipt of additional funding sources for the TSP and per TS where required from new and existing funding sources
    • Manage funding allocation processes to Technology Stations
    • Analyze TS funding needs and requests
    • Monitor fund/budget utilization

    Learning and Growth

    • KPA’s are understood and achieved as agreed upon in the Performance agreement
    • Review performance against agreed performance standards
    • Live the values and culture of TIA
    • Identify and implement development opportunities to ensure continuous improvement of work effectiveness and efficiency
    • Departmental Information systems and tools are optimally utilized to execute core tasks
    • Conduct M&E including site visits
    • Perform maturity assessments
    • Promote cross-learning forums
    • Identify infrastructure upgrade opportunities
