Job Description
To effectively manage and deliver projects within the IPP Office to achieve the strategic objectives driven by the Department of Mineral Resources and Energy (DMRE) for the energy sector.
- Various power producing Programmes are running in the organisation i.e. renewable energy, gas, coal, and co power generation. Reporting to the Programme Manager, Project managers are required to assist to manage and deliver projects from conceptualisation to closing across all of the above programmes.
Key Responsibilities
- Key responsibilities include but are not limited to managing the entire project execution process and leading the process in delivering projects within budget on deadline. The project manager will also identify, mobilise and manage the appropriate personnel and project resources and ensure appropriate governance is maintained throughout. The project manager will also manage all stakeholder relations and expectations.
Manage project execution (Conceptualisation, design of procurement process, bidding documentation preparation, evaluation and appointment of bidders and close out reports).
- Design, develop and manage the programme/project schedule with programme/project stakeholders
- Provide guidance on content inputs, identify areas of risk, assessing quality of inputs against set objectives and quality criteria
- Manage the project deliverables as per approved Project Charter and Project Management Plans.
- Manage the progress and report programme/ project status to all stakeholders.
- Timeous delivery on IPP Office mandated projects in support of DoE reporting obligations.
- Ensure all objectives are met in times of content and quality
Manage project administrative processes and procedures within the framework of the project charter, implementation plan, action plan and allocated budget.
- Develop, update and manage project charter for approval within the delegated mandate.
- Develop, track and manage control management plans:
- Report and manage project budget actual costs vs. planned costs
- Report and manage external resource costs as well as other costs to sustain expected deliver
Manage and maintain stakeholder expectations through appropriate project governance
- Build and develop the confidence of programme/project stakeholders based on professionalism and adherence to accepted best practice delivery standards
- Comply with project planning and control schedules.
Identify, mobilise and manage appropriately skilled project resources
- Create and maintain an environment that encourages input from all project team members.
- Consult with and manage appointed legal firms and experts where required throughout the project life cycle to ensure delivery of project deadlines.
- Manage the deliverables of the project-team members.
- Analyze and asses the productivity of the internal resources as well as the Transaction Advisors

Expertise & Technical Competencies
- Degree or relevant qualification in Economics/ Finance. Applicable post graduate experience an advantage.
- Experience in the management and implementation of Project Finance transactions – in particular on infrastructure projects in the energy or water sectors.
- Experience in managing and coordinating a multi-sectoral team of experts (Financial, Technical, Environmental, Legal, etc.)
- Experience and knowledge in providing guidance to a multi-sectoral project team throughout the life cycle of the project from origination, through procurement to implementation.
- At least 10 years direct experience in managing successful projects.
