    Regional Community Relations Offer - Western Cape

    Job Description

    • Frogfoot is in search of a Regional Community Relations Officer for the Western Cape area.

    Purpose of the Role

    • The Regional Community Relations Officer (RCRO) serves as Frogfoot's primary representative within Rise communities within a designated region and acts as the critical link between Frogfoot, community stakeholders, local government structures and residents.
    • The role is responsible for building trust, supporting fibre deployment activities, identifying and mitigating community-related risks, promoting digital inclusion and driving fibre adoption through effective stakeholder engagement.
    • The RCRO will work closely with contractors, operations, sales, marketing and other partners to ensure that community interests are understood and incorporated into rollout plans while supporting Frogfoot's commercial and social impact objectives.
    • The ideal RCRO is someone who is equally comfortable speaking with a ward councillor, school principal, community activist, informal trader or senior Frogfoot executive. They combine strong relationship-building skills with operational discipline and have a genuine passion for expanding digital access and economic opportunity within South African communities.

    What You’ll Be Responsible For

    Community Engagement & Relationship Management

    Build and maintain strong relationships with:

    • Ward councillors, Community leaders, Community Policing Forums (CPFs), Residents' associations, Schools and educational institutions, Faith-based organisations, Local NGOs and NPOs, Youth organisations, Business forums and informal trader associations.
    • Serve as Frogfoot's first point of contact within assigned communities.
    • Conduct regular stakeholder meetings and community engagement sessions.
    • Facilitate community information sessions before, during and after network deployment.
    • Represent Frogfoot at community forums and public meetings.

    Rollout Support & Community Risk Management

    • Coordinate and conduct physical roll-out feasibility assessments in new and existing areas, providing key insights and inputs in due diligence supporting roll-out.
    • Support network rollout activities by ensuring effective community communication.
    • Identify potential community-related risks that may impact project delivery, including community resistance, political interference, protests and unrest, vandalism and theft, and access challenges
    • Develop mitigation plans in collaboration with operational teams.
    • Monitor community sentiment and escalate emerging issues to the Head of Community Relations.
    • Assist in resolving disputes relating to construction activities and network deployment.

    Community Intelligence & Reporting

    • Maintain an accurate stakeholder database for assigned regions.
    • Gather and analyse community intelligence relating to sentiment towards Frogfoot, adoption barriers, community concerns and local economic opportunities
    • Provide weekly and monthly reports highlighting engagement activities, community risks, stakeholder feedback, escalations and resolutions
    • Maintain records of all stakeholder interactions.
    • Oversee community outreach campaigns to educate and promote the benefits of fibre connectivity.
    • Design and implement conflict resolution frameworks to address disruptions during rollout.
    • Support adoption campaigns by working closely with retail partners in communities.

    Fibre Adoption & Digital Inclusion

    • Support community education initiatives aimed at increasing awareness of fibre services.
    • Collaborate with retail partners and sales teams to promote fibre adoption.
    • Participate in community activation campaigns.
    • Identify opportunities to support digital literacy programmes, community Wi-Fi initiatives, educational partnerships and local entrepreneurship initiatives
    • Assist in measuring the social impact of Frogfoot's presence within communities.

    What You’ll Need to Have

    Qualifications

    • Qualification in Community Development, Public Relations, Communications, Social Sciences, Development Studies, Public Administration or Related field.

    Experience

    • 3-5 years of experience in community relations, stakeholder engagement or corporate social investment (CSI/CSR).
    • Experience working with diverse communities.
    • Experience managing multiple stakeholders simultaneously.
    • Experience in telecommunications, utilities, infrastructure rollout, social development programmes or related industries is highly advantageous.

     Skills That Will Help You Succeed

    • Excellent communication, presentation and interpersonal skills.
    • Strong negotiation, mediation and conflict resolution skills.
    • Ability to engage effectively at grassroots (community forums) level.
    • Fluency in English and at least one South African indigenous language (isiZulu, isiXhosa, Sesotho, Setswana preferred).
    • Comfortable with extensive travel to communities.
    • Community intelligence gathering.
    • Risk identification and mitigation.
