    Regulatory Analyst

    Job Summary

    • Treasury risk analyst that uses statistical and financial methods to perform analytical reviews of regulatory returns and other treasury submissions in order to assess the accuracy of the information supplied and to identify underlying risks and trends. Summarise and articulate key observations and express an opinion on the submission.  Interact with the various stakeholders and risk owners involved.

    Job Description

    Analysis, Review and co-ordinate submission of regulatory returns and other treasury submissions

    • Analyse and review the Liquidity and Interest risk regulatory returns / information to ensure the returns are complete, accurate and valid, drawing from source data and using Basel/Banks Act regulatory knowledge and expertise.
    • Perform risk analysis and produce graphical views of returns in order to provide insights into underlying risks.
    • Provide commentary on variance analysis on returns / information to the central bank and facilitate discussions
    • Agree and implement processes to manage and oversee the gathering of information from Absa ARO entities for the compilation and preparation of relevant returns to the SARB (in support of their submissions to their regulatory authorities)
    • Assist in the facilitation of sign-off on the monthly management information and analysis packs on the BA returns, drive the quality and accuracy and ensure the timely delivery for internal review.
    • Assist with oversight and co-ordination of the submission of the central bank returns in terms of the regulations relating to banks and the submission of other regulatory information requested by central banks, for example supplementary documentation and ad-hoc queries.
    • Coordinate activities for fulfilling requirements of internal and external audits or assessments.

    Maintain and / or enhance processes and projects

    • Ensure enhancements to current processes in order to achieve timely preparation and improved quality of review packs, which includes Information & Analysis and specified templates, e.g. Reconciliation templates, Regulatory Analytical Packs
    • Assist with the population of monthly review packs and templates for internal reporting purposes to support continuous enhancement of the management information produced by the team and liaising with the relevant stakeholders.
    • Identify processes requiring improvement, coordinate prioritisation and implementation of these improvements using appropriate tools, systems and techniques.
    • Assist in developing policy and procedure manuals for all significant financial and operational processes that includes process flows, narrative, responsibilities and key risk performance indicators
    • Conduct reviews and monitor compliance with approved business processes and control frameworks

    Stakeholder Management

    • Co-ordinate the communication between the ARO entities and Group Regulatory as it relates to the completion and / or review of regulatory returns.
    • Review all formal correspondence between the entities in Africa and their respective regulators, prior to submission to the regulator
    • Interact with all the regulatory areas to drive alignment between the organisation and adherence to the Group Regulatory strategy.

    Knowledge & Skills:

    • Knowledge / awareness of Basel and new regulatory developments and Banks Act and Regulations, Absa policies an standard requirements regarding regulatory reporting;
    • High level of maturity able to interface to various levels of staff;
    • Good knowledge of regulatory key Liquidity and Interest Rate risk
    • Exceptional interpersonal & team working ability;
    • The ability to work in a pressured and unstructured / structured environment and to cope with the demands of working to tight deadlines;
    • Strong report writing and presentation skills

    Education and experience:

    • B Comm Accounting or
    • B Comm Financial Management or
    • B Comm Risk Management
    • Preferable minimum of 3 -5 years’ experience in a Regulatory Reporting or Financial analytical environment
    • No criminal record

    Education

    • Higher Diplomas: Financial Sciences (Required)
