To develop, implement and continuously improve a safety and quality management system for flight operations (Air Operations Certificate), maintenance (Aviation Maintenance Organisation) and training (Aviation Training Organization) that is approved by the South African Civil Aviation Authority (SACAA). To ensure the safety and quality oversight on the TNPA Marine Pilot Services across all national ports, prepare and present TNPA aviation operations manuals, standard operational procedures, maintenance manuals, training manuals, quality and safety manuals to the South African Civil Aviation Authority for approval and monitor compliance and the adequacy of procedures required to ensure operational practices, airworthiness of helicopters and aviation training.
Position Outputs
Monitor activities in the fields of flight operations, maintenance, crew training, group operations to ensure that that the standards required by the SACAA and any additional requirements defined by the organization are being carried out accordingly
Provide input on the sign-out of Helicopter Pilots and issuing of Certificates of Competence to maintenance engineers and support personnel
Develop, establish and manage the Safety and Quality Management System, conduct regular internal audits and report any quality and safety noncompliances within the operation
Act as TNPA’s point of contact with the South Africa Civil Aviation Authority (SACAA) and Department of Transport (DoT) on aviation’s safety and quality related matters across the ports
Lead and manage the safety and quality team, providing direction, development and motivation to meet overall departmental and aviation business objectives in line with the relevant HR and organisational policies and procedures
Actively participate in the HR processes, as and when required, in accordance with the organisational strategic objectives
Conduct and review operational and business Risk Assessment in the aviation department that might affect compliance
Provide input on Safety and Quality requirements on aviation projects in accordance with the needs of the aviation department and organizational strategic growth
Develop, implement and manage an effective Safety and Quality Management System that is aligned with organisational processes and changes thereto
Responsible for the Safety and Quality management system to meet external regulatory requirements
Endorse AME log books for license renewals and applications
Prepare, plan and execute TNPA’s Aviation Safety and Quality meetings
Ensure compliance with Civil Aviation Act, Civil Aviation Regulations and Technical Standards
Develop and implement an incident management process
Ensure that internal and external safety and quality audits are conducted
Identify and coordinate safety and quality training needs and advise the different business units (Training, Flight Operations and Maintenance) accordingly
Ensure that Safety and Quality Risk Assessments are planned, conducted, compiled and communicate reports to the relevant stakeholders
Implement regulatory requirements and maintenance thereof on extensions of TNPA’s Aviation Scope of Approval
Ensure that incidents are reported to the Accountable Manager, Regulator, OEM, and attend to their investigations or inquiries when required
Ensure reporting on DIFR or LTIFR to TNPA Aviation and other relevant business units
Ensure improvement on sustainability management (energy saving and carbon footprint) within the aviation division
Participate in staff meetings as and when required to discuss operational performance and business issues.
Qualifications and Experience
Qualifications & Experience: Hold a Degree/Diploma (SHE or Quality Management), or AME license, or CPL, or equivalent; Completed a SACAA or IATA Safety Management System (SMS) course; ISO 9001:2008 / ISO 9001:2015 / AS 9100C Lead Auditing will be an advantage; Holds a SACAA approved Quality Management qualification will be an advantage; Management / Leadership Management qualification will be an added advantage; Knowledge of relevant Aviation Legislation, Regulations, quality and Auditing standards (3 -5 years) will be an advantage; Minimum of 5 years’ experience in Safety and Quality Management Systems; Minimum of 8 years’ experience with proven track record in safety and quality management within the Aviation field.
