Senior Control & Instrumentation Engineer at Kelly

Introduction

A Client is looking for a Senior Control and Instrumentation Engineer who will be accountable for:

• Developing process solutions for the production of radioisotopes and to provide the necessary supporting technical and process information to ensure that all the regulatory technical requirements are met
• These projects could consist of the development of new process and associated facilities, or the modification of existing processes and facilities

Job Profile:

• To lead the development of Control and Instrumentation solutions for the production of radioisotopes and to assist in the provision of the necessary supporting technical and process information to ensure that all the regulatory technical requirements are met. These projects may consist of the development of new process and associated facilities, or the modification of existing processes and facilities; and
• To lead the development, implementation and refinement of Control and Instrumentation methodologies to achieve the above.

Key Performance Areas:

• The incumbent will provide inputs with regard to recommendations for plant renewal, upgrading of ageing plant systems and implementing automation focused improvement strategies;
• Provide technical inputs during technical enquiries and investigations (e.g. nuclear events, customer audits, technical noncompliance's, etc.)
• Assistance/participation with the design, development and commissioning of technical solutions;
• Documenting System Architectural structures and Control and Instrumentation Descriptions that will meet solution requirements;
• Participate in the development of Control and Instrumentation system design specifications and associated acceptance criteria for new or modified systems;
• Provide technical assistance in the integration of the contributions of the other engineering design and development contributions into Control and Instrumentation system solutions;
• Participate and provide technical assistance during the various design reviews and safety assessments during the development of Control and Instrumentation system solutions;
• Participate in the development of Process Flow Diagrams and P&ID's;
• Development Process Descriptions and Standard Operating Procedures;
• Use Process Data Sheets as inputs into the development of C&I solutions;
• Incorporate Control Descriptions and Process Interlock Descriptions into Control Systems;
• Participate in the development of acceptance criteria for the various design stages, i.e. concept design, basic design and functional testing of the Control and Instrumentation systems as well as the final integrated system;
• Participate in Design and Safety Review Meetings;
• Compiling supporting design files providing traceability of technical decisions to contextual challenges;
• Participate in engineering assessments to demonstrate compliance of designs with regulatory requirements;
• Support technical audits;
• Compilation and leading of the implementation of modifications (Engineering Changes) from start to finish;
• Provide technical assistance during construction and commissioning activities;
• Provide inputs to Safety Assessment Reports for newly or modified Control and Instrumentation systems;
• Identifying Control and Instrumentation best practices;
• Assist with the development of new Control and Instrumentation philosophies for new plant designs;
• Assist with the approval of new and modified control system baselines;
• Assist with the arrangement and performance of acceptance testing; and
• Provide inputs for system baselines during product lifecycle phases of Control and Instrumentation systems;
• Provide the technical criteria for bid evaluation and participate in bid clarifications, bid reviews and selection;
• Provide input to the development of Scope of work or services for engineering;
• Participate in Projects Risk Analysis and Management; and
• Provide input to updating and developing C&I related Specifications and QMSes.

Knowledge and skills:

• Good knowledge and understanding of Process Control Systems (Control & Instrumentation).
• Good knowledge and understanding of all aspects of engineering, with specific reference to processes and process control.
• Knowledge of regulatory requirements during the design and development process.
• Knowledge and understanding of the company policies and procedures applicable to the specific work environment to ensure that work outcomes are compliant to the policies and procedures.
• Good appreciation for multi-disciplinary engineering approach to system design and development.
• Understanding the engineering analysis processes.
• Good conceptual thinking (including systems thinking).
• Software programming capabilities for e.g. Siemens PLC and Mitsubishi PLC.
• Must have FAT and SAT experience; and
• Must have commissioning experience.

Qualifications and Experience:

• B Eng. or BSc Eng. with a strong background in Control and Instrumentation.
• Registration as a professional engineer.
• Preferably registered with an accepted Statutory Body (SAIEE, SAIMC).
• Minimum of ten (10) years' experience in engineering, with a focus on Control and Instrumentation.
