    Senior Manager Planning and Economic Development

    Essential and Non-Negotiable Requirements (Higher Education Qualification, Work- Related Experience and other Requirements)

    • Bachelor of Science Degree in Building Sciences/Architect/ bachelor’s degree in Town and Regional Planning/Development Studies or Equivalent registered on the national qualifications’ framework at NOF Level 7 with a minimum of 360 credits. A minimum of five (5) years’ experience at the middle management level
    • Must have proven successful professional Development /Town and Regional planning experience.
    • A high degree of aptitude for operational planning, decision-making, human resources planning and motivation
    • A strategic thinker who possesses leadership qualities with strong general management skills, with the ability to develop and formulate policy, procedures, and systems
    • Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency Levels, Gazette 29967 of 15 June 2007.
    • A certificate in Municipal Financial Management Programme (MFMP) or Certificate Programme in Municipal Development (CPMD) is essential; if a newly appointed person is not in possession of this Competency, he/ she must complete it

    KEY PERFORMANCE AREAS

    • Performs all delegations by the Accounting Officer in terms of the MFMA and any other duties of functions that may be assigned by the Accounting Officer. The post operates at strategic level and the main focus is to lead and direct planning services including Town Planning, building Control, Tourism, Museum, Local Economic Development, Environmental management, and integrated human settlement.
    • Ensure the development and integration of local Spatial development and land use management. Develop, implement and monitor the Integration of local Human Settlement strategy. \Manage the Departmental budget planning, implementation and budget review to support priorities and deliverables in relation to the Integrated Development Plan whilst ensuring compliance with municipal Standard Chart of Accounts (Mscoa). Provide advice and support to the Council and other office bearers on all functions of the Department.
