    Technical Director

    OVERALL RESPONSIBILITIES

    • The Technical Director is a key leadership position that is responsible for overseeing the projects technical strategy, approaches and implementation of the task order at the global and country level, coordinating country-based activities, and ensuring high technical standards and program performance. The Technical Director is a member of the management team and, with the Program Director, represents the program to USAID, the National and Provincial Department of Health, implementing partners, private sector, regional and global stakeholders. 

    SPECIFIC RESPONSIBILITIES

    • Ensure that the program identifies and addresses the technical expectations, needs, and interests of the National Department of Health and USAID and that the solutions reflect the strategies and design of the program while complying with USAID rules and regulations,  
    • Develop and promote a performance improvement culture and processes necessary for ongoing improvement of the effectiveness and efficiency of the overall program,  program’s technical approaches and tools for use during implementation at the country level.
    • Oversee overall technical approach and technical implementation and field-based activities to ensure efficient, effective and sound interventions.
    • Contribute to and monitor country development and execution of work plans that meet country requirements and address the needs of USAID. 
    • Support communication and coordination with USAID and other stakeholders in technical areas.
    • Coordinate with other technical area leads and partners to ensure coordinated and integrated strategies, approaches, work streams, and high-quality deliverables.
    • Ensure that program activities are compliant with SOPs and MSH policies.
    • In collaboration with the management team, ensure that timely remedial actions are taken to mitigate any possible risks.
    • Represent the program to USAID missions and other donors in South Africa and liaise with other relevant projects.  
    • Facilitate and participate in international events to interact with stakeholders, experts, policymakers, and potential partners.  
    • Facilitate the generation of evidence-based interventions at the global, regional, and country levels. 
    • Write technical reports and publications on the program’s technical interventions and results.

    QUALIFICATIONS

    • A master’s degree or higher in supply chain management, pharmacy, public health, international development or a related field. 
    • At least 15 years of professional experience and proven competence managing and providing technical assistance in and across supply chain management, pharmaceutical management or cross-cutting systems strengthening activities in South Africa, experience in other Upper Middle-Income Countries will be an added advantage.  
    • Experience in program management, technical leadership, and oversight of large, complex projects that operate across multiple countries.
    • Demonstrated technical and thought leadership applying solutions and strategic approaches to improve health commodity supply chain and pharmaceutical management systems. 
    • Demonstrated supervisory experience managing a large group of technical experts, both remotely and in person, to ensure delivery of high-quality technical support and products. 
    • Project start up, and project transition experience is highly preferred.
    • Strong management; interpersonal, written and oral communication (in English); mentoring, supervision, and facilitation skills. 
    • At least five (5) years of demonstrated experience and success working in partnership with U.S. Government agencies, international donors, or other multilateral agencies. Ability to network and communicate with a wide range of stakeholders.
