    Transmission Substation Site Supervisor

    SUMMARY

    The incumbent must have site experience in the field of construction, supervision and progress monitoring of HV (High Voltage 132 kV > 66 kV) Substations, (EHV experience of 220 kV and above is preferred). 

    The candidate is required to have at least 5 years in the power utility sector or major construction industry, with relevant experience in the field of substations and experience of at least three substation projects, at voltages ranging between larger than 66 kV. 

    The Candidate is required to have extensive knowledge of High Voltage Regulations and safety when working on such sites.

    The incumbent will function in an onsite High Voltage construction and commissioning project environment, and as a result will require experience in the installation and commissioning of high voltage electrical equipment, specifically for the Site Acceptance Testing of EHV Equipment.  A basic working knowledge of the intricacies of substation Protection and Control plant is also required. 

    QUALIFICATIONS AND EXPERIENCE

    Qualifications

    • A minimum of a N6 Technical Diploma (a higher qualification is preferred, i.e. National Diploma, B Tech, B Eng), in Electrical Engineering.  (A qualification in Mechanical Engineering, with sufficient Power Utility experience, will also be considered).       
    • Good knowledge of Operational High Voltage Regulations used by High Voltage Power Utilities.  This includes demonstrable operational experience where candidate has worked as the authorized person, either issuing of High Voltage permits or as responsible person, responsible for taking permits and overseeing people working under the permit.        

    Experience and Competence

    • 5 Years relevant experience in HV substation projects. (Essential/Minimum), preference given to experience in EHV (above 220 kV)
    • Strong knowledge of HV Regulations, including the practical adherence and enforcing of the regulations
    • Fully competent in reading electrical drawings (P&C wiring diagrams, cable blocks, wiring schedules, etc.)
    • Operational experience in the various aspects of HV Operation, including the practical adherence and enforcing of the regulations
    • Power Plant and Control Plant functional reviews, HAZOP participation, capturing and monitoring of Substation NCRs.
    • Knowledge of modern substation metering, control (SCADA) and protection systems.
    • Commissioning support and supervision of the HV Substation equipment.
    • Knowledge of HV Switchgear and HV Disconnectors.
    • Basic knowledge of Protection and Control Systems and SAT supervision for Substations.
    • Experience with Technical Drawings for both HV and P&C equipment
    • Familiar with HV safety critical design processes and designs.
    • Candidate needs to be certified in first aid.
    • Fully competent with computers and the various Microsoft Office packages and software tools required for day to day reporting and feedback as well as a working knowledge of Gantt Charts.

    KEY OUTPUTS AND RESPONSIBILITIES

    • Responsible for site supervision for all works at new and existing Substations
    • Daily reporting back to Hatch T&D R.E. including reports when required
    • Oversee all Substation works, as Owners Representative for Client and support the Client site team
    • Witness delivery, installation, and construction up of all EHV Substation Equipment, Steelwork and associated foundations at substations
    • Participate in construction meetings, construction program, toolbox meetings and provide inputs to operational implications, with EPC and Client, pertaining to the Substations.
    • Oversee delivery, installation, cabling and wiring up of all EHV Equipment and P&C (Protection, Control, Measurement and SCADA) equipment.
    • Keep records of substation construction progress, draw up project memo’s, raise and manage all Substation NCRs
    • Witnessing and support all Site Acceptance Testing (SAT) and Commissioning of all EHV Plant and Control Plant
    • Provide safety oversight, site problem resolution, attending substation related site meetings with EPC and Client
    • Assess EPC end-user operations and maintenance support documentation and procedures.
    • Project deliverables imposed by the Project Manager, including planning and progress monitoring deliverables.
    • Interfacing with client and EPC on daily basis and reporting on various project activities at various sites.
    • Responsible for safety of all Hatch Site Personnel visiting the project site as well as Safety Observations and Assessments of the EPC works and advising Client.
    • Participate in site construction progress and testing plans for the substation equipment
    • Provide safety assurance role with strong background on substation construction using cranes, riggers, safe working conditions and good knowledge working from heights on gantries.
    • Most importantly strong knowledge of HV Regulations for EHV substations, safe working practices, permits and especially earthing.

    Other

    • The role requires residence and work at the substation sites in Zimbabwe
    • Valid Passport and good physical health.
    • A valid driver’s license.
    • Be fully vaccinated against COVID-19.
    • Displays and actively promotes behavior aligned to Hatch’s goal of achieving a total safety culture by:
    • Leading in investigation of all serious incidents reported and ensuring that all follow-up actions are carried out.
    • Participating in audits of work areas.
    • Attending all identified safety training.
    • Acting as a mentor for the implementation of Hatch safety standards to contractors.
    • Ensures governance on projects in compliance to Hatch and Client policies and procedures.
    • Carries clear responsibility and accountability for delivery of the project goals as set down by the client/project manager.

    Mobilisation, Rotations & Contract Duration

    • Will need to Mobilize to site (Zimbabwe) by end July
    • The rotation periods are currently set for 6 weeks on-site and 2 weeks off for Rest and Recuperation (however this may change due to COVID-19 movement requirements).
    • Project duration is minimum 14 months but may be as long as 20 (has to be committed to full duration)
