    Regional Medical Officer

    THE ROLE

    • To design and coordinate the delivery of medical services in RBD region for efficient and effective promotion, prevention and protection of the health and safety of WFP staff following the Wellness Strategy and the Regional strategic objectives.

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Occupational health services
    • Manage and conduct in the regions of responsibility: health protection, injury and illness prevention and health-promotion programs, in line with the Regional Strategic Objectives and with the RMW/HQ guidance;
    • Provide travel medicine services for staff on official travel, incorporating destination-specific health advice, facilitating access to immunization, prophylactic medications and travel medical kits;
    • Manage the return to work of national staff members after extended sick leave;
    • Advise staff on medical and health issues related to their work;
    • Assess and respond to staff concerns regarding health and ergonomic aspects of their workplace, and other matters related to work environment;
    • Provide support and assist in implementing the activities and programs related to WFP Policies relevant to staff health, safety and wellness;
    • Perform as required and assess medical examinations and clearances for national staff and for locally-recruited staff related to recruitment, periodic medical examination, pre-departure briefing for missions to the field, etc;
    • Report and analyze mortality and morbidity statistics from reports on sick leave, medical evacuations, deaths, work related illnesses or accidents;
    • Identify through access to medical examinations and consultations reports, the main health hazards (work related or environmental) which could affect the health of the staff and their dependents in their respective area;
    • Support WFP COs in the monitoring and management of the UN Clinics serving WFP field staff and cost-shared by the Organization;
    • Support WFP COs in the management and monitoring of the implementation of  the Service Level Agreements or Memoranda of Understanding regarding the sharing of DPKO/DFS Missions field medical services to WFP staff;
    • Carry out systematic field visits to the top priority countries of the region and reports to Regional Directors and Chief Medical Officer on findings recommending solutions based on local approaches, including the assessment of the Minimal Health Support Elements such as primary, tertiary, psychiatric care and pharmaceutical availabilities and a local Mass Casualty Incident plan;
    • Systematically record national staff/locally-recruited personnel health data onto the global medical corporate database to produce reliable reports on staff health trends, challenges and risks to business continuity;
    • Establish functional and operational relations with the Regional Admin Officer, the Regional Staff Counsellor and the Regional Security Officer in order to constitute an emergency and occupational health & safety network at the regional level for all WFP staff (Regional Wellness Network);
    • Along with the Regional Staff Counsellor, the Regional Admin Officer, the Regional Security Officer, provide induction and briefing on staff health challenges to in-coming field managers with particular respect to medical evacuation procedures and SOPs, medical referrals in country and mass casualty planning ( if applicable);
    • Ensure regional compliance to UN HIV/AIDS recommended activities including preparation and dissemination of the PEP kit country specific protocols, facilitated access to PICT and VCCT;
    • Ensure medical compliance to MOSS prescriptions in terms of first aid kits availability, maintenance and training in the offices, vehicles and the provision of relevant training;
    • Conduct regular visits and assessments of staff accommodations for compliance to minimum standards and advises/recommends accordingly actions to the appropriate Admin officer;
    • Provide health education and improvement programs on local health risks, working/living conditions, including stress prevention programs in coordination with the Regional Staff Counsellors to broaden staff awareness of alcohol and drug abuse and their impact at the workplace.

    Advisory services/ Primary clinical care for WFP Personnel in the Region

    • The RMO is NOT the primary care physician of WFP staff: however s/he does provide first aid and emergency services in response to accidents occurring in the workplace;
    • Systematically access and liaise with local medical facilities to ascertain proper medical care rendered;
    • Establish a referral list and updated list of reasonable and customary costs at the duty station;  
    • Provide advice on sick leave issues;
    • Provide medical advice for disability cases, special dependency, work-related illness or injury and education benefits;
    • Recommend, facilitate and manage medical evacuations of national and international staff and dependents at the regional referral medical center level;
    • Verify appropriateness, reasonableness and customary nature of major medical bills/treatments as required;
    • Provide surge capacity to the corporate and UN System emergency response capacity including mass casualty incidents; 
    • Provide ongoing management or assistance with follow-up of chronic medical conditions diagnosed and for which treatment has already started;
    • Facilitate staff access to local medical facilities and ensures follow-up.

    QUALIFICATIONS AND KEY REQUIREMENTS
    Education:

    • Diploma of Medical Doctor (MD)

    Experience:

    • Minimum 8 years of clinical practice as a Medical Doctor/ Practitioner of which at least 1-2 years should be in an international organization;
    • At least 5 years of successful management of interdisciplinary teams;
    • Postgraduate medical qualification in internal medicine and/or emergency medicine and/or occupational health and safety and/or public health.

    Language:

    • Fluency in English and working knowledge in French or Portuguese would be an asset.

    Talent Acquisition Specialist (Consultant- 11 months)

    JOB PURPOSE

    The Regional Bureau (RBJ) is based in Johannesburg and supports operations across 12 countries in Southern Africa and Indian Ocean States (Malawi, Mozambique, Democratic Republic of Congo, Republic of Congo, Madagascar, Tanzania, Lesotho, ESwatini, Zambia, Zimbabwe, Namibia, Angola). The region encompasses approximately 1,500 employees across 12 countries providing assistance to approximately 4 million people per month through the provision of vital life-saving food assistance using food distribution or cash-based transfers, school meals, malnutrition prevention and nutrition treatment activities, as well as asset creation and livelihood support.  

    To support in this mission, the RBJ currently seeking applications from eligible candidates for the post of Talent Acquisition Specialist to support hiring managers, in ensuring that the talent acquisition strategy supports their needs and building a diverse and inclusive place to work.     KEY ACCOUNTABILITIES (not all-inclusive)

    • Liaise with hiring managers and establish an implementation plan for delivering the recommended changes as defined under the Regional Bureau staffing plans.
    • Manage the full life cycle of recruitment process from the identification of the staffing needs to sourcing, screening, and selecting the candidates. 
    • Design relevant sourcing approaches with the intent to identify, attract and recruit the best candidates meeting the hiring needs; support the employer brand visibility, organize/attend career events.
    • Support recruitment activities, with a focus on inclusive sourcing ensuring consistent, transparent and effective HR processes are executed within WFP rules and regulations related to the recruitments.
    • Partner with managers throughout the recruitment process, to ensure the highest standards of efficiency and integrity, in line with internal recruitment procedures, as well as the highest talent standards are applied when selecting candidates for WFP. 
    • Identify, design and implement different selection tools, processes and practices to diversify selection methods and approaches.
    • Contribute to enforce Talent Acquisition best practices and support the implementation of various Talent Acquisition initiatives in Country Offices/Regional Bureau.
    • Review the composition of the pool of qualified candidates at key stages in the recruitment process and introduce corrective measures to maintain a balanced pipeline in line with the organization's diversity targets.  
    • Build first-time hiring managers interviewing skills and facilitate refresher sessions to existing interviewers across the region. 
    • Support Country Office and Regional Bureau HR Colleagues in building talent acquisition capabilities 
    • In collaboration with RBJ functional heads, design and develop various Roster of expert profiles or gender-specific candidates, act as point of contact / high touch engagement for Roster candidates. Build new Rosters in line with RBJ Transformation themes/ outcomes. 
    • Analyse workforce and recruitment data and metrics to identify gaps & diversity recruitment opportunities and collaborate with country HR teams to help identify key challenges & opportunities.  
    • Keep abreast of the latest talent acquisition tools, best practices and initiatives to ensure up to date skills and practices in the Region.
    • Any other tasks that may be assigned. 

    STANDARD MINIMUM QUALIFICATIONS

    Education:

    •    University degree in Human Resources, Industrial Psychology or a related field or another degree with directly relevant work experience.

    Experience:

    • Minimum of 6 years of relevant professional work experience in Human Resources   
    • Strong Knowledge and Expertise in talent acquisition and sourcing   
    • Track record of successful project delivery

    Procurement Associate G6 (12months contract)

    JOB PURPOSE

    • To provide coordination, administrative services and research to support the efficient and effective procurement services.

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Provide operational coordination and administrative services, to support procurement projects and activities, following standard processes and contributing to the effective procurement of goods and services.
    • Identify and recommend potential suppliers and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.
    • Review, record and prioritise purchasing requests, and provide support to requisitioners, in order to support the procurement of appropriate goods and services, at lowest cost to WFP.
    • Contribute to negotiations with new suppliers on terms and conditions of orders, alongside a Procurement Officer, in order to obtain the best terms and lowest costs for WFP.
    • Prepare Purchase Orders, contracts and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, to enable the swift purchase of goods and services.
    • Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.
    • Research, collect and analyse data in order to produce reports to enable informed decision- making by Procurement Officers, and consistency of information presented to stakeholders.
    • Manage updates and further develop databases and records, to ensure information is accurate, organised, and available for others to access, and supports reporting requirements.
    • Maintain relationships with internal counterparts, to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
    • Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
    • Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

    STANDARD MINIMUM QUALIFICATIONS

    • Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
    • Experience:  Six years experience and demonstrated familiarity with locally purchased commodities.
    • Language: General Service (Field): Fluency in both oral and written English is required and fluency in other UN language is advantageous.
