    Monitoring Analyst

    Job Description    

    • Provide analytical and technical support to the Monitoring Specialist by collecting, consolidating, and analysing monitoring data across projects and programmes. The role contributes to the production of high-quality development impact reports and monitoring frameworks that support institutional performance tracking and decision-making.

    Key Responsibilities    
    Monitoring Support and Data Management

    • Collect, clean, and validate monitoring data from various project and programme units.
    • Support the maintenance and enhancement of the Bank’s centralised monitoring data repository.
    • Align monitoring inputs with institutional performance indicators and development impact metrics.
    • Assist in the development and refinement of data collection tools and templates.

    Reporting

    • Assist in the coordination and documentation of the Development Results Working Group activities and outputs.
    • Support the preparation of dashboards, visual presentations, and summary reports for internal and external stakeholders.
    • Contribute to the preparation of periodic monitoring reports, ensuring accuracy, clarity, and alignment with reporting standards.
    • Coordinate with internal teams to gather inputs and ensure timely submission of monitoring deliverables.

    Modelling and Country Risk Support

    • Support data analysis and the application of economic modelling techniques to derive insights from monitoring data.
    • Assist in the preparation of country risk assessments and development impact projections.
    • Collaborate with economists and analysts to integrate monitoring data into broader institutional models and frameworks. 

    Operational Execution

    • Collaborate with team members to efficiently carry out tasks, utilising technology tools to enhance productivity.
    • Maintain accuracy and attention to detail in all deliverables, maintaining high standards of quality.
    • Support seamless operations through diligent and precise work.

    Communication and Coordination

    • Communicate and coordinate within the monitoring team and other departments.
    • Convey information, expectations, and updates to team members and stakeholders.
    • Promote an open and inclusive communication environment and act as a liaison to foster strong relationships.
    • Use appropriate communication tools and platforms to maintain efficient and transparent information flow.

    Stakeholder Engagement and Problem-solving

    • Collaborate effectively with internal and external stakeholders to support monitoring and evaluation initiatives.
    • Facilitate open communication, actively listen, and foster a cooperative environment for problem-solving.
    • Share information and insights that support informed decision-making and continuous improvement.

    • Accuracy, completeness, and timeliness of monitoring data collected and validated

    Expertise & Technical Competencies    
    Minimum Qualification

    • Bachelor’s Degree in Economics, Development Studies, Public Policy or any related qualification.

    Minimum Experience

    • A minimum of 2 years of experience in monitoring, data collection, analysis, or reporting.
    • Experience supporting monitoring systems or frameworks in a development finance or public policy context.
    • Strong understanding of monitoring systems and tools used in development finance.
    • Proficiency in Microsoft Excel, Power BI, and data visualisation tools.
    • Familiar with economic modelling and development results indicators.

    Desirable Requirements

    • Experience working with results-based management frameworks.
    • Basic knowledge of public policy and regulatory frameworks related to development impact.
    • Postgraduate degree in Development Studies, Public Policy, Economics or any related qualification
    • Certification in Monitoring and Evaluation, Data Analysis or Project Management.

    Financial Manager (X2)

    Job Description    

    • The Financial Manager is responsible for preparing financial statements and reports in line with IFRS and the financial controls within the DBSA. The role conducts in-depth analysis of financial information to guide the Bank’s strategic decision making.

    Key Responsibilities    
    Strategic Financial Planning and Monitoring

    • Conduct financial modelling, scenario planning and forecasting of the balance sheet and cash flow statement.
    • Monitor the financial position of the DBSA by analysing the current and future accounting standards, accounting policies, procedures to assess financial effectiveness, business impact, and relevance to the DBSA.
    • Comply with financial, tax, VAT, and regulatory requirements, including Public Finance Management Act (PFMA), International Financial Reporting Standards (IFRS), ESG requirements, South African Reserve bank (SARB), Johannesburg Stock Exchange (JSE), King V, Broad-Based Black Economic Empowerment (B-BBEE).
    • Provide technical expertise and guidance for the DBSA's financial accounting function through the implementation of systems, policies and procedures.
    • Evaluate and implement new tools to improve processing of financial information, and monthly and yearly reporting. 
    • Develop and maintain financial dashboards and financial models to support business planning and scenario analysis.
    • Maintain strategic relationships with key stakeholders such as the National Treasury.
    • Support the Head in executing DBSA’s financial strategy and vision over the medium-term planning horizon.

    Financial Management and Reporting

    • Prepare timely and accurate monthly, quarterly, half-yearly, and annual financial statements in accordance with IFRS, sections of the Companies Act and PFMA for internal and external stakeholders
    • Preparing the National Treasury AFS template yearly for consolidation purposes in accordance with GRAP.
    • Maintain the integrity of the trial balance by processing accurate journal entries, performing monthly reconciliations, and preparing a timely monthly accounting file for review.
    • Completing the cash flow statement monthly.
    • Manage balance sheet and cash flow disclosures, ensuring accuracy and alignment with financial strategy.
    • Review all policies and procedures yearly, including evaluating the effectiveness and strength of financial controls.
    • Provide proactive forecasting and scenario planning for corporate balance sheet and cash flow management.
    • Interpret and analyse key financial information, current performance, forecasts, and ratios to support financial decision-making in collaboration with the management accounting team.
    • Research, formulate, and implement accounting policies and procedures in accordance with IFRS.
    • Provide technical opinions on IFRS, accounting, VAT and all tax related matters.
    • Provide management, financial information, and analysis as required by management, Business Heads, CFO, CEO, Executive team and Board.
    • Review actions against the organisational plan (Balance Score Card) and consider the "big picture" when identifying opportunities.
    • Collaborate with business and other finance functions to ensure timely and accurate accounting and reporting.

    Regulatory Accounting & Reporting

    • Prepare and submit all regulatory returns to the JSE, National Treasury, South African Reserve Bank, National Credit Regulator, and South African Revenue Services as and when required.
    • Attend to all income tax and value-added tax matters applicable to the Bank.
    • Prepare insightful financial reports and commentary to support programme reviews and executive decision-making.
    • Provide adequate support and timely financial information to internal and external auditors during the financial year.
    • Complete and submit VAT returns monthly.
    • Upload bank statements on SAP and ensure all reconciling items are cleared daily.
    • Laise with the organisation’s bank as and when required.
    • Review of debtors’ and creditors SAP general ledger accounts.
    • Manage and enhance the working capital of the Bank.
    • Correct accounting and capitalisation of the Bank’s fixed assets, review of the insurance policies relating to the fixed assets, assisting in the valuation of land and buildings and analysing the fixed assets and related general ledger SAP accounts for accuracy and correct allocation to these accounts.
    • Provide support in completing information required for the B-BBEE rating of the Bank.
    • Participate in ad hoc financial and other projects to enhance financial control across the business.

    Internal Control and Risk Management

    • Implement and monitor financial controls to safeguard assets, ensure data accuracy, and prevent unauthorised transactions.
    • Identify and mitigate financial risks to protect the DBSA from financial losses and operational disruptions.
    • Adhere to governance and compliance frameworks to promote ethical behaviour, accountability, and regulatory compliance.

    Compliance and Governance

    • Oversee the management of divisional budgets and expenditure to ensure compliance with approved limits.
    • Adhere to financial policies, procedures, governance standards and applicable regulatory and audit standards.
    • Oversee the integrity and accuracy of financial data and reporting processes.
    • Support the preparation of financial statements, reconciliations, and audit documentation, ensuring completeness and accuracy.
    • Identify and address compliance gaps and contribute to the continuous improvement of financial governance frameworks and internal controls.

    Stakeholder Engagement

    • Foster strong working relationships within the Bank and with external partners to ensure financial alignment and shared accountability.
    • Act as a financial liaison, translating complex financial information into accessible insights for non-financial stakeholders.
    • Lead or support financial training sessions, workshops, and one-on-one engagements to build financial literacy and promote a culture of financial ownership across the divisions.
    • Engage with external stakeholders such as auditors, regulators, and suppliers to ensure compliance and alignment.
    • Collaborate with team members and stakeholders to gather input and ensure alignment before implementing solutions.

    Innovation and Process Improvement

    • Champion innovation and foster a culture of continuous improvement within their area of expertise.
    • Identify opportunities to enhance processes, products, or services, leveraging their technical knowledge, creativity, and industry insights.

    Expertise & Technical Competencies    
    Minimum Qualification

    • A postgraduate degree in Accounting and Financial Management and must be a registered Chartered Accountant CA(SA).
    • Completed articles in an audit firm.

    Minimum Experience

    • A minimum of 10 years’ experience in financial accounting and reporting, preparing financial statements and reports.
    • Experience of setting budgets and undertaking financial forecasts/scenarios.
    • Strong understanding of and a strong commitment to good corporate governance and specifically international reporting standards including IFRS, Basel, GAAP, GRAP, PFMA,
    • JSE, SARB, SARS, PFMA , ESG, B-BBEE and other regulatory requirements.
    • Strong working knowledge of Financial Management System (SAP, Oracle, etc.).
    • Experience in a financial accounting and reporting role in banking products and/or financial services essential.
    • Experience in SARS e-filing (value-added tax and PAYE).
    • Strong knowledge of Financial and Management Accounting, VAT, Tax, IFRS, GAAP, GRAP, PFMA, JSE, SARB, ESG, B-BBEE, King V and other applicable regulations and codes of good practice.

    Desirable Requirements

    • Experience within banking, development finance, or infrastructure/project finance environments.
    • Extensive VAT, tax and audit experience.
    • Advanced Microsoft Excel working experience.
    • Business Intelligence tools experience.
