Job Profile: 

• To develop and implement auditable costing method for existing and future waste management processes to enable the assessment of Necsa’s nuclear liabilities and to develop annual D&D projects costs planning and budgets.

Key Performance Areas:                     

• Contribute in the management of nuclear liabilities by participating in the developing of the D&D strategy, assessment of nuclear liabilities and business plan/Annual Plan of Action to ensure alignment with set goals and objectives including (Necsa Predetermined Objectives).
• Develop and reviewing of Nuclear Liabilities Management Strategy.
• Develop and reviewing   of Methodologies    and framework for assessing nuclear liabilities.
•  Estimation of the Nuclear liability reassessments and compile final reassessment report. 
• Develop costing methods to determine the cost of existing and future waste management processes as well as current and future decommissioning costs for nuclear liabilities assessment process.
• Develop and annual review of waste management tariffs.
• Develop project-costing model for costing of D&D Projects.
• Prepare 5-year projects cost plans and APA budgets (5 year).
• Monthly expenditure forecasts for all Waste Management departments.
• Monthly variance analysis and explanations.
• Development of an auditable system (costing and process data) for the nuclear liabilities assessments and ensure that financial practices and reporting related to nuclear liabilities comply with relevant regulations and standards e.g. (AGSA and ISA).
• Manage and provide advice on the Implementation of the Nuclear Liabilities Assessment Software and continuous maintenance of the software.
• Audit liaison
• Coordinate the submission of requested information.
• Provide audit findings action plan and ensure audit findings are resolved.
• Manage the communication between the auditors and management.
• Risk Management
• Ensure that the assessment of financial risks associated with nuclear liabilities, such as cost overruns or changes in regulatory requirements and develop strategies to mitigate these risks and ensure financial stability.
• Financial Responsibilities
• Provide reports on expenses and variances on a monthly/quarterly basis to ensure adherence to the approved budget.
• Review waste management related tariffs.
• Review D&D annual and periodic (5 yearly) liabilities assessments (financial aspects).
• Compile the annual budget and monthly forecasts for Waste Management according to Necsa’s policy and procedures and in line with Finance and Business Development (FBD) schedules.
• Manage all liabilities according to approved budgeted plans.

Job Purpose

• The primary purpose of this job is to independently plan, implement and conduct research to develop, integrate, expand and maintain specialised research instruments and associated facility infrastructure in niche scientific applications that utilise the neutron beam line facilities at the SAFARI-1 research reactor. This requires development of new and innovative ways to improve existing methods, use experimental data to explain phenomena and develop theories, with the aim of expanding the application footprint. The role requires a balance between self-development and the development of others, and visible contributions to relevant Necsa business processes and SHEQ requirements. The role requires increasing leadership in knowledge dissemination activities and small projects in the area of expertise.

Key Performance Areas:

Knowledge Dissemination

• Capture research and development work done in written format; at least as co-author in regular progress reports, annual progress reports, technical reports, local and international conference contributions and journal publications.
• Publish in the relevant field.
• Report research results orally at Necsa wide colloquia and national conferences/ meetings/workshops.
• Provide input on editorial panels and workshops OR conference organizations or topical workshops.
• Perform research and generate outputs in accordance with the role of expert in the relevant technical field of specialisation within the organization.
• Contribute to publications as primary author of peer-reviewed published works.

Human Capital Development Local and International

• Provide training to colleagues and students in identified subjects/skills. Provide academic supervision to post-graduate students.
• Contribute as a member or lead a research team with specific responsibilities.
• Contribute to capacity building, outreach events, and other community services. e.g. science week, science expo, etc.
• Co-supervise graduate projects and MSc/MEng level students, and train colleagues in area of expertise.

Contribution to Necsa Business Processes

• Execute research and development tasks with no supervision.
• Create know-how or process development that is of commercial and/or strategic value to Necsa, e.g. Innovation Disclosures.
• Contribute to preparation of client reports e.g. calculation or experiment.
• Coordinate defined activities as researcher in projects visible at section/group level.
• Contribute to project design and planning.
• Support the establishment of strategic partnerships with industry and scientific bodies that meet Necsa’s strategic and academic goals.
• Coordinate technical research projects spanning at least 1 – 2 years.
• Develop proposals for new projects.

SHEQ and Other Audits

• Participate and contribute to Business Process Management (e.g. document management and timesheet) Systems.
• Take the lead in processes aimed at improving safety, quality and security, e.g. Building Head, BBS Management Sponsor, R&I Representative on SDC, etc.
• Assist in the resolving of audit findings and improvement actions.

Financial Management

• Support achievement of budget goals and/or develop project budgets as project leader.
• Control cost of managed projects.
• Contribute to increasing research project funding and income availability by leveraging against potential funding streams like the NRF (NEP), TIA Seed Fund, IAEA (TC), Contract Research, etc., in conjunction with reducing wasteful expenditure of research projects.

• Various configurations of thermal neutron detection systems in conjunction with electronics for their analogue signal processing and integration into the instrument control software systems.

Requirements
Minimum Qualifications & Experience:

• B.Eng in Electronic Engineering.
• MSc/MEng in Science (Physics) or Engineering (Electronics) will be an added advantage.
• Minimum 5 years’ experience in a relevant specialised engineering field is required.
