    Deputy Chief of Party (Western Cape)

    Description

    • Aurum will be pursuing USAID’s “Western Cape Provincial Care and Treatment” Activity. The conceptual goal of this activity is to support healthy lives for the population of South Africa by achieving and sustaining HIV epidemic control through locally led solutions that enable access to equitable health care. USAID aims to reach this goal by achieving the following strategic objectives:
    • Close the gaps to HIV epidemic control.
    • Sustain health gains through strengthened, improved, and resilient health systems; and
    • Leverage community, civil society, traditional structures, and private sector partnerships to improve and sustain service delivery and client outcomes.
    • Aurum is seeking a Deputy Chief of Party (DCOP) to oversee the day-to-day administrative and operational aspects of the project including logistics, procurement, and financial management; and provide technical support on health systems strengthening activities in the province.
    • The role will report directly to the project Chief of Party and will be based in the Western Cape Province.

    Responsibilities:

    • Responsible for overall operations of the programme and reporting to the Chief of Party.
    • Oversee the daily administration, logistics, procurement, and financial management (including budgeting, expenditure control, cash flow, timesheet recording) of the project in accordance with USAID, Aurum, and industry regulations.
    • Develop and manage operational team priorities, work plans, and budgets, ensuring activities are delivered on-time, within budget and in accordance with USAID and Aurum policies and procedures.
    • Develop systems and tools for successful management of the programme, and SOPs as relevant for all project teams and sub partners with standard workplan and reporting templates.
    • Support the COP in developing annual work plans and in submitting high quality progress and financial reports to USAID.
    • Support the COP in working with diverse stakeholders such as USAID, government counterparts, partner NGOs, and other key stakeholders in the province.
    • In the absence of the COP, serve as acting COP to oversee project planning, implementation, monitoring, evaluation, reporting, and stakeholder management.
    • Provide technical guidance on project activities to strengthen governance and leadership, human resources for health, supply chain, and health information management and use in the Free State public health system.
    • Provide technical guidance in building service delivery networks and collaboration between the Free State public health system and other government departments, civil society, and the private sector.
    • Develop and implement strategies to promote transfer of essential health systems strengthening skills to local public health, NGO, and private sector role players.

    Requirements
    Qualifications and Experience:

    • Master’s degree in business administration, project management or related field.
    • 8+ years of experience with progressively increasing responsibility in overseeing and managing administrative, financial, grant/donor fundings and operational aspects of large, complex development activities in South Africa.
    • Strong knowledge and experience of South African Government health delivery systems and structures, particularly regarding human resource, supply chain, and health information management, and ideally in the Western Cape province.
    • Strong knowledge and experience of using financial, project management and other systems required in managing operations.
    • Experience working in complex environments and managing diverse teams to deliver impact.
    • Demonstrated ability to liaise with senior government officials, dignitaries, executives of NGOs, CSOs, CBOs, the for-profit business community, and senior members of the donor community.
    • Demonstrated written, presentation and communication skills in English.

    HIV/TB Technical Lead (Gauteng)

    Description

The goal of the Activity is to support long, healthy lives for the population of Gauteng Province by achieving and sustaining HIV/TB epidemic control. USAID aims to reach this goal by achieving the following strategic objectives:
    • Close the gaps to HIV epidemic control
    • Sustain health gains through strengthened, improved, and resilient health systems; and
    • Leverage community, civil society, traditional structures, and private sector partnerships to improve and sustain service delivery and client outcomes
    • Aurum is seeking a technical expert to lead activities related to the delivery of HIV/TB prevention, care and treatment services in public health facilities and community structures, ensuring a high quality of services and seamless linkage between facility and community support services.
    • The role will report directly to the project Chief of Party, and indirectly to the Aurum Global Health Programme; and will be based in the  Gauteng Province.

    Responsibilities:

    • Coordinate and provide expertise for the design and implementation of high-quality HIV/TB prevention, care and treatment support strategies for the project, adapting global and regional technical resources and tools as needed for the local context
    • Identify technical assistance needs and resources among public sector, community and other private sector providers in delivering HIV/TB prevention, care and treatment services
    • Working with the Chief of Party and project management team, lead, coordinate and manage the performance of HIV/TB clinical and related technical staff toward achieving the project’s deliverables and targets
    • Liaise with USAID, other USG-supported HIV/TB projects, Gauteng Department of Health (DOH) and any other relevant entities to assure complementarity and collaboration in project activities, efficient use of resources, and timely delivery of HIV & TB prevention, care, and treatment interventions
    • Design and oversee a quality assurance program for clinical and related technical aspects of the project
    • Develop and implement strategies to promote transfer of essential HIV and HIV/TB related program management and technical skills to local resources within the province in collaboration with the DOH, local NGO and private sector organisations.
    • Liaise and share lessons with other HIV/TV technical specialist in the organization as necessary

    Requirements
    Qualifications and Experience:

    • A medical qualification degree or nursing degree and postgraduate qualification in HIV (and TB) management
    • Specialized knowledge and demonstrated expertise in comprehensive HIV and HIV/TB service delivery at the provincial, district and facility/site level
    • A minimum 10 years’ experience in HIV programme management with progressively increasing responsibility in designing, implementing, and managing large HIV/TB programs within the local context.
    • A minimum five years’ experience managing or supporting the management of international donor-funded health programs, preferably PEPFAR specific
    • A minimum 10 years’ work experience in supporting essential comprehensive HIV/TB services in resource-limited settings
    • A solid technical and administrative understanding of both public and private sector health delivery systems in South Africa
    • Demonstrated ability to liaise with senior medical and government officials
    • Experience in leading and managing a technical team composed of several technical experts, and in fostering teamwork
    • Demonstrated written, presentation, and communication skills in English
