    Investigator - Enforcement Department - Pretoria

    Purpose of the Job: 

    • To conduct forensic regulatory investigations within the financial services industry (financial markets, insurance, collective investment schemes, hedge funds, pension funds and financial and advisory services) and to take responsibility for the regulatory and enforcement action, following from such investigations. Persons appointed to these positions will report to the Senior Manager. 

    Key Performance Areas:

    • Assess complaints and new cases for further action.
    • Create and execute clear, focused, and efficient investigation plans with reasonable timelines.
    • Conduct quality investigations (gathering all relevant, admissible evidence and proper analysis of the evidence).
    • Take responsibility for the execution of all enforcement actions, including the drafting of all enforcement documentation presentation to enforcement   meetings, debarments, withdrawal of licences and administrative penalties.

    Assistant Investigator - Enforcement Department - Pretoria

    Purpose of the Job:

    Analyst X2 - Micro and Access Product Institutions - Pretoria

    Purpose of the Job: 

    • The department is accountable for supervising the business conduct of micro insurers and other financial services entities operating in the “micro” or “access product” space.  The person appointed in the role will be expected to assist the department to monitor compliance with the provisions of the Financial Sector Regulation Act, 9 of 2017 (FSR Act) and other relevant financial sector laws to ensure a sound and efficient micro institutions industry. The person appointed to this position will report to the Manager: Micro and Access Product Institutions. 

    Key Performance Areas:

    • Assist the Manager and Head of department in the development and implementation of an effective and efficient conduct of business supervisory framework for micro institutions, based on the Treating Customers Fairly (TCF) approach;
    • Assist the Manager and Head of department by recommending and implementing changes to the regulatory framework and policy within the FSCA;
    • Monitor compliance with legislation and  ensure that unfair treatment of customers by Micro and Access Product institutions is attended to;
    • Responsible for coordinating and conducting on-site  inspections, and ensure that matters emanating from the inspections are attended to timeously;
    • Conduct research, coordinate and manage  project based activities, and provide  support  to the Micro and Access Product Institutions team;
    • Assist the Manager and Head of department in establishing, implementing and maintaining proper quality management and control procedures in the department;
    • Assist the Manager and Head of department in preparing and providing inputs to all statutory and supervisory reports; 
    • Liaise with internal and external stakeholders in respect of regulatory and supervisory matters;
    • Actively participate in and contribute to industry and FSCA committees as and when required;  
    • Perform administrative and other supervisory activities delegated by the Manager and Head of department.

    Junior Analyst - Fund Governance Trustee & Conduct Department - Pretoria

    Purpose of the Job:

    • To provide support to the Retirement Funds Supervision Division in their work by providing guidance on the manner in which to deal with specific cases; by providing input into the establishment, maintenance and monitoring of trustee training and qualifications and responsible for drafting and oversight of good governance principles and standards for funds. The person appointed to the position will report to the Manager.

    Key Performance Areas:

    • Research local and international trends relating to good corporate governance;
    • Determine and evaluate funds’ compliance with the Treating Customers Fairly principles;
    • Responsible for coordinating and arranging workshops for retirement fund trustees;
    • Responsible for matters pertaining to the Trustee Training Toolkit
    • Research and evaluate issues relevant to fund governance and conduct of trustees of retirement funds;
    • Provide general legal support to the departments within the Retirement Funds Supervision Division;
    • Draft responses to Default Regulation Exemptions and Extensions
    • Propose and draft Guidance Notices and Conduct Standards in terms of the FSRA;
    • Provide input into the establishment, maintenance and monitoring of trustee training and qualifications (where applicable);
    • Assist the Retirement Funds Supervision Division with the implementation of appropriate enforcement actions provided for in Chapter 10 of the FSRA.
