Key Performance Output
The successful candidate will be reporting to Senior Manager Airport Security, and will be responsible but not limited to the following:
- Development of the Airport Security Plan and ensure implementation of the Standard Operating Procedures.
- Manage & coordinate overall airport security i.e. resource allocations, passenger screening, cargo, commercial security, general aviation and all other security related services.
- Manage capacity and demand for staffing and resources related to security to mitigate any risks.
- Ensure business continuity during emergency situations
- Develop and Implement Cargo and General Aviation Security Plan for the Airport precinct.
- Ensure that all standards for the stakeholders security plan aligns with the part 108 requirements.
- Develop General Aviation, Cargo, Mail, Catering Security Strategy & Regulatory Compliance Plan.
- Develop & Review HBS Security Plan for the Airport in accordance with the national requirements.
- Provide an operational advisory role to the business regarding HBS, regulatory requirement and infrastructure.
- Lead and Guide Business Continuity Management (BCM) processes at the Airport.
- Monitor, Review, provide report to relevant stakeholders such as Executive Committee, National Key Points and Aviation Security Committee, and help Improve Business Continuity Processes.
- Ensure compliance and adherence with the relevant SOP’s, policies and legislations.
- Investigate and Report All Security incidents/deficiencies, non-conformances, complaints and implement relevant remedial action.
- Ensure crime prevention measures are in place and all criminal activities are reported.
- Provide input into the Airport Security Program
- Ensure Compliance to ASQ & QMS targets.
- Proactively plan, manage and organise security activities.
- Identify and implement contingency plans to mitigate identified security risks.
- Ensure continuous liaison and communication takes place with relevant cluster senior manager security.
- Ensure all relevant reports and submissions takes place as and when required to the respective stakeholders.
- Ensure all approvals pertaining to security are obtained from Cluster Senior Manager Security
- Attend all meetings within the cluster management
- Ensure all internal and external stakeholders comply with security policies and procedures.
- Ensure contract management is in line with SLA where applicable (KSIA & ORTIA AVSEC).
- Manage procurement processes & SLA of service providers.
- Establish and maintain good working relationship with relevant stakeholders such as internal staff, local government agencies, SAPS, relevant organised labours, customers etc.

Technical Skills and Experience

Key Performance Output
The successful candidate will be reporting to the Manager Airfield Manager Services, and will be responsible but not limited to the following:
- Manage assets replacement (with CAPEX permission) to ensure serviceability and compliance.
- Manage maintenance schedules for vehicles and equipment.
- Manage ARFF compliance to Safety, Health and Environmental (SHE) legislation.
- Manage the Aerodrome Rescue and Fire Fighting (ARFF) Department in conformance to the International Civil Aviation Organisation (ICAO) standards and recommended practices, the South African Civil Aviation Authority (SACAA) technical standards and to South African Legislation requirements.
- Develop and ensure implementation of Recovery Plan.
- Ensure effectiveness of response with regards to resources (equipment and people) and speed in which resources are brought into operation during emergencies, in line with ICAO standards and recommendations.
- Implement Incident Command System to control, coordinate and communicate incidents and accidents.
- Manage and maintain a high standard of aircraft operational safety on the airfield.
- Continuous research and development within area of expertise to ensure international best practice.
- Implementation of cost saving initiatives to ensure financial sustainability and provide input into allocated budget.
- Ensure efficient contract management and escalate non-compliances.
- Acting in role of Manager/Senior Supervisor/Supervisor when required.
- Participate in people development initiatives such as performance management, succession planning, talent management etc. to ensure team performance meet required standards.
- Plan, schedule, and supervise and/or coordinate subordinate activities within processes or services to achieve efficiency and quality goals.
- Support, coach and mentor junior staff as and when required.
- Draft, compile, implement and review contingency plan to support business continuity.
- Conduct risk assessments to identify all potential hazards and compile finding for input into the Fire Safety Risk register.
- Conduct inspections and patrols to reduce potential hazards and take remedial action.
- Build, support, and maintain healthy diverse internal (peers, unions, team) as well as external (service providers etc.) relationships and implement remedial actions where required to ensure achievement of organisational goals and enhance emergency response preparedness.
Technical Skills and Experience
The following skills and experience or the equivalent of such will be required:
- Grade 12 National Senior Certificate is essential.
- Relevant Higher Certificate in Fire and Rescue/ Emergency Services is essential (NQF 5).
- Relevant Diploma in Fire and Rescue/ Emergency Services is recommended (NQF 6).
- Fire Fighter level 2 and First Aid level 3 accreditations.
- SAESI membership.
- 04 Fire and Rescue Operational experience is essential.
- 02 years Fire and Rescue Supervisory experience is essential.
- Code 11 / 14 driving licence.
- Intermediate knowledge of MS Office.
