    Senior Risk Analyst - RMCD

    Brief description

    The main purpose of this position is to assist in the provision of risk management services and the delivery of strategic initiatives within the Integrated Risk Management Division of the Risk Management and Compliance Department (RMCD) at the South African Reserve Bank (SARB).

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Assist with the ongoing development and implementation of formalised risk management processes in the SARB.
    • Facilitate strategic risk assessments and review operational risk and control self-assessments by clients.
    • Facilitate information technology (IT) application and general IT risk assessments to enable clients to proactively manage risks relating to technology.
    • Compile and update risk profiles based on the outcomes of risk assessments in the SARB.
    • Assist in the implementation and continuous enhancement of RMCD IT systems.
    • Review the risk management database to ensure the integrity of data.
    • Administer the risk mitigation action plan follow-up process.
    • Prepare reports to the departments and risk oversight committees.
    • Conduct ongoing research into risk management best practices and the future role of risk management.
    • Manage the performance and career development of the risk analysts within the Integrated Risk Management Division.
    • Provide training and support to clients relating to risk management policy, methodologies, processes and software.
    • Build and manage relations with clients and other stakeholders.
    • Collaborate with other internal and external stakeholders to provide data, insights and analytical expertise on risk and controls across the SARB Group.
    • Implement action plans to address identified departmental IT risk exposures as per timelines provided (audit findings and risk assessments).

    QUALIFICATIONS

    Job Requirements

    To be considered for this position, candidates must be in possession of:

    • an Honour’s degree or an equivalent qualification, with Risk Management, Auditing and IT as major subjects;
    • at least eight to 10 years’ relevant and practical experience in the IT risk management, IT auditing and/or IT field, with at least two years in a team leader/supervisory role.

    The following would be an added advantage:

    • a Master degree in IT, Risk Management and Auditing;
    • a Certified Information Systems Auditor (CISA) and/or Certified in Risk and Information Systems Control® (CRISC®) certification;
    • IT risk management experience in a financial environment; and/or
    • experience in the use of the risk management computersoftware application.

    Requirements related to knowledge, skills and attributes include:

    • sound knowledge of risk management frameworks, processes, standards and practice;
    • thorough knowledge of the ISO 31000 Risk Management Framework;
    • thorough knowledge of IT general and application controls;
    • experience in the use of relevant risk management computer software applications;
    • good working knowledge of the Microsoft (MS) Office suite (e.g. MS Word, Excel and PowerPoint);
    • proven facilitation and presentation skills;
    • strong leadership and management skills;
    • excellent interpersonal and communication skills(verbal and written),including report-writing;
    • stakeholder engagement and management skills; 
    • proven scribing or minute-taking skills;
    • the ability to function independently (being a ‘self-starter’);
    • the ability to conduct research, analysis and benchmarking;

    Senior Artisan Electrician - CSD

    Brief description

    The main purpose of this position is to maintain and install electrical subsystems in order to optimise building systems at the South African Reserve Bank (SARB)

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Engage in short-term planning and perform tasks independently in accordance with set standards and procedures.
    • Perform fault-finding on electrical subsystems by applying a set of modified techniques within a defined context.
    • Conduct preventative and corrective maintenance on electrical subsystems and/or equipment and determine possible component failure in order to enhance system capability.
    • Test all work and close off assigned job cards on maintenance and project work.
    • Interpret work instructions, drawings and diagrams concerning construction, alterations, modifications, enhancement maintenance and operational projects.
    • Apply statutory principles in order to comply with safety, health and environmental requirements.
    • Perform quality assurance on work done by external service providers for adherence to industry requirements and report on this to the supervisor.
    • Prepare and submit weekly reports using standard templates (job cards and non-conformance reports), highlighting the work completed and problem areas.
    • Engage positively with clients and other stakeholders, including complaints and compliments.
    • Address any gaps in own performance of tasks and activities against the required standard(s).
    • Conducting weekly inspections on all plant machinery as well as all electrical panels, as per Planned Maintenance Work Order instructions 
    • Reporting findings from inspection in the Planned Maintenance Work Order form

    QUALIFICATIONS

    Job requirements

    To be considered for this position, candidates must be in possession of:

    • a national trade test in electrical heavy current;
    • Three phase wireman’s license (Master Installation Electrician will be an advantage)
    • N6 National Certificate in Electrical Heavy current or NQF6 technical qualification or equivalent (will be an advantage); and
    • Four to six years’ experience in a technical trade environment

    Working experience in:

    • the service maintenance electrical system such as DB’s, Standby generators, UPS and Electrical reticulation in the building.
    • conversant in the dynamics of a high-rise and/or high-tech commercial office and building environment;
    • maintaining electrical equipment and systems;

    Knowledge and skills of:

    • electrical maintenance procedures;
    • the Occupational Health and Safety Act and its regulations;
    • risk management related to occupational health and safety;
    • problem-solving;
    • the reading of electrical drawings and diagrams;
    • computer literacy (i.e. the Microsoft Office suite);
    • good communication skills (verbal and written); and
    • Competency in operation and maintenance of machinery in buildings.

    Additional requirements:

    • Must resides within maximum of 60 min drive area or be willing to relocate to work 
    • Must perform standby duties

    Occupational Health and Safety Consultant (Contract) - CSD

    Brief description

    The main purpose of this position is to advise, guide, monitor and report on the implementation of health and safety management systems and the compliance thereof within the SARB’s build environment in line with Occupational Health and Safety (OHS) Act 85 of 1993, associated legislations and regulations including National Key Point requirements.

    Detailed description

    The successful candidate will be responsible for the following key performance areas:

    • Develop and implement the OHS management system in line with ISO 45001 requirements, procedures, and standards with regards to build environment and structure initiatives across the Bank and ensure that such is communicated and understood by all stakeholders. 
    • Create OHS awareness with regards to build environment and structure initiatives across the Bank, administrative and embed the culture of safety in the business and its operations through relevant training and education. 
    • Implement the OHS Contractor management framework and ensure that all critical projects have clear controls through detailed Safety, Health and Environmental (SHE) plans, and registered in keeping with acceptable/ industry standards or adopted framework.
    • Actively keep abreast of and identify developments in the applicable legislations and create awareness thereof by relevant stakeholders to ensure increased levels of understanding, awareness, and application of SHE standards in the Bank.
    • Advise and guide the business in the implementation of the OHS systems (policies, procedures, standards etc) and the prioritisation of OHS activities.
    • Conduct audits, inspections, risk assessments in line with Hazards Identification and Risk Assessment policies and procedures.
    • Engage with internal stakeholders and technical teams to inculcate the safety culture, encourage high performance, and ensure the prioritisation of OHS issues within the SARB.
    • Ensure that all legal appointments and agreements with service providers occur as stipulated within the OHS Act and manage OHS compliance of all service providers (in the built projects and other high risk activities) as per section 37 of the OHS Act, Construction Regulations, and other applicable legal prescripts.
    • Gather data and compile OHS reports to inform decision making at an organisational level.
    • Safeguard prudent document and records management in keeping with the requirements of the Bank’s records management principles, and the General Administrative and related Regulations the OHS Act.
    • Develop processes and procedures necessary for the statutory compliance of all facilities and projects in the Bank to comply with the contractual requirements as per relevant elements of the OSH Act, especially the Construction Regulations.

    QUALIFICATIONS

    Job requirements

    To be considered for this position, candidates must be in possession of:

    • a bachelor’s degree (NQF 7) in Safety Management and/or Environmental Health qualification or equivalent.
    • exposure in highly technical, projects and complex operational environment; and
    • a minimum of five to seven years’ experience in a Health and Safety environment.

    The following will be an added advantage.

    • Registration as a Construction Health and Safety Manager with The South African Council for Project and Construction Management Professions (SACPCMP) (added advantage); and
    • Extensive knowledge of Occupational Health & Safety Act 85 of 1993 and associated regulations.
    • Extensive Knowledge of ISO 45001 Occupational health and safety management systems
