    Head Governance, Risk & Control Technology

    JOB DESCRIPTION

    • Facilitate all Compliance training for all staff within the BCC Tech Governance, Risk and Control Function to ensure compliance. Provide training and mentoring to analysts on screening techniques, internal systems, products and Sanctions policy and regulations.
    • Lead and drive the sanctions screening framework and processes across the Country Technology and Operations Portfolio to ensure standardisation and identify operational efficiencies.
    • Assume custodianship of a sustainable technology risk management capability, influencing, guiding, and putting in place BCC Technology minimum standards within the respective BU
    • Provide strategic advice and subject matter expertise to business executives to embed enterprise risk management practices and foster and grow a risk management culture in the respective Technology Practices, Centers of Excellence, and portfolios within the BU.
    • Direct and guide the reviews conducted by the various teams and provide assurance regarding the design and operating effectiveness of controls such as BCC Technology standards to address Technology risks within the BU.
    • Implement directives and strategies in BU and provide assurance that these align with and adhere to the BCC Tech Risk Management Standard and Group Risk policies and frameworks.
    • Lead the annual review and implementation of adherence to the BU to ensure alignment to the Group standards.
    • Develop and review the Risk and Control Self Assessments, Key Risk Indicators and Monthly Risk Logs within the respective BU to ensure accurate reporting.
    • Lead the implementation and monitoring of Group Non-Financial Risk Management policies and minimum requirements for BU.
    • Monitor and enforce standards and controls in adherence to legislative requirements, policies and procedures within the BU to prevent losses and audit failures.
    • Coordinate various forums and meetings related to Governance, Risk & Conduct activities, including risk analysis and development of business continuity plans, disaster recovery strategies, and processes and plans in support of the Portfolio Heads / CIOs to ensure adherence to legislation and regulatory requirements within BU.
    • Analyse and identify any risks and provide advice to management, relevant committees and employees across BU. In order to effectively manage risk and compliance issues.
    • Facilitate evaluation of all risk types and ensure appropriate responses aligned to the group policies and requirements for each of the risk types as prescribed by the risk type heads in order to safeguard the reputational risk of the Bank and ensure adherence to the minimum requirements.
    • Lead the consistent and effective implementation of the Group's Risk Management framework, policies, procedures and minimum standards across the BU.
    • Provide subject matter expertise to CIO, managers and staff to embed risk management practices, implement BU standards, and foster and grow a risk management culture in the respective BU.
    • Actively drive effective risk management by engaging and influencing CIO, managers and staff to embrace a risk-aware culture and implement and adhere to the minimum standards.
    • Applying, adhering to and contributing to the BU Governance standards to ensure consistency across the Group.
    • Establish appropriate governing bodies, mandates, and any other requirements to ensure that the BU function is appropriately governed.
    • Assume accountability to manage committee operations including scheduling, collation and distribution of committee papers and recording and distribution of minutes, actions, resolutions and decisions in order to ensure effective governance.
    • Coordinate and lead regulatory engagements for the BU.
    • Coordinate and lead contributions to country governing bodies outside of the BU.

    QUALIFICATIONS

    • A post graduate degree in business commerce / risk management / legal qualification is a minimum requirement for this role.

    IT Planning & Control (Governance, Risk, Compliance & Reporting) - 8-10 years

    • Proven experience in audit, assurance and risk management.  Experience in identifying, mitigating and tracking risks and country specific regulatory requirements, and findings recommendations reporting and assurance governance reporting. Experience in assessing and giving opinion on veracity of risk assessments and adherence to technology standards.

    Operations Control - 8-10 years

    • The role requires a seasoned individual with a thorough understanding of the regulatory environment as well as the basic principles and objectives of the Bank and the associated risks with specific focus on non-finacial risk, Basel II, Regulatory requirements, e.g. money laundering control (FICA, Code of Banking Practice, FAIS, etc.).  The role requires operational experience in foreign exchange and expertise of AML and Sanctions regulations.
