    Manager: Supply Chain Audit

    BULLETIN: 005/2024 REF 037
    Appointment Minimum Requirements: 

    • National Diploma (NQF Level 6) in Internal Auditing 
    • 5 years’ relevant experience of which 3 years must be at supervisory capacity 

    Professional Body Registration 

    • Institute of Internal Auditors (IIA) or 
    • Certified Internal Auditors (CIA) or 
    • Certified Auditors of South Africa (CASA) 

    Primary Function 

    • To lead and manage the Internal Audit function, ensuring proactive oversight of compliance, risk mitigation and governance across City Power. 

    Key responsibilities

    •  Ensure compliance to the City Power asset management process by maintaining up to date asset register for the division.
    • Project Management of the Probity Reviews.
    • Conduct the quality assurance of the working papers of the subordinates.
    • Develop a King IV aligned audit approach. Align the audit methodology to the latest changes in the IIA STDS Review the existence of company policies and procedures.
    • Review adequacy and effectiveness to company policies and procedures including applicable legislation such as MFMA and others.
    • Partnering with SCM Management to improve level of compliance and internal controls.
    • Ensure compliance with the departmental audit methodology Oversee the regular follow up on the implementation of agreed action plans through the Findings Register.
    • Coordinate and oversee the conducting of ad-hoc audits as and when requested by Managers.
    • Coordinate the plan of Internal auditors with that of External auditors (to avoid duplication of effort).
    • Conduct the probity review of the procedures, tendering documentation and evidence of tendering practices.
    • Objectively review and report on potential probity issues associated with the procurement process.
    • Provide a detailed and independent report on the audit outcomes and potential areas of non-compliance to the governance structures (BEC and BAC).
    • Prepare Probity Review reports of the Executive and Audit Committees.
    • Advise the Internal audit Unit and Audit and Risk Committee on all new developments within SCM Practices audit trends.
    • Understanding and application of relevant legislation including but not limited to MFMA, PFMA.
    • Keep abreast of changes within SCM regulations and best practices.

    Senior Manager: Legal Services

    BULLETIN: 005/2024 REF 008 
    Appointment Minimum Requirements: 

    • B. Proc; LLB 
    • 7 years’ relevant experience, of which 3 years must be at middle management level and 3 years as an admitted Attorney or Advocate. 

    Primary Function: 

    • The SM: LS is responsible for overseeing and managing legal matters, providing guidance to legal staff, safeguard the organization’s legal interests and ensuring that business operations align with legal requirements and ethical standards.

    Key Responsibilities:

    •  Participate in the formulation of the Legal Services strategy, plans and budgets.
    • Evaluate and comment on the applicability of specific key performance indicators and measures against outcomes detailed in the department’s strategic plans.
    • Analyse and align operating capacity and capabilities of the Section to deliver against Legal Services specific key performance areas. Lead the implementation of decisions taken by City Power Exco within the department/division.
    • Develop and implement comprehensive legal strategies and contribute to the overall strategic goals of the organisation aligned with the organization's objectives.
    • Oversee and coordinate litigation matters, working closely with external counsel when required.
    • Develop strategies for resolving disputes efficiently and cost-effectively.
    • Monitor and report on regulated activities and processes.
    • Manage legal operations and mitigating legal risks. Draft, review, and negotiate a variety of contracts, ensuring compliance with legal requirements and safeguarding the organisation's interests.
    • Manage overall costs within the division, against guidelines and act where necessary.
    • Monitor the utilisation of the budget within the division, to ensure that expenditure is effectively managed and allocated efficiently.
    • Identify and analyse reasons/causes for deviations against the allocated budget and justify any significant deviations from allocated budgets and implement corrective measures to address deviations within the division.
    • Monitor the strict adherence to governance and setting high standards of professionalism within the City Power section.
    • Engage the management team to align governance structures with short and long-term planning and projections.
    • Maintain sound relations and practices with Trade Unions and other labour related interested and affected parties.
    • Promote a centric' approach to develop strong relationships with other working groups and ensure adherence to Group governance.
    • Attend to litigation for and against City Power.
    • Provide legal advisory function and Legal research to ensure that City Power interests are protected.
    • Ensure that contracts are drafted to in line with the governance approval and legal prescripts.
