MINIMUM REQUIREMENTS:

KEY RESPONSIBILITIES:

Strategic Functions

• Direct the identification, evaluation and monitoring of the risk areas and assist with the development of the Internal Audit Methodology and the Annual Risk Based Audit Plan and the three-year rolling plan.
• Lead the audit function in playing a strategic role in embedding the principles of good governance and ensuring that the standards of ethical behavior are upheld.
• Provide value added consulting activities that offer proactive as opposed to detective assurance.
• Streamline audit processes to enable continuous monitoring of core processes to enable timely mitigation of risk events.
• Partner more closely with key internal and external stakeholders to ensure optimal combined assurance to the Board and Management and make certain that key risks are appropriately addressed.
• Audit Planning
• Lead the review and assessment of systems of control, risk management and governance to determine if the organization has adequate standards/processes in place to achieve organizational objectives.
• Supervise the performance of audits from identification and planning of projects to issuing and presenting of final reports to executive management in accordance with The International Standards for the Professional Practice of Internal Auditing and best practice frameworks.
• Participate in the development of the annual audit plan in consultation with Management, Risk Management and the Auditor General for review and approval.
• Considers all SANRAL requirements, deadlines for requirements, time needed to conduct audits, workforce availability and other elements affecting the audit schedule.
• Obtain and analyse information from clients to plan engagements.
• Conduct risk and control assessment of assigned department or functional area in established/required timeline for the development of the audit plan and the basis for planning audit projects.
• Ensure appropriate audit software and data analytical tools are effectively utilised to plan, execute and report on audits.
• Reviews plan with client and assigned auditor to resolve any questions.
• Writes correspondence notifying auditee being audited of schedule, assigned individual(s), source of audit, records required and other pertinent information.
• Keep abreast with and applies all relevant legislative changes, standard operating procedures, methodology and guidelines.

Audit Execution

• Ensure that audits are executed as per the audit plan.
• Source relevant information required for analysis and testing.
• Draft engagement letters and Audit Planning Memorandums.
• Establish risk-based audit programmes.
• Evaluate the suitability of internal control design and make recommendations on findings. Manage audits to ensure that they are conducted within the time budgets and timelines determined as per the audit plan.
• Follow up on the status of action plans as agreed with management in line with follow up procedures.
• Perform consulting engagements to add value to the organisation.

Audit Project Quality

• Quality assure audit teams outputs.
• Ensuring that policies, procedures and guidelines, which impact on auditing, are clearly understood, while determining the level of internal compliance (in terms of Quality Assurance standards (IIA) in line with Internal Audit methodology.
• Maintains and recommends improved standard operation procedures for auditing.

Auditee/engagement Management

• Effectively engage and communicate with auditee, audit team, other stakeholders and Internal Audit management.
• Ensure that internal audit activities are effectively coordinated with other assurance providers through the agreement of a time bound combined assurance model, including internal and external audit, risk management, forensics and compliance functions. Audit and Management Reporting

• Responsible for assisting the Chief Audit Executive with internal audit budget and financial management of the internal audit function.
• Review and assess the effectiveness of financial controls within the Internal Audit function.

People Management

• Accountable for the management of the internal audit team.
• Direct the audit team in conducting interviews, reviewing documents, developing and administering surveys, composing summary memos and preparing working papers.
• Direct the audit team in the identification, development and documentation of audit issues and recommendations.
• Lead, manage, manage performance and supervise staff allocated for reviews and other assignments and take responsibility for all outputs of the team.
• Provide functional/technical support, advice and guidance and assist in the transfer of skills to audit staff.
• Manage own and staff productivity and deliverables in an effective manner and assume a supervisory role.
• Instruct subordinates on tasks and/or activities.
• Provide direction and management to the direct reports to ensure they execute the divisional strategy and manage their portfolios effectively.

MINIMUM REQUIREMENTS

• A relevant Bachelor’s degree or an Advanced Diploma at an NQF level 7.
• At least five (5) years of relevant experience in project management for a large-scale complex infrastructure and systems development projects.
• At least three (3) years of management experience.
• A Project Management qualification: PMP / PMBOK / Prince2.

TECHNICAL COMPETENCIES

Business Engagement

• Consult with senior leadership to validate strategic alignment of project(s) to the overall business strategy and objectives.
• Establish the required processes and tools to coordinate delivery between the delivery partners and internal stakeholders throughout the delivery of projects.
• Facilitate measurement and reporting of value achieved and business benefits realized through projects.

Project Scope Management

• Conduct feasibility studies, business case compilation, and document project scope specification artefacts required to assess and validate project scope at project initiation.
• Understand, manage and influence project scope and outcomes to be delivered between delivery partners and internal stakeholders to rebalance resources, manage variances, improve compliance and ensure project success.
• Facilitate, manage and monitor stakeholder participation and contribution throughout project delivery to ensure delivery against the correct scope.

Project Delivery Management

• Lead ICT projects with delivery partners (internal/external) to ensure delivery within time, budget, quality and specifications. This includes managing project performance against delivery risks and issues to assess and manage the impact on solution delivery commitments, inter-project dependencies and contractual implications (where applicable)
• Agree and establish delivery and management processes to be adopted with the delivery partner, set internal tools required to enable delivery, and assess the stakeholder goals and expectations throughout the project phases
• Support delivery partners or internal delivery teams in the design, development, and implementation of business perspective work plans, schedules, project estimates, resource plans and status reports for projects.
• Perform project delivery management including coordination of internal resource capacity to balance resource utilization, facilitating deliverable sign off processes, facilitating escalation processes and ensuring quality standards are maintained during project execution and delivery.
• Facilitate project change management and support project transition processes to ensure successful acceptance by business.
• Oversee and manage delivery of the Project Closure Report and ensure project close-out activities are completed.

Project Reporting

• Perform project reporting focused on performance against expectation and explaining variances. This includes collection, review and validation of performance status complied by delivery partners.

KEY RESPONSIBILITIES:

Service Management and Operations Management

• Implement an end-to-end provisioning process for ICT services, facilitating automation wherever possible and providing production support, service requests and overseeing routine maintenance and support activities.
• Manage day-to-day service operations by providing operational support to the business, ensuring production systems and devices are online and available.
• Develop the event categorization framework to qualify events and determine remediating actions.
• Monitor and oversee systems and trends to identify ways to prevent the occurrence of events, incidents, problems, and errors, improve overall performance, and take appropriate control action to address the events.
• Implement and drive processes related to service capabilities and conduct technical resolutions of high-severity incidents.
• Manage and guide the operation of a Central Service Desk to receive, log, and close all reported operational incidents in accordance with SLA’s.
• Oversee the investigation of all follow-up activities needed to determine the root cause, attempt problem recreation, and identify workarounds and changes where feasible. This includes coordinating formal demand logging for eventual implementation.
• Ensure the development of a knowledge base and document repository for service management and operations.

Service Level Management

• Facilitate the development of policies, to ensure that existing service levels are met across a variety of platforms.
• Define and create the overall service measurement framework that determines service efficiency.
• Support the process to define, evaluate, and support the negotiation of SLAs ensuring service compatibility with the contractual obligations of service providers.
• Monitor, measure, report, and review the current performance of services and components in the enterprise IT environment, ensure IT capacity meets business needs, and ensure regulatory compliance with policies and procedures.
• Review services, analyse alignment to business requirements and satisfaction levels to define potential service improvement opportunities. This includes developing an action plan based on findings i.e. service enhancement, improvement, or retirement.
• Manage the review survey process with business and leverage feedback to improve services, tools, and support experience.

Service Transition Management

• Own and maintain the ICT service management catalogue, ensuring that addition, modification, or removal of any IT services is done in a standard and controlled manner.
• Manage the roll-out of new or amended systems and infrastructure changes to the infrastructure environment (e.g. operating system upgrades, hot fixes/patches, virus definition, etc..) to ensure quality services are continually maintained and improved.
• Conduct the impact assessment of changes to the operations environment, facilitate the prioritisation process, and ensure the relevant contingency arrangements are in place.

General Management

• Be the custodian of ongoing live services and ensure that Service Delivery is focused on relentlessly improving the provision of these services. 
• Jointly review the business continuity and IT Service Continuity Management (ITSCM) plans after design amendments or at least annually to ensure all tasks are correctly assigned and are implementable by designated operational personnel.
• Execute yearly ITSCM tests as part of SANRAL’s Business Continuity Plan (BCP).
• Assist with internal audits and completion of maturity assessments against the process activities and associated roles to demonstrate areas of improvement or, conversely, areas of concern.
• Support the General Manager: ICT Service Management, in the review and approval of key issues and decisions for all Service Management / Operations domains
• Support the General Manager: ICT Service Management (Operations) with improving the value that Infrastructure receives from its service providers.

KEY RESPONSIBILITIES 

Management and Coordination of Financial Reports

• Submit statutory returns and reporting to regulatory authorities.
• Review and manage all tax-related matters such as income tax, PAYE, VAT, returns, and rulings and provide guidance and support to staff requiring assistance.
• Ensure adherence to PFMA and related regulations.
• Prepare EXCO/MANCO reports monthly.
• Review of annual financial statements.

Development and Implementation of Financial Operations

• Review the development of financial control systems on SAP.
• Maintain compliance with the approved reporting framework (IFRS/GRAP).
• Research on IFRS application and implementation relating to complex standards.
• Identify weaknesses and develop methods to complete processes within SAP and Finance Manual.
• Review and update policies and control manuals.

General Ledger Review and Management

• Review and manage monthly general ledger reconciliation process to ensure that all applicable accounts are reconciled, and errors are detected timely for the financial statements to be accurate and complete.
• Review regional office reconciliations for accounts payable, receivables and GL.
• Enable correct allocations to cost accounts.
• Maintain and ensure relevant and accurate supporting documentation for all financial postings through reviews.
• Review of the trial balance.
• Provide continuous guidance to all regional offices on complex IFRS matters.
• Extensive review of reports from external service providers.
• Approve payments to vendors and investing purposes.
• Review of local and international subsistence and travel claims.

Accounts Payable / Receivable

• Manage the accounts payable and receivable functions.
• Review and ensure that invoices are paid within 30 days as per the PFMA.
• Review all vendor and customer reconciliations for SANRAL.
• Review and manage the collection of outstanding debtors and implement the debtors' management policy. 

Assets

• Ensure the safeguarding of SANRAL assets.
• Review and guide on all matters relating to assets.
• Review of all the assets reconciliations.
• Review of the assets under construction from the regions.
• Review of assets-related disclosures for financial reporting.
• Review of the physical verifications performed bi-annually.
• Review of schedules from external sources (ETC, concessionaires).
• Review of the fixed asset register inclusive of regions.

Audit Liaison

• Provide guidance to auditors both internal and external.
• Review and respond to audit findings timeously and implement recommendations.
• Attend weekly audit steering committee meetings scheduled by AGSA.
• Coordinator of the AGSA and Internal Audit within SANRAL.
• Inspect documents to ensure that correct information is provided to the auditors to avoid findings. 

Supply Chain Management

• Provide inputs to the procurement office when requested.
• Provide guidance and inputs on the implementation of the national treasury prescripts.

Administration and Management of Staff

• Determine and implement adequate structure and staffing within the division to ensure internal controls are effective and functions are optimally performed.
• Conduct performance review and assess areas of development and recommend training.
• Finalise and submit performance reviews to HR bi-annually.
• Provide ongoing supervision and guidance to staff.
