    DHIS2 Specialist - (1153)

    Objective:

    • The DHIS2 consultant is to ensure a stable, upgraded, and optimized DHIS2 system that supports testing, data quality improvement, and efficient metadata and user management. The consultant will address system architecture improvements, set up a development environment, upgrade the DHIS2 version to the latest stable version, and implement effective data cleansing mechanisms.

    Background:

    • DHIS2 is integral to m2m's data management and reporting framework, supporting health programs with reliable, standardized information essential for tracking impact and guiding interventions. With increasing demands on data accuracy and timeliness, the DHIS2 system—currently operating on version 2.37—requires targeted upgrades and optimization to meet m2m's evolving needs. This upgrade to version 2.40.1, along with a systematic approach to metadata management, data element standardization, and performance tuning, will enhance data integrity and system functionality, directly benefiting the Insight2Action (I2A) and VUKA. I2A and VUKA will rely on DHIS2 as a primary data source, requiring streamlined and high-quality data to power impactful decision-making.

    Description of task to be performed: 

    • The consultant will lead a comprehensive upgrade and optimization process to ensure a stable, secure, efficient, and user-friendly DHIS2 environment.
    • Key activities include setting up a separate development instance for internal testing and development work, upgrading the DHIS2 version from 2.37 to 2.40.1, and implementing a robust backup and restoration strategy. A thorough review and cleanup of metadata will be conducted, focusing on mapping and standardizing data elements, datasets, and indicators to align with organizational reporting needs. SQL views will be configured for ongoing metadata monitoring, and structured user roles and access policies will be established to enhance data governance.

    Grants & Compliance Manager - (1152)

    Key Performance Areas: 

    Administration:

    • Supervise the drafting, review, negotiation and signature of commercial agreements.
    • Supervise the m2m consultancy process.
    • Responsible for record keeping and knowledge management for awards in assigned portfolio. 
    • Assist to develop standard templates and terms and conditions for sub-awards, subcontracts, consultant and commercial agreements.

    Awards Management:

    • Review, negotiate and facilitate signature of prime award agreements for assigned portfolio.
    • Facilitate set up of new awards and modifications of awards in financial management system as and when needed.
    • Draft and maintain Award Summaries for all new awards in portfolio. Conduct New Award Briefings for all new awards in portfolio. 
    • Provide on-going day-to-day support to implementation teams on award compliance. 

    Compliance:

    • Ensure compliance with donor regulations and m2m policies. 
    • Oversee the management of compliance of deliverable submissions and oversee the overall improvement of the efficiency and effectiveness of the current milestone system.
    • Support country office compliance.
    • Provide guidance and advice to staff on compliance and ethical issues and questions.
    • Lead training sessions on key m2m policies.
    • Remain current on changes within the industry through resource sites, publications, and continuing education, and provide training and refresher sessions on pertinent topics.

    Policies:

    • Identify and inform donor policy requirements.
    • Assist with development and implementation of policies.
    • Assist with regular review and updates of m2m policies.
    • Assist with ad hoc projects as needed including the Data Privacy Working Group, Funding Acceptance Committee, and/or Policy Review Committee as assigned. 

    Job Requirements

    Qualifications and Experience: 

    • Bachelor’s degree in accounting or business or relevant field preferred. 
    • Master of Business Administration or Accounting or similar highly desired. 
    • At least 7-10 years relevant experience in U.S. federal and/or private grants/contracts management. 
    • Experience with U.S. federal government-funded grants and contracts (i.e. USAID and CDC) required.
    • Experience with Global Fund, FCDO, and UN Agency awards preferred. 
    • Demonstrated expertise with researching, interpreting, and applying donor regulations.  Knowledge of the ADS, FAR, AIDAR, federal cost principles, OMB circulars, administrative requirements, and other applicable rules and regulations regarding implementation of federal awards, required.
    • Experience in award management.
    • Ability to coach, train and lead other members of the G&C Unit.
    • Experience with programme/award implementation preferred.
