    Strategic Information Specialist, Johannesburg, ESARO, P-4

    The Position:

    • The Regional Strategic Information Specialist post is located in the East and Southern Africa Regional Office of UNFPA located in Johannesburg. The post is under the overall supervision of the Regional Director and Deputy Regional Director with direct supervision by the Head of the Middle Income Country Technical Hub in the regional office. The UNFPA  Middle-Income Country Technical Hub, based in the regional office , works to strengthen the efficiency and effectiveness of tailored technical expertise and modular support provided to  an increasingly number of Country Offices located in middle-income countries in Southern Africa, namely. Botswana, Eswatini, Mauritius, Namibia, Seychelles, and South Africa, with the intention to expand support to transitioning MICs in the region.  
    • S/he will play a critical role in strengthening the generation and use of strategic information to guide decision making in the MICs required to advance the ICPD Programme of Action and achieve the Transformative results committed by UNFPA and its partners. This includes population data, demographic intelligence, socio-economic data to mention a few.

    Job Purpose:

    • The Strategic Information Specialist is a member of the MIC Technical Expert Hub, and will report to the Head of the MIC Technical Hub. S/He is part of a multi-disciplinary team, which provides technical, policy, programme support and guidance to selected middle-income countries in an integrated and coordinated manner. Under the overall guidance of the ESARO Senior Management Team and in close collaboration with the respective Management teams of the middle income country offices.

    Qualifications and Experience: 

    Education:  

    • Advanced university degree/ Master's or Equivalent in demography, statistics, population studies, economics, social science or other field directly related to the substantive areas of this position

    Knowledge and Experience: 

    • 7 years of increasingly responsible professional experience in the substantive area, of demography, statistics, population studies, economics with minimum 3 years at International level
    • Proven quantitative and qualitative data research, analysis, visualisation, and interpretation skills
    • Demonstrated experience to manage high volume work flow and ability to maintain productive working relationships with a wide network of partners and stakeholders.
    • Ability to conceptualize and to integrate knowledge with broader strategic, policy and operational objectives; 
    • Excellent communication, and managerial skills.
    • Experience in programme/ project management including experience in large multi-sector programmes;
    • Field experience is essential.

    Monitoring, Evaluation & Learning Programme Specialist, Johannesburg, ESARO, P-3

    • The Programme Specialist is responsible for the design and implementation of the MEL system. This includes identifying appropriate indicators to measure progress, set and track progress in relation to the programme targets, using qualitative approaches to document insights and lessons learnt from programme implementation. The programme specialist will work with the four partner agencies to develop regular progress linked to the outcome, outputs and interventions of the joint programme. 

    Job Purpose:

    The Monitoring Evaluation and Learning Programme Specialist will be accountable for:

    • Convening and coordinating the work of the MEL Working Group
    • Design, implementation of the MEL framework using quantitative and qualitative approaches. 
    • Management of the monitoring and evaluation process including the development of progress reports, overseeing programme evaluations, and using data to generate promising and emerging practices. 
    • Ensure that the partners have the necessary capacity and skills in using results based learning in reporting on progress.

    Qualifications and Experience: 

    Education:  

    • Advanced university degree/ Master's degree in Social Sciences, International Development, International Relations or related field.

    Knowledge and Experience: 

    • Minimun of 5 years progressive professional work experience in monitoring and evaluation, project management, social research etc. 
    • Strong track record in setting up, implementing and using MEL frameworks, managing project evaluations, and proven ability to produce demonstrable results;
    • Strong knowledge of monitoring and evaluation, in particular results-based management and reporting, is required. 
    • Experience in undertaking mid-term reviews and end of project evaluations an advantage. 
    • Experience in supporting the strategic information activities and peer accountability mechanisms for results. 
    • Experience in the use of quantitative and qualitative methodologies to document programme results. 
    • Experience in developing and facilitating participatory, competency based trainings
    • Experience in usage of computers and office software packages, experience in handling web based management systems

    Programme Specialist, SRHR, Johannesburg, ESARO, P-3

    The Position:

    Two positions to be filled.

    • Under the direct supervision of the Programme Coordinator as part of the 2gether 4 SRHR Unit, the Programme Specialist will provide support to advance regional efforts to strengthen SRHR outcomes through i) coordinating efforts in partnership with regional United Nations entities and stakeholders, ii) Providing technical assistance to regional partners and countries to strengthen country responses on SRHR, iii) Developing and disseminating knowledge products to further advance the evidence on SRHR in the region.

    Job Purpose:

    • The 2gether 4 SRHR Programme is a joint United Nations Regional Programme that brings together the combined efforts of UNAIDS, UNFPA, UNICEF and WHO to improve the sexual and reproductive health and rights of all people in East and Southern Africa, in particular adolescents and young people, women of reproductive age, men, key populations, and people affected by crisis. 

    The goal of the second phase of 2gether 4 SRHR is to contribute towards the attainment of the SRHR-related targets of the SDGs 3 (Health and Wellbeing and SDG 5 (Gender Equality and empowerment), through: 

    • Strengthening the legal, policy and financial environment to enable beneficiaries to access services and realise their SRHR rights.
    • Increasing access to and utilisation of quality, people-centred integrated SRHR services. 
    • Addressing gender and social norms and behavioural drivers for the realization of SRHR for all. 
    • Ensuring Resilient health systems and communities are enabled to ensure the continuity of SRHR Services during crises.

    The programme specialist will support the efforts of UNFPA, working in collaboration with other UN agencies, to improve reproductive health commodity security through expanding the availability and range of high-quality reproductive health commodities, strengthen health systems and services; build the capacity of countries and providers to deliver safe care; advocating for an enabling environment at global, national and community levels so that people can exercise their SRH rights.

    Qualifications and Experience: 

    Education:  

    • Advanced university degree (Masters Level) in Social Sciences, International Development, International Relations or related field

    Knowledge and Experience: 

    • Minimum of 5years progressive professional work experience in programme/project management and coordination especially in the area of SRHR 
    • Knowledge in policy formulation, research, advocacy with previous experience working on comprehensive abortion care is an advantage. 
    • Strong track record in programme management, coordination and partnerships;
    • Strong knowledge of monitoring and evaluation, in particular results-based management and reporting, is required. 
    • Experience in undertaking mid-term reviews and end of project evaluations is an asset. 
    • Experience in supporting the strategic information activities and peer accountability mechanisms for results. 
    • Experience in the use of quantitative and qualitative methodologies to document programme results. 
    • Experience in developing and facilitating participatory, competency based trainings
    • strong computer literacy skills, knowledge of office software packages, and web based management systems
