    Fund Programme Specialist: JET-IP Office

    Qualification and Experience

    Qualifications

    • Minimum qualification: relevant commercial or technical Honour’s Degree or equivalent qualification.
    • MBA or Master’s Degree would be an advantage

    Experience

    • 5- 8 Years of relevant experience within financial services preferably within a development finance institution. Additionally experience in venture capital and early- stage investment will be an added advantage.
    • Broad financial markets experience including, but not restricted to, appraising, negotiating and closing Project Finance, Corporate Finance or Structured Finance transactions or acting in a debt and/or equity instrument sales and distribution role in a financial institution.
    • Experience in syndicating investment deals of appropriate sizes in relevant sectors/geographies in SA and/or Africa.
    • Experience with Tax issues/matters/implications associated with grant and official development assistance (ODA) funding.
    • Experience in repackaging assets and distributing risk to capital market investors.
    • Understanding of the Development Finance Environment and the Just Energy Transition.
    • Grounded experience on development issues.
    • Strong networks and relationships with clients, global and regional private investors and banks in order to distribute viable projects/investments.
    • Experience in developing/reviewing and using corporate/project/structured finance financial models.
    • Experience with raising grant funding and managing grant programmes for investment in SMEs and Large projects, early -stage enterprises and technical assistance support.
    • Comprehensive knowledge of the complex financial and regulatory environments across Africa.

    Roles and Responsibilities

    Financial/Shareholder Returns

    • Development of annual business plans and formulation and implementation of strategies to execute the role of the department.
    • To review the necessary reports to senior management, various committees and Board, as required.
    • Support Pre-Investment Business Support Specialists, Strategic Business Units (SBUs) and other relevant stakeholders in their credit submissions to IDC approval authorities by providing input into credit reports, including considerations and recommendations.
    • Coordinate and engage consultants from the approved Business Support Programme panel of service providers to implement interventions, monitor their work, track intervention progress through consultants’ progress reports, ensure their invoices are duly paid, evaluate their performance and assess the impact of their intervention.

    Internal/Operational Processes

    • Operational line management of direct reports made up of a team of Pre-Investment Business Support Specialists, Administrators and Contractors (where applicable) responsible for specific deliverables; and oversee their engagement and deliverables with
      internal and external stakeholders.
    • Utilise own and expert knowledge, experience, multi-dimensional understanding and application of best practices to guide the team in the fulfilment of its roles.
    • Manage and review key pre-investment business support processes and procedures on a regular basis.
    • Oversee direct report performance contracting and performance monitoring and measurement as well as provide ongoing coaching and mentoring to the team.
    • Coordinate the Pre-Investment Business Support Specialists with the screening of requests for Pre-Investment Business Support to determine whether they fit within the mandate of the Pre-Investment Business Support Programme.
    • Coordinate the business diagnosis along with the relevant SBU to assess clients’ pre-investment business support needs, challenges, problems and opportunities.
    • Oversee the drafting and implementation of pre-investment business support interventions according to the approved terms of reference.
    • Ensure that accurate and up-to-date information on pre-investment business support clients are completed on the SAP pipeline.
    • Proactively identify improvements to the internal pre-investment business support control systems and procedures.

    Customer Focus & Stakeholder Management

    • Liaise with the SBUs and other stakeholders about pre-investment business support requirements and design an adequate programme to address the identified needs.
    • Facilitate the engagements between the Pre-Investment Business Support Specialists and the relevant stakeholders to achieve team and corporate targets.
    • Market pre-investment business support products and services to internal stakeholders and to clients.

    Advisor – JET New Energy Vehicle (NEV) Value Chain Development

    Qualification and Experience

    QUALIFICATIONS:

    • Bachelor's degree in engineering, or
    • Honour’s degree in science, business, or a related field.
    • Master's, Ph.D. or MBA, an advantage

    EXPERIENCE:

    • Minimum of 10 years of experience in developing and executing strategies/strategic action plans, ideally within an automotive and manufacturing environment.
    • Minimum of 10 years of experience in the automotive or NEV sector with notable experience in NEV and/or e-mobility projects.
    • Minimum of 7 years of experience in project development, business case development, project planning and project execution.
    • Previous roles as CEO or COO within the automotive industry, an added advantage.
    • Demonstrable understanding of global automotive and NEV supply chain and technology (inc. battery value chain, charging infrastructure, public transport, heavy transport equipment).
    • Demonstrable practical experience working in an automotive environment.
    • Good understanding of the Just Energy Transition in South Africa and the global transition towards decarbonisation of industrial pathways.
    • Excellent networks in both the public and private sectors.
    • Experience in working with government departments to drive regulatory and policy changes as needed to support the development of South Africa’s NEV value chain.
    • Experience leading technical working groups and steering committees and being part of technical advisory committees.
    • Evidence of Thought Leadership in the Automotive or NEV / e-mobility.

    Roles and Responsibilities

    Internal / Operational Processes:

    • Provide input into the JET Workstreams for NEV and related initiatives.
    • Provide specialist input into the development of national strategies, industry forums, policy debates and strategy development relating to NEVs, the Battery Value Chain, transportation, infrastructure etc.
    • Provide technical expertise to the securing of new grants and concessional loan financing from global and domestic sources to drive NEV mobility and public transport project implementation
    • Provide technical and industry expertise and knowhow to enable local NEV-focused programmes and specialist support entities to scale to deliver significant support to the NEV value chain in South Africa.
    • Support the IDC NEV Lead to identify potential NEV industry investment opportunities or project development and support for early-stage project opportunities.
    • Support the IDC NEV Lead with project preparation initiatives to strengthen the development of business cases and the evaluation of investment opportunities in NEV-related projects, businesses and initiatives related to the NEV pipeline.
    • Recommend potential strategic partners, both local and foreign, in critical components of the value chain. These could include investors and funders; technology developers; OEMs, manufacturers; project sponsors and investors where IDC and JET projects can leverage assistance.
    • Use existing networks from private sector companies (in South Africa and the rest of the world), government agencies, industry associations, research institutions, to ensure alignment and collaboration across the value chain and create additionalities for projects, enterprises and workstreams.
    • Provide industry insights on emerging trends and technologies in the NEV value chain and use this knowledge to inform strategic decision-making.
    • Collaborate with internal and external stakeholders to identify and address regulatory and policy barriers that may impact the growth and competitiveness of the NEV value chain and liaise with government stakeholders in finalising government actions relating to policy.
    • Participate in industry research in conjunction with R and I, and other external sources and agencies.

    Roles and Responsibilities

    Financial Shareholder Returns

    • Analyse the existing pipeline of green funders, with a focus on NEVs and GH and create a database for the JET IP NEV and GH Office. Green funds are of particular importance to the JET-IP work.
    • Provide critical feedback on the suitability of all potential funding instruments
    • Liaise with the JET PMU in the Presidency regarding funding and the JET Financing platform.
    • Market the IDC’s JET IP NEV and GH office to the widest possible group of financiers that provide funding for JET/Impact-related programmes in NEVs and GH including Development Finance Institutions, Export Credit Agencies, commercial banks, African financial institutions, African multilaterals, insurers and other financial institutions.
    • Liaise with the IDC Partnership and Programmes Unit and Financial Management and other relevant internal departments for all matters related to green funds and disbursements thereof.
    • Provide support to the JET-IP Office at the IDC and other relevant units to structure agreements optimally, based on sound business principles.
    • Set up new funds or financial instruments as required within the NEV and GH value chains in collaboration with other funders.

    Internal /Operational Processes

    • Provide support to the JET-IP Office in identifying and facilitating investments through financial partnerships in the continent.
    • Develop and periodically update debt and equity investor as well as preferred transferee databases.
    • Compile reports/submissions for internal approvals for IDC participation in third-party funds related to JET NEV or GH.
    • Collaborate with other IDC Divisions and/or Business Units, as appropriate, to develop appropriate funding instruments and programmes to support JET Implementation plans.
    • Compile and issue and/or collate client and/or investor Expressions of Interest (EOIs) and fund term sheet(s).
    • Originate and manage the process and provide input and collaborate with other IDC Divisions and/or Business Units, as appropriate, in the drafting/negotiation/execution of programme/fund mandates.
    • Collaborate with other IDC Divisions and/or Business Units to perform fund/programme structuring, investment case development and documentation and internal investment case presentation at governance/approval committees as appropriate/required.
    • Collaborate with other IDC Divisions and/or Business Units during the programme/fund design Feasibility Study phase to provide input regarding the structuring and packaging of transactions for bankability.
    • Develop and/or review and update transaction teasers/Information Memoranda and financial models for corporate/project/structured finance transactions in collaboration with the Coverage, Transacting, Credit and Sector Specialist Business Units.
    • Prepare and conduct pitch deck presentations to funders/grants providers and third parties, on request.
    • Arrange, schedule and facilitate debt and equity client/investor road shows.
    • Organise and coordinate signing ceremonies, as appropriate.
    • Identify, secure and assign senior/junior syndicate participants, including setting and making pro-rata debt.
    • Coordinate syndicate participants in all transactions where IDC is appointed Mandated Lead Arranger (MLA) (or co-MLA).
    • Create and populate physical or electronic transaction data room(s) and collaborate with other IDC Divisions and/or Business Units to manage information.
    • Collaborate with other IDC Divisions and/or Business Units, as appropriate, to collect and publish Conditions Precedent documentation as required.
    • Collaborate with other IDC Divisions/Units in the execution of all pertinent documents to close funding/programme for implementation.
    • Ensure that work is carried out in accordance with the IDC’s systems and procedures.

    • Build influential relationships and networks and collaborate with internal and external key stakeholders, including the JET PMU.
    • Manage relationships with local/international banks, Development Finance Institutions, Export Credit Agency, and non-bank financial institutions. Particularly institutional debt and /or equity syndication and distribution desks.
    • Retain and manage relationships with a wide network of professional advisors, consultants and deal originators active in the syndicated loan markets.
    • Manage and enhance the levels of service and communications to ensure the provision of client service excellence.

    • Stay abreast of syndication and distribution market trends and developments. In particular new (structured) products and services offered by competitors and associated deal flow in sub-Saharan Africa.

    Senior Stakeholder Specialist: JET IP Office

    Qualification and Experience

    QUALIFICATIONS:

    • Minimum qualification: Relevant Honours degree in Public Relations, Communications, Journalism, Political Science, International Relations, or related fields.
    • Master’s degree would be an advantage.

    KNOWLEDGE AND EXPERIENCE:

    • 5 to 8 years’ relevant experience in the energy, automotive, manufacturing or chemical industries.
    • Relevant work experience in the development sector would be advantageous.

    • Development of stakeholder management plans for the JET GH2 and JET NEV work identifying key internal and external stakeholders.
    • Development of communication content and programmes - drawing from available company documents and publications as well as external sources to prepare write-ups and presentations, including briefing notes, to be used to inform audiences of JET IP  operations and priorities or to support speaking and other public engagements.
    • Maintain stakeholder databases, records, and documentation, ensuring accuracy and confidentiality of information.

    Customer Focus & Stakeholder Management

    • Stakeholder Engagement Strategy & Plan – identify key stakeholders with whom to engage and analyse their perceptions of the JET IP to develop and implement an effective stakeholder engagement strategy and stakeholder engagement plan to accurately and effectively deliver key messages to major counterparts and stakeholders.
    • Develop a monitoring approach to monitor stakeholder engagement, analyse stakeholder feedback, perceptions, and sentiment to identify emerging issues and trends that may impact the JET IP Programmes.
    • Organize stakeholder meetings, workshops, and events to provide updates on the JET IP’s progress, to solicit feedback, and to address concerns
    • Serve as a liaison between internal and external stakeholders and the Programme Management Offices, ensuring effective communication and alignment of interests.
    • Respond to stakeholder inquiries, complaints, and requests in a timely and professional manner, seeking resolution and maintaining positive relationships.
    • Co-ordinate with internal teams, including legal, communications, and external teams, including the JET PMU in the Presidency to ensure consistent messaging and alignment of stakeholder engagement efforts.
    • Prepare stakeholder communications materials, including newsletters, reports, and presentations, to keep stakeholders informed and engaged, and to increase public awareness and promote the adoption of GH2 and the transition to NEVs.
    • Conduct strategic media engagement, in alignment and partnership with the JET PMU in the Presidency, by effectively networking with local and national media to promote the JET IP.
