Job Description
- To manage and administer the Industrial Policy Support Fund (IPSF), ensuring that the Fund effectively supports evidence-based industrial policy formulation, industrial development and strategic economic research.
- The role is responsible for the overall coordination, governance, financial administration, procurement oversight, reporting and stakeholder management of the IPSF, while serving as the primary interface between the IDC, the dtic, the IPSF Steering Committee and appointed service providers.
- The incumbent ensures that IPSF-funded research and technical support projects are implemented efficiently, comply with approved governance and procurement requirements, and contribute to the development of industrial policy, sector competitiveness, investment, employment creation and economic growth
Qualification and Experience
- Relevant commercial or technical degree/3 years National diploma.

Roles and Responsibilities
Strategic Fund Planning and Governance
- Provide operational and governance advice to the IPSF Steering Committee and implement approved resolutions
- Maintain and periodically review the IPSF systems, procedures, guidelines, controls and working arrangements.
- Coordinate Steering Committee meetings, applications, agendas, submissions, project status reports, minutes and decision records.
- Ensure that IPSF activities remain aligned with the Fund mandate, the governing agreement between the IDC and the dtic, and approved IDC governance requirements.
Research Programme and Project Management
- Manage the IPSF project portfolio from receipt of applications and Terms of Reference through approval, procurement, contracting, implementation, close-out and archiving.
- Assess project submissions for completeness, strategic relevance, readiness and compliance before tabling them for consideration.
- Maintain an accurate portfolio register covering approved, active, procurement-stage, completed and closed projects.
- Monitor milestones, deliverables, timelines, expenditure, risks, variations and contractual obligations, and escalate material issues timeously.

Procurement and Contract Management
- Facilitate the procurement of research and technical services in partnership with IDC Procurement and in accordance with IDC systems, procedures and the Delegation Matrix.
- Coordinate finalisation of Terms of Reference, evaluation arrangements, procurement submissions and communication of approved outcomes.
- Support the preparation, review, approval and signature of service level agreements and related legal documents.
- Maintain complete procurement and contract records, including approvals, signed agreements, variations, performance evidence and close-out documentation.
- Manage service-provider performance against contracted scope, quality standards, milestones and timelines
Financial Management, Controls and Audit
- Monitor IPSF cash balances, commitments, project expenditure, administration costs, payments and financial performance in collaboration with IDC Financial Management.
- Coordinate requests for the annual IPSF contribution and ensure proof of payment is directed for allocation to the correct IPSF accounts.
- Facilitate invoice verification and payment only after confirmation of milestone achievement and the required approvals.
- Prepare or coordinate monthly, quarterly and annual financial and operational reporting to the Steering Committee, the dtic and IDC management.
- Coordinate the preparation of the IPSF Administrator's Report and support preparation and approval of annual financial statements.

- The Senior Specialist: Investor Relations is responsible for building, managing, and strengthening IDC’s relationships with fixed-income investors, lenders, development finance partners, credit rating agencies, and other key stakeholders.

- Develop and implement operational systems, processes and procedures for efficient management of the Fund:
- Develop and implement suitable processes and systems to conduct pragmatic project and programme monitoring and reporting;
Manage the Consultants to the technical work streams, including:
- Set and agree performance targets for all obligations;
- Define and conclude contracts and/or other agreements (e.g. Service-level agreements), scrutinise submitted payment certificates before recommending for signature by the CEO and subsequent payment by the IDC, for selected beneficiaries of funding under programmes and based on achievement of contractual milestones;
- Conduct site visits and provide leadership in investigations, ensuring the implementation of all site technical, quality, health and safety protocols to prevent incidents and ensuring that projects are delivered on time, within budget, required quality and without incident;
- Conduct site team reviews, identify trends and ensure action on all non-conformances;
- Ensure proper close-outs of project (formally) and write and distribute the report with lessons learnt, ensuring that all costs and outstanding issues are concluded.
- Contribute to the Annual Plan and Annual Report as well as any other reports required by the Trustees and the CEO, for stakeholders;
- Ensure legal and financial (incl. auditing) compliance with the relevant legislation;
- In support of the CEO, draft reports and executive submissions as required by the IDC, relevant ministries and Trustees for its annual planning and business processes;
- Occasionally review the Operational Guidelines adopted by the Trustees and recommend amendments, to ensure more focused and efficient processes and evaluation criteria for each of the Programmes;
- Co-ordinate activities of all the internal IDC departments involved with the Trust, the dtic and other key stakeholders.
Qualification and Experience
QUALIFICATIONS
- Professionally qualified engineer, quantity surveyor or another construction-related professional field;
- Professional registration will be an advantaged.
- Registration as a Project Management Professionals (PMP) or Construction Management Professionals (SACPCMP) will be an advantage;
- Post Graduate Qualifications will be an advantage (e.g. an MEng/MBA/MBL).
KNOWLEDGE & EXPERIENCE
- 8 to 10 years’ experience within the built environment
- All aspects of construction and built-environment activities;
- Senior management, preferably also in private sector (e.g. a construction company) would be an advantage;
- Project and risk management;
- Managing or overseeing social infrastructure projects; and
- Dealing with communities, municipalities, provincial and national government.
