    Examiner Of Driver's License

    • SALARY NOTCH    : R 401 049 per annum
    • SALARY SCALE    : { R 401 049 pa - R 520 584 pa)
    • {Subject to implementation of 2020 T.A.S.K. job evaluation final outcome result)

    MINIMUM REQUIREMENTS:

    • Grade 12.
    • Diploma in Traffic Officer
    • Examiner of Driver's License Diploma Grade A
    • Driving License, Code A& EC
    • Registered as an examiner for driving licenses or NATIS user.
    • Minimum of 2-3 years of practical experience as a driver's license examiner.
    • Must have a sound knowledge of the National Road Traffic Act.

    KNOWLEDGE/SKILLS & COMPETENCIES:

    • In-depth knowledge and extensive understanding of testing and licensing.
    • Ability to work long hours under pressure, interpretation and implantation policies, legislative and national policy frameworks, and reporting writing skills.
    • Ability to demonstrate leadership record and be visibly committed to attaining the council objectives.
    • Excellent interpersonal relations skills.
    • General knowledge of the ENATIS system, administration, Eye testing, and knowledge of registering learner license applicants on the LicencePro System (DLTC & RA)

    DUTIES

    • Evaluate applicants for Learner's/ Driving License tests as required by the National Road Traffic Act 93/1998
    • Evaluate the competency of Municipal drivers to drive a Municipal vehicle
    • Tests applicants for Instructors Certificate by evaluating them in theory and practice to ascertain their ability to instruct other learners.
    • Tests applicant's eyes on the prescribed eye testing machines for all applications
    • Coordinates and controls the application of procedures associated with the vehicle/ driver testing and registration or licensing
    • Attends to specific administrative recording and recordkeeping sequences, and meetings
    • Communicating with the Superintendent on specific Key Performance Areas with a view to aligning functions and service delivery objectives against the capacity and capability of the Section.

    Manager Human Settlements and Building Control

    SALARY NOTCH:R 797 775 

    SALARY SCALE:(R 797 775 pa - R 1,035 588 pa) per annum

    REQUIREMENTS

    • Grade 12 Certificate
    • Bachelor's degree in human Settlements Management/ or BTech Degree in Town and Regional Planning/ Architecture/ construction Management/ Civil Engineering or equivalent qualification.
    • 3-4 years relevant work experience, of which at least 2 years must have been in a supervisory position Computer Literacy.
    • Valid Code B Driver's Licence
    • Registration as a Professional Planner in accordance with the Planning Profession Act, 2000 (Act No. 36 of 2000), or Registration as a Professional Architect with the South African Council for the Architectural Profession (SACAP) will be an added advantage.

    KNOWLEDGE, SKILLS AND COMPETENCIES

    • Comprehensive understanding of Human Settlements policies, housing subsidy schemes and project implementation processes.
    • Strong knowledge of National Building Regulations, Town Planning Schemes and applicable legislation.
    • Ability to interpret technical drawings, building plans and layouts.
    • Good communication and interpersonal skills with the ability to engage communities and stakeholders effectively.

    KEY PERFORMANCE AREAS

    • Management of both housing subsidy and beneficiary waiting lists and the implementation of housing programmes
    • Oversee all new construction and renovation to make sure the community's housing is up to code
    • Prepare applications for various housing programs
    • Monitor and control all informal settlements and take the necessary steps   to prevent land invasion within the area of jurisdiction of the Municipality.
    • Undertake and promote liaison and communication with local communities with a view to obtain understanding and co-operation regarding the prevention of land invasion.
    • Attend to housing project steering committee and technical committee meetings on behalf of the Council.
    • Produce housing delivery monthly reports for management and Council structures.
    • Studies housing practices, determination of needs and considers suitable and feasible alternatives
    • Negotiates with community, interested and affected parties during initial planning stages.
    • Handles correspondence and enquiries on applications, disputes and complaints.
    • Manage and control all informal settlements in accordance with provisions of the Policy.
    • Providing clients, architects, engineers and contractors with advice on the building regulations during the design and development of a building project.
    • Coordinates tasks/activities associated with the implementation of procedures and, monitors compliance with standards and specifications with regards to new building, additions, and renovations to existing structures.
    • Checking and commenting on proposals for compliance with the building regulations.
    • Assessing damaged buildings and approving demolition.
    • Supervises staff members and controls performance of staff and evaluates personnel

    Development Planning Administrator

    • SALARY NOTCH:R 401 049 per annum

    REQUIREMENTS

    • Grade 12 Certificate.
    • National Diploma or Bachelor's Degree in Town and Regional Planning / Development Planning/ Human Settlements/ Geography or equivalent qualification.
    • 2-3 years relevant experience in town planning, land use management, or development control environment, of which at least one (1) year should be in an administrative or supervisory role.
    • Computer Literacy (MS Office Suite, GIS and related planning software).
    • Valid Code B Driver's Licence.
    • Registration or eligibility for registration as a Technical Planner with the South African Council for Planners (SACPLAN) will be an added advantage

    KEY PERFORMANCE AREARS

    • Administer, assess, and process land use and development applications (rezoning, subdivision, consolidation, consent use, removal of restrictions, etc.) in compliance with SPLUMA and the Municipal Planning By-laws.
    • Maintain and update zoning maps, land use records, and planning databases.
    • Assist in the preparation, review, and implementation of the Municipal Spatial Development Framework (SDF) and Local Area Plans (LAPs).
    • Support the review and enforcement of the Municipal Land Use Scheme (LUS).
    • Prepare and present planning reports and recommendations for internal committees, tribunals, and Council.
    • Provide technical advice to developers, consultants, and members of the public on planning and development applications.
    • Assist with the evaluation of building plans for compliance with zoning and land use regulations.
    • Facilitate and participate in public participation processes, community meetings, and stakeholder engagements related to planning matters.
    • Liaise with internal departments, provincial and national sector departments, and parastatals on planning-related issues.
    • Provide support in the development of municipal Integrated Development framework Plan, relating this to sector plans in order to ensure co-ordinated alignment and synergy of plans.
    • Compile Integrated development process plan as per revised requirements
    • Co-ordinate Capacity building trainings aiding ward committees to better understand and improve capabilities in matters relating to Ilembe Regional One Plan and IDP thus enhance stakeholder participation in the IDP preparation.
    • Responsible for the development of council reports on IDP matters whether for adoption or consideration.
