    Trainee Shed Assistant - Swartkops

    Position Purpose

    • To assist the Shedman with the shunting movements of locomotives within a specified loco area in order to contribute to a safe and effective locomotive utilisation.

    Position Outputs

    • Ensure that the locomotives and fuelling area are clean and safe to perform shunting movements so as to contribute to effective locomotive utilisation.
    • Assist the Shedman in the preparation, allocation and delivering of locomotives to train personnel and to loco maintenance staff according to train & maintenance plans to ensure availability of roadworthy locomotives.
    • Execute Shunting activities of the locomotives according to the Sherman’s instructions and laid down instructions and train working rules.
    • Assist the Shedman in the safety of the Locomotives and other related equipment within the shedding area according to the safety standards and trains working rules
    • Assist the Shedman with placing of the Locomotives by operating hand signals where applicable
    • Carries out good housekeeping to ensure the working area, locomotives and other tools/equipment are kept clean and tidy after all work has been completed according to the operational plan and safety procedures.
    • Ensure safe working environment - Ensure that all working activities take place according relevant legislation an compliance procedures and policies – Identify unsafe conditions on locomotives, track and overhead
    • Couple locomotives accordingly by opening & coupling of buffers, couple airbrakes and jumper cables
    • Uncouple locomotives by ensuring that air cocks are closed and air pipes, jumper cables and buffers are uncoupled too
    • To inspect the fuel level and fuel the locomotive/s to ensure that there is enough fuel and ensure diesel locomotives are sufficient filled with fuel and sand
    • Effectively operate points for locomotive shunting movements (according to SWP) to ensure that the points blade is against the stock rail or opened in line of the locomotive direction to prevent derailment.
    • Safe guard the stabled locomotive i.e.: applying the hand brake, place scotches underneath the wheels according to SWP and to prevent run away of locomotives
    • Test the auxiliary equipment

    Qualifications and Experience

    EDUCATIONAL REQUIREMENT:

    • Grade 10 and or 06yrs in the Operations environment. 

    FUNCTIONAL TRAINING:

    • Be prepared to successfully undergo Shed Assistant training duties (theoretical and practical) so as to be certified to work independently as a Shed Assistant

    General Manager, Supply Chain Management - Ngqura - HO

    Position Purpose

    • Strategic and functional leadership of Procurement department.
    • Accountable for Procurement strategy formulation that serves as an enabler to deliver on the core mandate of promoting the efficient use, improvement, and development of ports.
    • Management of the procurement cycle from Demand, Strategic & Tactical Sourcing, Enterprise & Supplier Development, Contract Management.

    Qualifications and Experience

    • Bachelor’s Degree in Supply Chain Management, Finance or Commerce, Legal or equivalent qualification in a related field, Minimum 12 years’ experience in Supply Chain Management of which 8 years is at a Senior Management level ensuring integration with the organisations' strategic objectives OR 12 years relevant demonstratable experience in a Supply Chain Management environment, of which 8 years is at a Senior. Management level in a large organisation with a complex operations environment;
    • A post graduate business, legal or finance degree or equivalent will be an advantage;
    • Member of Chartered Institute of Purchasing and Supply (MCIPS) certification will be an advantage.

    General Manager, Commercial Services - Ngqura - HO,

    Position Purpose

    • Provide strategic guidance and leadership on the business development strategy aligned to Transnet’s overall business segment strategy and vision, including the port authority strategy on the property portfolio to ensure that there is regulatory compliance to the provisions of the Ports Act insofar as all port land and back of port transactions, within port limits, are concerned, including all regulatory reports.
    • To manage the real estate portfolio ensuring optimum asset management, including the management of leases, debt collection, implementation and maintenance of facilities management policies and procedures to provide real estate services in the various regions/ports.
    • To lead TNPA’s market positioning and customer relationship management/key account management to achieve business growth/development targets through identification of new business opportunities, negotiating and closing all concession agreements and lease agreements, including the management of all existing leases throughout the port system.
    • Collation and publication of TNPA volume, commodity, and other trade statistics as well as to ensure the publication of all TNPA statistics.
    • To develop a TNPA marketing strategy inclusive of the spectrum of TNPA’s functions and services aligned with the provisions of the Ports Act, in alignment with the business development strategy and to grow TNPA’s market share through its regulatory obligations, but also to expand TNPA’s business to pursue business opportunities and partnerships, including potential private sector partnership opportunities.
    • To develop and implement the national ship repair and dry dock strategy and operating model to ensure a viable business model and the effective utilisation of existing port infrastructure across the ports.
    • To lead TNPA in all aspects of Section 56 governance, including Terminal Operator Agreements oversight, concession and lease management manuals and any other regulatory guidelines, i.e. standardisation of documentation and processes to ensure that TNPA at all times adhere to the processes that are fairs, transparent and competitive, to ensure the effective execution of the functions of the Ports Act.

    Position Outputs

    DEVELOP AND IMPLEMENT STRATEGY

    • Develop business development, lease, marketing/customer and ship repair strategy;
    • Rationalisation of business development and real estate to ensure regulatory compliance and effective asset management of all land and properties within port limits;
    • Lead research and communicate competitive intelligence across all portfolio services.

    MANAGE CONCESSION AGREEMENTS AND LEASES

    • Lead proposal development, bid and evaluation process and commercial negotiations regarding section 56 agreements and lease agreements and/or appoint/mandate cross functional regional/port teams.

    • Develop and implement risk mitigation actions and initiatives to ensure the effective execution of portfolio roles.

    MANAGE FINANCE

    • Compile a comprehensive budget (operational and revenue) indicating the financial requirements for each portfolio functional area in accordance with the portfolio deliverables.
    • Ensure financial sustainability through appropriate operating expenditure and investment planning in relation to business development opportunities and forecasted revenue and volumes to deliver on TNPA and Transnet’s Strategy.
    • Report to the TNPA Executive Committee monthly on financial performance of the portfolio.
    • Oversight of real estate debtors and assisting regions/ports with debt collection.

    MANAGE STRATEGIC RELATIONSHIPS

    • Build key corporate stakeholder and customer relationships across all TNPA roles and functions and implement a comprehensive stakeholder engagement programme, to have focused engagements on key priorities.
    • Identify and manage strategic partnerships and identify industry trends to identify partners to collaborate with on business development opportunities.
    • Market and competitor analysis, participation in trade events, conferences, customer/stakeholder forums and lead inputs to develop new business development offerings, aligned with port planning and land optimisation strategy.
    • Engage the Ports Regulator on all portfolio related matters and reporting requirements.
    • Inputs into pricing strategies to contribute to lowering the cost of doing business.

    MANAGE GOVERNANCE AND REPORTING

    • Regulatory compliance and reporting to discharge and comply with all the provisions of the Ports Act and other relevant legislation, inclusive of all statutory and annual governance and audit reports.
    • Develop internal controls to prevent fraud and detect corruption, especially within the real estate/debtor environment.
    • Review of the concessions procedure manual, lease management.
    • Review all portfolio procedures and policies to ensure the efficient and effective execution of the portfolio’s functions.
    • Create sound Marketing intelligence systems driven by MIS, Data analytics and Statistical principles.

    MANAGE HUMAN RESOURCES

    • Lead, coach, mentor and develop the portfolio Team to deliver high levels of performance whilst expanding the skills base.

    Qualifications and Experience

    Chief Financial Officer

    Position Purpose

    • Monitor compliance with statutory and regulatory requirements.
    • Implementation of the Fraud Risk Management plan in order to detect and prevent the occurrence of fraudulent related activities and upkeep high standards of ethical practices within TNPA.

    MANAGEMENT ACCOUNTING AND FINANCIAL PLANNING

    • Financial sustainability through appropriate Operating expenditure and Capital expenditure planning in relation to regulated revenue and forecasted volumes that delivers on TNPA and Transnet’s Strategy.
    • Budgeting & forecasting on a rolling basis with dynamic scenario planning
    • To provide enterprise wide strategic financial insight, analytics and intelligent risk taking to steward growth.
    • Custodian of financial performance to ensure the financial sustainability of TNPA and long-term shareholder value creation.
    • Report to EXCO monthly on financial performance of the organisation.
    • Financial investment, risk analysis and investment management.
    • Financial advisory and solutions aided by appropriate financial modelling for investment decisions/ concession transactions

    ECONOMIC REGULATION

    • Stakeholder relationship with Ports Regulator and other Regulators on matters of economic regulation.
    • Preparation and engagement with Ports Regulator on annual tariff applications.
    • Implement marketing pricing strategies to support its objectives to strike a healthy balance between target profitability and market price penetration and sensitivities.
    • Monitoring and oversight role (financial) with respect to regulated activities, identifying risks and implementing actions to mitigate identified risks.

    INSURANCE

    • Analyse and interpret the Group’s strategy and develop TNPA’s Insurance strategy for Port Facilities, Marine craft and Aviation craft and all assets.
    • Implementation of the TNPA Insurance Strategy.
    • Manages the annual insurance renewal process.
    • Active liability management of all insurance claims on behalf of TNPA or against TNPA and management.

    MANAGE HUMAN RESOURCES

    • Lead, coach, mentor and develop Finance Team to deliver high levels of performance whilst expanding the skills base.

    STRATEGIC LEADERSHIP & RELATIONSHIPS

    • Provide support in terms of lease/ concession negotiations, contract negotiations, settlements and affordability.
    • Ensure sound stakeholder relationship management with key relevant role players in accordance with business requirements and dependencies.

    Qualifications and Experience

    • Chartered Accountant, South Africa – CA (SA)
    • Minimum of 12 years’ experience in financial management including capital planning and funding in a large organisation of which 8 years is at a Senior Management level ensuring integration with the organisations’ strategic objectives;
    • Economic Regulation experience will be an added advantage;
    • Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19;
    • Proven track record of ethical conduct and integrity; and
    • Meet minimum requirements to hold Directorship as per Companies Act.

    GM: Legal, Risk, Governance & Compliance - Ngqura - HO

    Position Purpose

    • Provide strategic direction and leadership in the implementation of the total regime in the following functions:
    • Provide strategic leadership and guidance to TNPA leadership and the business on compliance with relevant statutory and regulatory - national and international -  requirements, risk management and mitigation, and good corporate governance.
    • Safeguard Transnet’s interests and reputation by protecting TNPA from undue liability and exposure to risk through the provision of professional and expert legal advice and services.
    • Lead the division in embedding governance, compliance and risk management that is aligned to relevant legislative and regulatory requirements, and leverage its benefits to enhance business performance, by developing and implementing an integrated strategy relating to legal, compliance & regulatory, corporate governance, company secretarial, enterprise risk management, maritime regulatory framework, safety, environment, sustainability, business continuity management, fire and emergency response, contract management, document management and oversight management of port users within port limits, and projects in accordance with the National Ports Act 12 of 2005 (Act), TNPA and Transnet, to ensure compliance with the Act, achieve TNPA, Transnet strategic objectives and to international best practice and standards.

    Position Outputs

    • Lead the development of sound legal, governance and regulatory frameworks to ensure impeccable governance practices are instituted within TNPA.
    • Lead the identification, assessment and monitoring of regulatory requirements, statutory licenses and codes and standards applicable to TNPA.
    • Develop TNPA vision for risk management as well as the Enterprise Risk Management framework, incorporating the risk management policy, risk management strategy, risk management implementation plan, risk identification and assessment methodology, risk appetite, risk tolerance levels and risk classification.
    • Drive the development and management of all legal contracts across TNPA, ensuring terms and conditions are in the best interest of TNPA and Transnet.
    • Analyse and interpret the Group’s strategy and roadmap and relate to the Group’s Compliance Divisional roadmaps to determine the direction of the specific areas within TNPA.
    • Provide leadership and direction to the team managing the compliance process with all critical business regulators.
    • Review and analyse current legislation and regulations to determine and confirm areas of compliance.
    • Develop the enterprise risk management framework for all stakeholders and monitor its implementation.
    • Conduct research into new/proposed legislation to determine the areas of compliance, possible risks to the company and the impact on the business. Influence new/amended legislation/regulations where required to ensure the best possible position for TNPA.
    • Develop and implement effective plans, strategies, processes and policies to ensure that legal requirements and organisational objectives are met and reflect good practice.
    • Create, implement and manage systems, processes and methodologies that ensure proactive and efficient operations.
    • Lead and direct the Corporate and Regulatory Affairs team so that they are motivated, supported and have access to the resources required to meet agreed objectives.
    • Ensure that regulatory capabilities meet or exceed all industry and customer requirements of cost, quality and responsiveness.
    • Responsible for ensuring full compliance to all applicable requirements and specifications imposed by the company, the customer and/or the industry while seeking creative cost-effective solutions; challenging the status quo and evolving the culture within the department.
    • Provide the relevant assurance in respect of commercial contracts activities within TNPA and contribute to the effectiveness and efficiency of Transnet Group governance, control and risk management strategies, policies and processes.
    • Review and analyse current legislation and regulations to provide assurance on TNPA compliance.
    • Identify existing and emerging legislation relevant to the business and ensure that risks that may arise from compliance requirements are well understood by TNPA leadership.
    • Interrogate new/proposed legislation in terms of TNPA business operations to determine possible risks to the company and the impact thereof on the business.
    • Influence new/amended legislation/regulations where required to ensure the best possible position for the TNPA.
    • Analyse business processes to determine:
    • Areas of compliance
    • Possible risks for non-compliance
    • Actions to prevent non-compliance
    • Develop, implement and monitor Performance Indicators for each area within each sector and implement in accordance with policies and procedures
    • Analyse industry research to determine the implications thereof on relevant legislation, regulations and policies
    • Initiate dialogue and engage with key stakeholders, including customers and suppliers, on regional government and industry, to ensure effective internal and external stakeholder engagement and management
    • Manage relevant role players in accordance with business requirements and dependencies and represent TNPA in the interactions with stakeholders

    • Advise and guide TNPA leadership and employees on good and proper Corporate Governance and compliance with PFMA, Regulatory and relevant legislative and governance requirements
    • Develop, implement and oversee TNPA’s Corporate Governance framework
    • Develop and continuously review internal controls to support effective management of the organisation
    • Continuously review all other company policies and procedures in relation to their implications on the business of TNPA
    • Review delegation of authority and make deployment recommendations
    • Implement performance audit reports
    • Prepare statutory and annual corporate governance reports
    • Ensure sound management of the department’s expenditure and budget within approved constraints, and report deviations
    • Coach and mentor employees to ensure the required skills and capacity levels for effective performance
    • Responsible for Safety, Health and Environment portfolio

    Qualifications and Experience

    • LLB Admitted Attorney or Advocate
    • A post graduate qualification will be an advantage
    • Certified Risk Officer qualification will be an advantage
    • Minimum of 12 years’ experience in legal, compliance, assurance, contract management and/or risk management in a large enterprise with a complex operations environment, of which at least 5 years at a Senior Managerial level
    • Seasoned professional with advanced knowledge of corporate governance and a sound understanding of the SA legislative framework, particularly related to a regulated environment
    • Concessions with a finance understanding
    • Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19
