    HC Officer: Employee Benefits

    Job description

    • Processing of requests pertaining to medical and benefits matters. Process paperwork for new employees and enter employee information related to medical and/or benefits into the relevant system. Raise any risks pertaining to the processing of medical and benefits administration within ATNS. Respond to requests from business timeously and accurately.
    •  Medical and Benefits Systems Management and Maintenance. Collaborate with external HR system consultants to implement system enhancement/ changes to align with the ATNS leave Policy when required. Test system updates and changes to ensure functionality and compliance before deploying to production. Liaise with the IT department for technical support, ensuring smooth integration and system updates.
    •  System Enhancements & Testing- Establish good working relationships with students. Establish and maintain good working relationships with various internal. departments, including Finance, Supply Chain Management, Aviation Training Academy, Air Traffic Services, IT, and others. Establish sound relations with external service providers.
    •  Transfer and Relocations. Process according to the relocation date and assign and update HR Core. Raise a Purchase Requisition (PR) for the employee, obtain approval while ensuring that the approved PR is sent to Supply Chain Management to generate a Purchase Order. Perform the Goods Receipt Note (GRN) and submit the approved invoice to Account Payables for payment processing.
    •  HR Core Supervisor amendments. Delegate work assignments and tasks to the relevant supervisor and individuals who are acting to have access to leave, performance management and I-expense approvals. Inform IT and Finance to provide the required access to ensure business continuity.
    •  Activate/ update Purchase Order tab for I-expense. Ensure that both active and new employees have access to I-expense by linking the Purchase Order (PO) table to the appropriate costing centre information to enable employees to load their S&T claims and iProcurement for Purchase Requisitions.
    •  HR Core Positions and HR Organisation Costing center Updates. Create new HR organizations with the corresponding positions in alignment with the updated OD structures, subsequently, map and link these positions to all impacted employees as required. Amend cost codes in accordance with the OD structure and updates provided by the Management Accounting Section (Finance).
    •  Monthly Payroll Input. Process payroll input-related changes, including ETS and ATS validations, new engagements (on-boarding), promotions, medical on-boarding, bank detail updates, and terminations.
    • Prepare and validate monthly payroll inputs, ensuring all changes are accurately processed in a timely manner.
    •  Monthly Banking details updates and Absence management. Ensure that correct and accurate banking details are updated and submitted for approval. Verify all monthly bank details via the FNB online portal and generate individual reports for all changes. Submit the bank details updates to the Payroll Manager and Finance for review before rolling over.
    • Absence Request Management: Efficiently process and document employee absence requests when required through the HRIS in a timely manner. Leave Entitlement Validation: Oversee and validate employee leave entitlements on an ongoing basis, ensuring all records are accurately maintained in the HRIS. This includes verifying eligibility for various types of leave (annual, sick, special, family, etc.) and ensuring proper accrual / entitlement for each employee ensuring compliance/ alignment to ATNS Leave Policy. Absence Tracking and Approval Process: Monitor and track employee absences, ensuring timely approval and reassigning transactions to the relevant Line Management for approval after escalation, particularly for absences pending Line Manager’s review. Ensure that absence statuses are updated in the system promptly to reflect the most current information. Daily PTO Monitoring: Ensure that Paid Time Off (PTO) is processed daily by reviewing automated notifications from the system. Respond promptly to any queries related to leave and absence management, including ad-hoc requests and concerns from employees and management. Unpaid Leave Management  Assist in capturing unpaid leave data in HRIS when required and notify Payroll for accurate processing of unpaid leave deductions.
    •  Pension Fund. Process Pension Fund Benefits in accordance with the payment instructions received from terminating employees, ensuring all necessary steps are followed for accuracy and timely disbursement from the scheme. Claim Reference Communication: Communicate the claim reference number to both the HHC and the terminated employee, ensuring transparency and smooth processing of the pension fund benefit.2-Pot System Assistance: Assist employees with the process of claiming their benefits under the 2-pot system, providing guidance and support as needed to ensure they understand the steps and requirements. Reconciliation Report Verification: Download the monthly Reconciliation Report and verify that all terminated employees are marked as inactive, with NIL contributions, ensuring the accuracy of employee status and contributions in the system. Inform HRCs of the employees approaching Retirement yearly

    Formal Qualifications

    • National Diploma in HR
    • Certificate in Remuneration, HR Management or relevant field

    IT Specialist: Security and Monitoring

    Job description

    • Monitoring – Conduct continuous scanning and monitoring of all IT cyber security domains (i.e. networks, firewalls, anti-virus, mobile devices, patch management). Ensure regular updating of network anti-virus, spyware, malware and greyware software. Monitor the governance aspects related to IT Security to ensure that required standards are maintained. Perform threat and vulnerability management monitoring on a continuous basis. Monitor policies, processes, and procedures related to ICT Security. Assist with analysing and assessing potential security risks, developing plans to deal with such incidents by putting measures in place such as firewalls and encryption, monitoring and auditing systems for abnormal activity. Make recommendations based on various monitoring outputs to improve the security posture of the organization. Integrate monitoring with the Integrated Security Forum. Operate and control the Information Security Management System (ISMS) in line with KING3 and ISO 27000. Assist with the implementation of key information security projects. Conduct information gathering on internal and external security intelligence for investigation into security incidents. Write incident reports, etc. and submit them to Security Specialist for decision-making purposes. Select, apply and ensure adherence to good information security practice. Ensure internal and external suppliers and partners implement security to the required standard and maintain positive relationships with vendors. Ensure that the Business Continuity risks related to Cyber Security are mitigated and address.
    • Governance – Ensure compliance to the security policy when managing security events. Comply with all IT policies, procedures and standards relating to IT Security Systems. Manage configuration and change control records with regards to IT security systems activities. Develop metrics that allow the enterprise to gauge the success of investments in security systems. Conduct and report on IT Disaster Recovery Plan (DRP) exercises in the business in respect of all IT Security Systems in order to ensure business continuity and recommend continuous improvement.     Minimum requirements

    Minimum Formal Qualifications:

    Senior Systems Engineer: Planning

    KEY TECHNICAL AND TACTICAL PLANNING RESPONSIBILITIES

    Planning, Design, Specification, Performance and Quality Monitoring of CNS Systems and Facilities: 

    • Actively participate in CNS life cycle planning, technical research and development with a particular focus on the conceptualisation, planning and design of the ATNS communication, navigation and surveillance (CNS) systems. Develop all mandatory milestone review documents including the technical design document, programme management plan, support and maintenance plan, system acquisition plan, and quality assurance plan. Analyse and interpret ICAO plans, ICAO standards and recommended practices (SARP)  and guidance material in the context of ATNS’ strategic objectives and safe air traffic management. Develop and maintain planning and prediction models

    Key Engineering design, system integration responsibilities

    • Prepare functional technical specifications for CNS systems and equipment in the relevant area for procurement and acquisition purposes, in multiple disciplines. Develop, approve and sign-off all mandatory milestone review documents including the technical design document (TDD), programme management plan (PMP), support and maintenance plan (SMP), system acquisition plan (SAP) and quality assurance plan (QAP). Compile tender documents, as well as acquisition and implementation documentation. Participate in site acceptance and commissioning tests of new CNS systems and equipment to ensure specified requirements are met. Evaluate change requests that will have a material impact on the performance or operation of deployed systems as a member of the configuration management team environment.     Performance and quality assurance

    • Participate in site acceptance and commissioning tests of new CNS systems and equipment to ensure that  specified performance requirements are met. Approval of all deliverables in line with the ECSA code of Conduct and responsibilities of an Professional Engineer.

    Governance, Compliance & Risk Management: 

    • Develop and implement relevant policies, processes and control measures to enable effective management and execution of required deliverables. Ensure compliance with all relevant legislation, regulations, policies and processes. Ensure compliance with the ATNS Quality Management System.     • Project and System Implementation: Plan and implement delegated, approved capital expenditure and maintenance projects for electronic systems. Play a dual role in terms of specialist systems design and project implementation, which includes monitoring contractor performance, expenditure, and performance against plan.     Survey Technician

    Job description

    • Conduct Aeronautical Surveys (WGS-84): Assist in co-ordinating surveys and planning all logistics associated with the conduct of surveys. Conduct surveys in accordance as per AP004. Assist in co-ordinating with import/export companies for despatch of equipment and completion of NEP formalities, Forex, Visa etc. Compile and submit all relevant documentation associated with the conduct of a Survey (domestic/international) as per ATNS policy and procedures. Compile, update, and submit expenditure claims/reconciliation for all survey projects related activities. Assist in updating of WGS-84’s budget tracker. Maintain a record of surveys completed. Ensure adherence to the South African Geomatics Council requirements. Ensure adherence to the Geomatics Act 19 of 2013. Ensure adherence to Professional and Technical Surveyor’s Act 1984 (Act 40 of 1984). Ensure adherence to the Code of Conduct in Terms of Section 19(1) of the Geomatics Profession Act 19, 2013.
    • General Duties: Complying with all ISO requirements, and regularly (every 3 months) review relevant procedures. Provide input into survey sections annual Budget. Provide input into survey section training requirements. Provide input into survey section manpower requirements. When required, provide lectures/talks to ATA students and interested parties relating to WGS-84 surveying. Provide mentorship as and when required.     Formal Qualifications

    • National Diploma in Surveying.
    • Registered as a Survey Technician with the South African Geomatics Council (SAGC) and Membership of the South African Geomatics Institution (SAGI)

    Experience

    • Minimum three years post-qualification field experience.
    • Working knowledge of different Survey equipment and procedures.
    • Working knowledge of Trimble Business Center, Microsoft MS – Office, and AutoCAD.

    Senior Technologist: Projects

    Job description

    Project and System Implementation: 

    • Define user requirements in collaboration with operational, maintenance and financial stakeholders. Conduct feasibility studies to assess the technical and financial viability of CNS systems. Develop specifications that meet user requirements and align with industry standards, operational needs, and regulatory requirements. Monitor supplier performance during system acquisition and implementation phases. Ensure acquired systems comply with ICAO standards and SACAA requirements, and support strategic business objectives. Provide technical inputs in defining user requirements for new CNS equipment and systems ensuring compatibility with existing infrastructure. Provide support in the development of technical specifications and participate in tender evaluations.
    • Provide specialised technical expertise during Factory/Site Acceptance testing (FAT/SAT) of new systems. Aid in the planning and execution of CNS projects and system readiness. Lead troubleshooting, health checks and resolution of technical issues affecting CNS systems.     • Conduct performance monitoring and investigations on system issues. Maintain technical documentation, including schematics and system architectures and designs.     Job description

    • Local and Regional Support Design for complex ATM /CNS Systems and Equipment within the Disciplines of Communication, Navigational Aids and Surveillance: Evaluate the logistics support elements during tender evaluations. Review all system support documentation during the development phase of the project. Work in close cooperation with the supplier’s Logistics Support Manager on these issues. Evaluate equipment performance against contractual requirements during the evaluation phase (PBU). Evaluate the support system performance against contractual requirements. Evaluate ATNS training requirements with respect to equipment support. Manage the implementation of project support elements. Oversee the training and delivery of the spares and test equipment.     Job description

    Cyber Security - 

    • Implement and enhance a risk-based cybersecurity strategy, governance and protocols able to protect the organization’s data and information at all times. Manage cybersecurity threats and incidences through the understanding, detection and analysis of potential emerging and actual information security threats and vulnerabilities, and the implementation of control measures to minimize or avoid the impact thereof on systems availability and business operations. Lead and direct the selection, utilization and adoption of cybersecurity products and associated licensing models for the organization. Identify and implement suitable tool sets to manage the security environment.
    • Guide the development of monitoring and tracking systems for potential and emerging cybersecurity threats and control measures and manage cyber incidents efficiently to minimize its impact on the availability of systems and disruption of business operations. Manage the operations and controls of the Information Security Management System (ISMS) in line with KING3 and ISO 27000. Perform continuous threat and vulnerability management monitoring.     • Develop and maintain a risk management program that includes periodic reviews, risk prioritization, and implementation of controls. Identify key risks and develop and implement effective mitigating plans and actions to avoid or minimize relevant risks, and report and raise these risks in the appropriate forums. Conduct high level security audits. Manage IT risk audits to provide an integrated view of key IT-related risks. Lead internal audits and coordinate with external auditors to address compliance gaps and implement remediation plans. Ensure that effective data recovery plans are in place to ensure business continuity in case of a disaster or potential threats.
