    Inspector: Non-Scheduled Operations and General Aviation

    PURPOSE OF THE JOB

    • Perform oversight and monitor the implementation of the Part 114 and other related Civil Aviation Regulations (CARs) in compliance with the Civil Aviation Act, No. 13 of 2009.
    • Promote Aviation Security to strengthen the national aviation systems.

    OVERSIGHT ACTIVITIES - INSPECTIONS, AUDITS, AND SURVEILLANCE

    • Plan and execute inspections and oversights and other types of monitoring activities in line with functional procedures.
    • Conduct oversight and other types of monitoring activities as assigned by the manager, make appropriate recommendations, and submit comprehensive reports.
    • Conduct follow-up inspections or audits to ensure the resolution of identified non-compliances.
    • Process applications for the approval of security programmes or manuals, air operator certificates, and other such applications.
    • Evaluate, validate and review security programmes, and other relevant security manuals for Air Carriers, Aerodromes, and General Aviation.
    • Process applications for the validation of appointed officials for Aviation Security.
    • Participate in development and continuous improvement of procedures and quality management documents.

    ADMINISTRATION

    • Perform job-related administration tasks.
    • Create and maintain a client database.
    • Create and maintain a database for non-compliances on the findings register.
    • Maintain non-scheduled operations and general aviation data and information repositories on business system(s).
    • Maintain the AVSEC documents management system in line with the records management procedures and personal information in compliance with the POPIA.

    ENFORCEMENT AND COMPLIANCE

    • Follow up and evaluate the implementation of corrective action plans and effectiveness of corrective measures to ascertain resolution of non-compliances.
    • Initiate enforcement action for cases of non-compliances meriting enforcement action in line with the enforcement procedure.
    • Prepare a memorandum and attach all necessary documents with recommendations to submit to the Enforcement unit.

    AMENDMENTS TO REGULATIONS

    • Recommend to the manager a review of regulations to address identified gaps in the security system.
    • Participate in the process of developing and amending legal instruments related to aviation security.

    LIAISON AND CONSULTATION

    • Act as liaison with internal and external stakeholder regarding aviation security related matters.
    • Attend to all requests and queries in line with the SACAA policies and procedures.
    • Provide feedback on queries raised by operators.
    • Participate in security awareness programs and SACAA initiatives.

    Requirements

    Minimum Qualification:

    • National Diploma in Administration or Relevant Equivalent Qualification and Aviation Security and Air carrier/ Airline certificates

    Added Advantage:

    • NQF Level 6 Diploma in Security Risk Management  or other relevant degree

    Experience:

    • 3 years Aviation Security  experience

    Manager: High/Low-Capacity AOC Holders

    Description

    Planning and Surveillance

    • As an authorised officer of the SACAA, responsible for conducting audits on all Air Operators, as per Master Surveillance Plan, to establish compliance to the Regulations.
    • Make relevant recommendations pertaining to safety management systems. 
    • Conduct audits and inspections as per the Manual of Procedures.
    • Identify, draft and recommend regulatory changes.
    • Recommend enforcement measures.
    • Responsible for recommending the approval/denial/withdrawal of exemptions and special approvals.
    • Responsible for recommending the accreditation of all Air Operators.
    • Provide factual reports of audits and inspections conducted on the training organisations.
    • Monitor and follow up corrective action and the implementation and closure of the action within negotiated time scales.
    • Provide direct entry support to the legal system on enforcement issues though the Enforcement Committee.
    • Plan and conduct route checks and base checks.

    Budgeting and Control

    • Control of expenditure and implementation of control procedure.

    Operational Management

    • Manage all inspectors to ensure that safety is not being compromised.
    • Issuance of Air Operating Certificate.
    • Schedule Inspectors to ensure timeous response to operational demands.
    • Train all inspectors accordingly to perform tasks.
    • Update and amend all documentation, checklists and procedures.

    Quality Standards

    • Through the CAA Regulation (Volumes 1, 2 and 3) ensure safety is maintained for all aviation operators.
    • Identify latent failures in the operators' management systems.

    Communication and Safety Promotion

    • Project a satisfactory image of the SACAA to all stakeholders.
    • Provide Industry feedback to the Authority.
    • Maintain, guide and advise the industry according to the safety standards to ensure that safety standards are not being compromised.
    • Establish and maintain a professional relationship with the organisations by supplying consistent advice in compliance with SACAA regulations, policies and with international best practice.

    Management of Direct Reportees

    • Develop, lead, discipline, supervise and foster human relationships to motivate and manage a team of personnel within the Medium-High  Capacity & Foreign Air Operator to ensure maximum staff efficiency and performance.
    • Manage key performance areas of directly reporting staff members to ensure achievement of their agreed objectives.
    • Provide operational support and direction to staff members.

    Requirements

    Minimum Requirements

    Qualification:

    • Hold an Airline Transport Pilot Licence (ATPL) with flying hour between 1500 hrs and 2000 hrs and Ratings on one or more modern large aircraft.

    Ideal

    • National Diploma (NQF Level 6 Qualification) or Degree (NQF Level 7 Qualification) in Management or Administration with an Airline Transport Pilot License

    Experience:

    • 4 Years' experience as Air Transport Pilot OR 
    • 4 Years experience in an Aviation regulatory Environment OR
    • 3 Years experience Supervisory or Management experience will be an added advantage

    Inspector: Air Traffic Services

    Oversight 

    • Prepare annual schedules for inspections of ATSUs
    • Plan and conduct initial, renewal and surveillance inspections of air traffic service providers
    • Conduct inspections, follow up on findings and propose enforcement when necessary.
    • Regulate airspace activities including NASCOM Secretariat duties.

    Approvals

    • Assess service provider documents (e.g. SMS, MOP)
    • Process applicable certification/ approval
    • Assess safety assessments and make recommendations
    • Assist PEL Review Board with assessing Designated Examiner applications
    • Convene ATS Review Board for evaluation of investigation reports and other ATS-related matter
    • Process Flexible Use of Airspace applications and respond to CAMU

    Administration

    • Compile monthly reporting
    • Maintain the ATS Document management system and in line with the records management procedures
    • Perform job-related administration duties
    • Handle queries and adhere to SLAs.
    • Collect traffic movements and incidents statistics for trend analysis and records.

    Communications and Safety Promotion

    • Participate in safety promotion activities (such as workshops, publications and seminars) and SACAA initiatives.
    • Provide industry feedback to the Manager
    • Publish safety enhancement information
    • Maintain up-to-date aeronautical information

    Enforcement 

    • Initiate enforcement action(s) for ATS licensing/certification non-compliances and infringements in line with the Enforcement procedure 

    Liaison and Consultation

    • Lead the coordination of all stakeholders in respect of the functioning of NASCOM and provide input to the respective ATS forums.
    • Participate in international and regional meetings and provide feedback to SACAA
    • Act as a champion for ATS in assigned projects or working groups.

    General

    • Perform any other duties for ANS Department as assigned by the Authority from time to time.

    Technical Assistance

    • Provide training and other assistance to other Aviation Infrastructure sections and SACAA divisions
    • Provide training to other Inspectors, including from other aviation departments and regional entities

    Requirements

    MINIMUM REQUIREMENTS

    • Grade 12 
    • Air Traffic Control License with Aerodrome and Approach (Procedural & Surveillance) rating, or
    • Air Traffic Control License with Aerodrome and Area (Procedural & Surveillance) rating.

    Ideal Qualification:

    • Instructor’s rating, Designated Examiner; Internal Auditing Certificate

    EXPERIENCE

    • 7 Years Air Traffic Operations experience
    • 2 Years Experience in Aviation Committees and/or working groups regulation development/ input, Internal auditing/oversight, incident investigation and analysis would be an advantage
