Core Purpose  

• Represent the Employer’s Agent to the extent of his/her delegated responsibilities and keep the Employer’s Agent fully informed at all times.
• Maintain a cooperative working relationship with the Contractor’s Representative.
• Liaise with Client Representative / Project Manager and manage the relationship.
• Ensure that procedures and systems outlined in GIBB’s site specific Project Plan are put into place and run effectively.

Key Performance Areas (KPAs)

• Oversee and coordinate road construction activities on site, ensuring work meets design specifications, contract requirements, and safety standards.
• Monitor contractor progress and liaise closely with the Contracts Engineer, Site Agent, and service providers to resolve technical and operational issues.
• Refer significant design or materials queries to the Design Engineer and ensure lessons learned are shared for future improvements.
• Apply relevant clauses of the General Conditions of Contract to manage project compliance and administration.
• Ensure adherence to the Occupational Health and Safety and Road Traffic Acts and monitor the contractor’s environmental management practices.
• Communicate effectively with stakeholders, including local communities via the Community Liaison Officer, and coordinate the relocation of services where required.
• Lead and document site and technical meetings, maintain accurate site records, and oversee on-site and off-site material testing.
• Verify and certify payment certificates, manage project costs, and assist with variation orders and close-out documentation.
• Inspect works for compliance, instruct corrective measures when necessary, and record all information relevant to project progress and claims.

• 15 – 20 years supervising major national or provincial roads

Key Performance Areas

Support the Resident Engineer (RE) in monitoring:

• contractors progress;
• construction activities in accordance with the specifications;
• traffic accommodation;
• OHS and environmental compliance;
• site laboratory.
• Coordinate the issuing of site instructions and responses to contractors’ correspondence.
• Verify contractors’ measurement and payment certificates in collaboration with the RE.
• Assist with acceptance control under the guidance of the RE.
• Maintain all necessary site records.
• Liaise with stakeholders and the RE to ensure smooth communication.
• Lead or facilitate monthly site and technical meetings alongside the RE.

Requirements

Job Requirements

Qualifications:

• Relevant Tertiary qualification: BSc or B.Tech Degree.
• Registered as a Candidate Pr Eng or Pr Tech Eng with ECSA.

Experience:

• 7 – 10 years or experience as an Assistant Resident Engineer supervising major Culverts and Bridges on major road upgrades (>R200 million in value).
• Competent with MS Word and Excel.
• Construction supervision and management.
• Construction quality control on major Culverts and Bridges on major road upgrade projects.
• Minute taking at site and technical meetings.
• Preparation of reports.
• Good knowledge of COTO specifications
• Good knowledge of the FIDIC Conditions of Contract
