  • The National Home Builders Registration Council (NHBRC) is a statutory body, established in 1998, in terms of the Housing Consumers Protection Measures Act, 1998 (Act No. 95 of 1998). and is mandated to protect the interests of housing consumers and to regulate the home building industry.


     

    Tender and Contracts Administrator

    KEY DELIVERABLES:

    • The purpose of the Tender and Contracts Administrator is to ensure compliant execution of all tender and contracts activities in accordance with National Treasury standards, regulations and relevant prescripts.

    The Individual will primarily be responsible for, but not limited to the following:

    • Provide administrative support to the Supply Chain Management tender management unit.
    • Provide support and assistance to business sections/units to complete proper specifications and terms of references for tenders.
    • Advertise and monitor the tender process to ensure that all Treasury Regulations and the Supply Chain policy and other government prescripts are followed.
    • Ensure administration of briefing sessions.
    • Coordinate site visits
    • Issue Bid reference numbers and manage bid closings.
    • Conduct public tender reading
    • Manage receiving and opening of bids.
    • Request CSD reports to confirm bidder Information
    • Develop a checklist in accordance with Bid specification/terms of reference and conduct compliance check
    • Distribute complete and accurate full Bid packs in terms of the Supply Chain Management Policy.
    • Perform the procurement evaluation for all types of tenders.
    • Consideration of local production and content requirements
    • Coordinate BEC meetings
    • Present the bid received and outcome of compliance check for committee’s consideration
    • Guide the BEC after the Procurement evaluation on the overall technical evaluation of tenders.
    • Take and distribute meeting minutes
    • Co-ordinate the completeness of tender documentation within the organization
    • Notification of tender results to bidders.
    • Update and maintain the company’s tender register.
    • Provide Information to update progress In line with the organisational procurement plan.
    • Process all documentation according to company policies and procedures as well as document control principles, within specified time frames to ensure compliance.
    • Manage the filing, storage and security of tender documents.
    • Ensure accurate record keeping of the tender documents.
    • Maintain records of tender and contracts meetings
    • Compile Bid Evaluation reports for submission to BAC.
    • Distribute reports to the committee and Manager.
    • Provide guidance on site visits report
    • Report transactions above the threshold
    • Provide input on Tender and Contract Management policies, procedures and process flows.
    • Responding to Audit queries
    • Provide Input into SCM policy and processes
    • Guide the business units on tender processes
    • Issuance of appointment letters and contract forms
    • Issue legal department with legal instruction to draft SLA
    • Assist with remedial action to address non-conformance to SLA
    • Build, support and maintain healthy diverse internal and external relations and implement remedial actions where required
    • Provide relevant support to stakeholders to ensure team objectives are achieved.
    • Provide stakeholders with assistance as and when required and within own area of competence to assist in the achievement of team objectives.
    • Guide and support business units regarding compliance to supply chain policies and procedures and treasury regulations
    • Respond to post tender briefing queries and ensure that formal response is distributed and recorded accordingly
    • Provide tender debriefing to unsuccessful bidders
    • Timeous submission of performance agreements and review

    MINIMUM REQUIREMENTS:

    • Matric/Grade 12 Certificate
    • Three (3) Year National Diploma (NQF 6) In Supply Chain/Purchasing/Procurement/Logistics or Public Management
    • Minimum three (3) years tender process administration experience

    KNOWLEDGE:

    • Preferential Procurement Policy Framework Act, 2022
    • Treasury Regulations, Prescriptions / directives issued by National Treasury,
    • Broad Based Black Economic Empowerment Act,
    • Supply Chain Management framework, Policy guidelines and framework for SCM and PFMA.
    • Construction Industry Development Board (CIDB) Act and Regulations

    Regulatory Investigator

    KEY DELIVERABLES

    • The Regulatory Investigator is responsible for conducting investigations and enforcing laws and regulations related to the construction industry in South Africa with specific reference to criminal conduct as set out in Housing Consumers Protection Measures Act 95 of 1998. The individual will conduct investigations into potential criminal activity, gather evidence, prepare investigations report and open cases for criminal investigation and prosecution.

    The Individual will primarily be responsible for, but not limited to the following:

    • Develop and implement investigative plans outlining the process, parameters, timelines and outputs consistent with poli-cies and procedures under limited guidance;
    • Make decisions and recommendations regarding the right of reply or review on the closure of file.
    • Contribute to the development and implementation of investigation policy and procedures.
    • Manage, plan and conduct investigations relating to defaulters (e.g. defaulting home builders) in terms of the Housing Consumers Protection Measures Act 95 of 1998, Regulations, Council Rules and Code of Conduct.
    • Conduct investigations by collecting information via interviews, taking statements and physical and electronic surveillance, having appropriately planned investigative tactics and strategies. – tracing and locating of subjects.
    • Analyse information and prepare reports relating to investigations and prepare briefs of evidence for assessment by the Manager.
    • Compile Investigation Reports.
    • Analyse queries and complaints trends and suggest solutions. Responding to queries and complaints.
    • Testify and/or present material evidence to relevant forums in a clear and concise manner.
    • Carry out ad hoc duties and investigations as required;
    • Assist in preparing cases for prosecution and presenting evidence at criminal and civil trials;
    • Attend court and give evidence obtained through the process of investigation;
    • Preparing and presenting reports to senior/executive management;
    • Provide relevant technical support to stakeholders to ensure team objectives are achieved.
    • Investigate and compile case files in respect of criminal offences for referral to SAPS.
    • Investigate and compile case files in respect of developers/contractors identified and referred to the NHBRC from various sources, including but not limited to National Department of Human Settlements, Ministerial Hotline and the NHBRC Fraud Hotline.
    • Collating and presenting material evidence and analysis in a clear and concise form which is relevant to and meets busi-ness expectations.
    • Providing management with advice on crime prevention and detection strategies;
    • Compile clear and concise reports for use in home builder disciplinary hearings and other relevant forums.
    • Report findings of investigations in an effective and unbiased manner.
    • Prepare reports and other documentation (monthly, quarterly and annual reporting).
    • Provide input into the budgeting process of the department.
    • Ensure that expenditure is in line with budget requirements, standards and policies.
    • Procure and safeguard assets of the function.
    • Build and maintain good working relationship with all stake holders to ensure effective and efficient investigations.
    • Conduct workshops to educate both internal and external stake holders of the role played by the Investigators within NHBRC and to advise them of the role each discipline can play in improving the service provided by the NHBRC in the regulation of the home building industry.
    • Liaise with the relevant prosecuting authority and SAPS in respect of criminal cases.
    • Engage with internal stakeholders to improve the flow of information during investigation process.
    • Maintain records of communication with stake holders, including builders, housing consultants and unregistered home-builders
    • Discuss and share investigation reports with relevant officials from entities such as National Prosecuting Authority; Munic-ipalities and specialized units (e.g. Hawks) to ensure successful prosecutions.
    • Attending to ad hoc request by division within NHBRC.

    MINIMUM REQUIREMENTS:

    • Matric/Grade 12 Certificate
    • Must hold an appropriate bachelor’s degree in (NQF 7) in Policing Law or Criminal Investigation.
    • Minimum of five (5) years’ work experience in investigations
    • Demonstrated experience in the conduct of criminal or complex investigations or conducting criminal investigative work within a regulatory environment.

    Temporary Office Assistant (Cleaner)

    KEY DELIVERABLES

    • The role of the Office Assistant is to provide logistical support and office cleaning in line with the SHE requirements.

    The Individual will primarily be responsible for, but not limited to the following:

    • Deliver and collect office mail
    • Filing office documents
    • Sending NHBRC membership renewal reminders and letters to clients
    • Taking stock of admin supplies such membership and renewal forms
    • Receiving and distributing courier requests as an when required
    • Welcoming clients
    • Providing information to clients and assisting with access documentation where required
    • Taking and relaying messages to relevant people
    • Providing clients with water, tea, coffee on request
    • Preparing boardrooms for meetings and equipping boardrooms with refreshment supplies
    • Assist with coordinating and serving lunch and refreshments as and when required
    • Making sure the office is always clean
    • Wiping desks, computers, telephones and other office devices
    • Vacuuming/mopping the floor and chairs
    • Collecting rubbish from the bins and emptying them
    • Washing dishes
    • Wiping mirrors, cupboards and doors
    • Any other cleaning that is required
    • Purchase and provide relevant documents for office supplies within budget provision
    • Assist and support the Receptionist/Help Desk when required i.e. (assist clients and walk-ins on how to capture information to create their profiles on Digital System, check and assist clients to submit registration and renewal application, check completeness of application and assign to customer service consultant.
    • Assist clients to book technical assessments
    • Assist with SHE and Audit queries as and when required.

    MINIMUM REQUIREMENTS:

    • Grade 10
    • Minimum of two (2) years as a cleaner and office assistant/support experience.
