    Small Vessel Surveyor (Port Nolloth)

    Description

    • Ensure the safe and correct running of main engine, auxiliary engines and all such primary/secondary equipment  and systems, in accordance with manufacturers' instructions and in keeping with Company procedures.
    • Understand the parameters to ensure efficient maintenance and operation of engine plants, i.e. fuel efficiency,power analysis and systems heat balance.
    • Ensure that the engines are correctly tuned to achieve maximum fuel efficiency.
    • Monitor and optimize fuel consumption.
    • Monitor the bunker start-up and closing-down procedure whilst also providing all the necessary anti-pollution measures and remains back-up during the complete bunkering operation.
    • Ensure the vessel carries adequate stocks of stores, spares, and lube oils with respect to maintenance and repair and is consistent with the Company requirements.
    • Supervise, control, and verifying the application and consumption of spare parts and stores.
    • Ensure that chemicals are used in a safe and responsible way and the least hazardous chemicals are used.
    • Recognise non-compliance with a specific requirement and analyse the reason for the non-compliance. Ensure personnel are aware of, the reason for the non-compliance and how same is to be permanently eliminated in  future.
    • Develop the skills and confidence of his officers by providing on board training and explaining the relevant content of the following to all personnel:

    Surveys and Inspections

    • Undertake all Statutory Small Vessel Surveys and Inspections including small vessel projects in accordance with applicable legislation and relevant policies.
    • Undertake packed IMDG container inspections as per the IMDG and CTU codes.
    • Undertake inspections as per the Code of Practice for Marine Fire Services Stations (SAMFAS)
    • Ensure timely submission of external surveyor COF returns and check that all is for statistical reporting.
    • Conducts stability assessment, tests and reports as per policy on vessels to which the Merchant Shipping (National Small Vessel Safety) Regulations, 2007 (as amended) apply

    Examination and Accreditations    

    • Give full and complete effect to the Merchant Shipping (National Small Vessel Safety), Regulations, 2007 (as amended), whereby all training, assessment of competence, certification, including medical fines, endorsement and revalidation activities are caried out.
    • Auditing of appointed External surveyors, examiners, and maritime training providers.
    • Comply with the internal SAMSA Small Vessel Policy and any other relevant policy as applicable.  

    Legislation, Regulations and Policy

    • Review and provide input into Maritime Small Vessel Regulations and Amendments
    • Review and provide input into Marine Notices, Safety Flashes, Marine Information Notices, and Marine Circulars in relation to small vessels and packed container IMGD inspections
    • Review and provide input into SAMSA Small Vessel Policies and Procedures
    • Participate in ad hoc projects as and when required in line with level of responsibility
    • Provide input into SAMSA Determination of charges and Levies and any other relevant applicable legislation.

    Causalities/Incident investigations

    • Undertake casualty / incident investigations into small vessel incidents
    • Produce reports and make recommendations timeously

    Stakeholder Management

    • Provide consultancy services to Industry Stakeholders
    • Manage and engage with Stakeholders in accordance with SAMSA Core Values
    • Participate in Safety campaigns or similar events
    • Prepare and arrange training sessions for small vessel external surveys, examiners, and enforcement officers
    • Collaborate with Principal Officers w.r.t Auditing of the appointed external surveyors, examiners, and training providers.
    • Assist with boat ownership queries from other departments such as DFFE, DWS, SAPS, etc

    Requirements
    Minimum requirements

    Qualifications

    • National Small Vessel Certificate of Competence Day Skipper Category C or higher or 
    • Able Seafarers (Deck/Engine) or 
    • Port Operations Skipper
    • Diploma in Small Craft Surveying or
    • Diploma in Maritime Studies will be an added advantage

    Experience

    • 3 years' experience in a boating or similar area

    Requirements

    • Valid driver's license
    • Own transport
    • A medical clearance certificate, obtained from a SAMSA approved medical practitioner
    • Ability to travel as and when required
    • Successful applicants will be required to complete the SAMSA small vessel safety surveying course, and IMO recognised IMDG course, casualty investigation course and any other appropriate course/ certification in area of specialisation as may be required.

    Ship Surveyor Engine (Port Elizabeth)

    Description
    Ship Surveys and Inspections:

    • Undertake all Statutory Surveys, Audits, and Inspections in accordance with applicable legislation and other relevant regulations relating to Marine Pollution Prevention and Safety. 
    • Give effect to our obligation under the Instruments relevant to the III Code (Tonnage, COLREGS, Load line, SOLAS, MARPOL)

    Examinations and Accreditations: 

    • Give full and complete effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978 in accordance with the provisions of section A-I/8 of the STCW Code, whereby all training, assessment of competence, certification, including medical certification, endorsement and revalidation activities are carried out, by applying appropriate domestic legislation. Comply with the Quality Standards System of SAMSA to ensure alignment with STCW. 

    Legislation Regulations and Policy: 

    • Review, recommend and contribute towards drafting maritime regulations and amendments.
    • Review and Draft Marine Notices and Marine Circulars.
    • Review, recommend and Draft SAMSA Policies and Procedures.
    • Participate in ad hoc projects as and when required in line with level of responsibilities.

    Casualty/Incident Investigations: Undertake casualty / incident investigations.

    • Produce reports and make recommendations timeously.
    • Fulfil an expert witness role in a Marine Court of Enquiry.

    Stakeholder Management: Provide consultancy services to Industry Stakeholders. 

    • Participate in and report on local, regional, and international fora and make recommendations.
    • Manage and engage with Stakeholders in accordance with SAMSA Core Values.

    Requirements
    MINIMUM REQUIREMENTS

    • Second engineering Officer (STCW III/2), with all academics and max of 6 months valid Sea-service required towards Class 1, all of which must be acquired within 3years.  
    • Driver’s Licence
    • Own Transport (access to car or willing to get one at start of employment)
    • Medically Fit (Seafarer Medicals) to proceed to Sea if sea-service is required Travel is compulsory on local and international trips

    PREFERRED QUALIFICATIONS, TRAINING AND EXPERIENCE

    • Chief Engineer >3000 KW (STCW III/2 – no limitation)
    • STCW ancillary courses
    • Sailed in rank of Chief Engineer.
    • Maritime/Sea going experience for a period of 2-3 years in a management role
    • Valid Passport.
