QUALIFICATION 

• Grade 12.
• Bachelor’s degree (NQF 7) in Supply Chain Management, Law, Business Management, or related field.

EXPERIENCE

• Minimum 5 years’ experience in Supply Chain Management, procurement, or related operational roles.
• Strong understanding of PFMA, PPPFA, PPM, Preferential Procurement Regulations, and National Treasury frameworks.
• Demonstrated experience in monitoring SCM compliance, conducting analysis, and preparing performance reports.
• Experience contributing to the design or implementation of SCM governance frameworks, policies, or improvement initiatives.

CRITICAL PERFORMANCE AREAS

Procurement Operations and Process Assurance 

• Ensure transparent, fair, and efficient execution of procurement activities within the Bid Specification and Bid Evaluation Committees (BSC/BEC).
• Identify, assess, and mitigate procurement-related risks in line with SCM policies and internal controls.
• Drive efficiency and consistency in end-to-end procurement processes, including Contracts Lifecycle Management (CLM), to achieve timely and value-driven outcomes.
• Monitor and confirm compliance of procurement processes before and after bid awards to minimise operational errors and support process integrity.
• Oversee and assure accuracy, accountability, and transparency during bid closure, receipt, recording, and opening stages.
• Support adjudication structures by serving as Deputy in secretarial functions to the Armscor Adjudication Committees, ensuring adherence to Delegation of Authority and governance frameworks.

Governance and Policy Support

• Contribute to the development and continuous improvement of SCM and Finance policies, procedures, and processes.
• Ensure adherence to all statutory, regulatory, and organisational requirements.
• Assist in implementing fraud controls, risk prevention measures, and governance processes to identify, mitigate, and manage operational risks.
• Support internal and external audits by providing required evidence and documentation.
• Maintain quality risk management standards in line with organisational and industry requirements.
• Review and optimise Standard Operating Procedures (SOPs) in consultation with managers to enhance business efficiency.
• Uphold compliance with all relevant laws, policies, and SOPs across the organisation.

Compliance, Risk Management, and Process Improvement 

• Monitor compliance across SCM operations, ensuring alignment with organisational policies and standards.
• Identify, assess, and mitigate operational and procurement risks, implementing tools and processes for proactive risk management and fraud prevention.
• Maintain compliance records and ensure audit readiness at all times.
• Review and optimise procurement and SCM processes to enhance efficiency, effectiveness, and value delivery.
• Benchmark practices against industry standards and implement targeted process enhancements.
• Foster a culture of continuous improvement, knowledge sharing, and innovation within SCM functions.
• Track and report on the measurable outcomes of process improvements to inform management decisions and strengthen operational performance.

Research, Improvement & Knowledge Management

• Research local and international SCM compliance trends and good practices to identify and recommend improvements.
• Assist with the implementation and monitoring of Governance Improvement Plans and the SCM control framework.
• Maintain SCM monitoring-related knowledge and information.

KNOWLEDGE & FUNCTIONAL SKILLS

• Understanding of public sector supply chain management frameworks and regulatory requirements.
• Oversight and support of tender processes, including handling disputes.
• Conducting compliance audits, risk assessments, and preparing reports.
• Monitoring, evaluating, and managing SCM processes and information.
• Interpreting policies and ensuring alignment with organisational objectives.

QUALIFICATION

EXPERIENCE

• Minimum 7 years’ experience in sourcing and contracting.
• Proven experience with pricing models.
• Good knowledge of procurement best practices.
• Total cost of ownership (TCO) modelling experience will be advantageous.

CRITICAL PERFORMANCE AREAS

• Analyse, interpret and structure Client user requirements, in order to provide effective solutions for the utilisation of operational systems in the client environment.
• Accept responsibility for the sourcing process (bids and quotations).
• Source technical / specialist inputs regarding the respective category as required.
• Compile bid documentation in order to elicit a response from potential bidders.
• Perform total cost of ownership (TCO) modelling for supplier selection purposes (when possible).
• Evaluate, prepare and submit an acquisition approval submission as part of the source selection process to the relevant adjudication committees.
• Negotiate terms and conditions/prices and purpose written agreements with the intent of providing continued support to the client.
• Perform financial due diligence on high value strategic contracts.
• Establish, lead and facilitate cross functional sourcing teams to focus on specific commodity specifications, critical requirements and Total Cost of Ownership (TCO) reduction (when possible).
• Obtain cross functional support team feedback on commodity analysis updates, and work collaboratively across the commodity teams to improve and enhance analytical tools, capability and outputs.
• Ensure availability and continuous supply of key commodities to the clients.
• Manage all the contracts/orders placed on your portfolio of commodities. 
• Compile reports on contract/order set targets and provide information to SCM Compliance and Performance Management.
• Recommend and incorporate cost saving initiatives thus controlling expenditure.
• Ensure good governance in all aspects of commodity and contract management and adherence to B-BBEE requirements.
• Ensure compliance to all relevant legislation and Supply Chain policies, practices and procedures.
• Manage supplier relations and performance to ensure effective and efficient service delivery.
• Liaise with SCM Compliance and Performance Division on the performance of contracted suppliers.
• Liaise with all other Armscor departments and divisions on SCM related matters.
• Liaise with the Client/End User environment.

KNOWLEDGE & FUNCTIONAL SKILLS

• Proficiency in MS Office Suite with advanced Excel and PowerPoint skills. 
• Working knowledge of MS Projects.
• Extensive knowledge and experience on all the relevant legislation and regulations i.e., PFMS, BBBEE, PPPFA, SCM policies etc.

• Handyman are required to assist skilled Chief Handyman/Artisan/Supervisor or Section Manager with a variety of maintenance and docking activities and to ensure that facilities, machines, tools and materials are ready for use in order to meet the division objectives.

Qualifications:
