    Access Control Administrator

    Mission:  

    • The Nordex Site HSE Access Controller Administrator is responsible for onboarding all employees and equipment for the Nordex wind farm construction project.

    Tasks:

    • Onboarding of All NESA, Contractors, and Subcontractors employees, including all visitors.
    • Onboarding of All NESA, Contractors, and Subcontractors vehicles and equipment.
    • Responsible for the safekeeping of employee confidentiality documents
    • Stand in for the HSE Administrator if and when required.
    • Participating in emergency response planning and drills.
    • Communicating safety information to Nordex employees and contractors.
    • Collaborating with other departments to ensure that safety is integrated into all aspects of Nordex operations.

    Environmental Officer

    Key Responsibilities:

    • Monitor site legal compliance and ensure the site meets all local/national regulatory requirements and client requirements
    • Ensuring site’s compliance to the ISO 14001:2015 standard, EMPr and EIA
    • Provide advice on compliance to national Environmental legal requirements (e.g. NEMA Act, NEMA Waste Act, etc.) & implement relevant procedures and policies
    • Ensure storage of Hazardous Chemical Substance in the work area in accordance with global standards and local legal requirements to prevent unsafe conditions in the work area as well as pollution
    • Identify the environmental aspects and impacts in the project area to prevent environmental pollution
    • Ensuring all the reporting related to the environment such as Waste, Wastewater, Energy Consumption and Carbon Emissions is done on a regular basis to related parties
    • Monitor and measure the performance environmental parameters such as waste, water consumption, energy consumption in accordance with company standards
    • Ensure each company operational process complies with regulatory aspects related to the environment in accordance with local legal regulations
    • Renew all required environmental permits, as a form of legalization of the company's operations related to environmental aspects

    Qualifications and Training:

    • Bachelor’s degree majoring in Environmental Science/Environmental Management or National Diploma in Environmental Science
    • Good English language skills (read, write and speak fluently)
    • Driving Licence
    • Understand the application of ISO 14001 Environmental Management System
    • Computer literate (Word, Excel, PowerPoint)

    Experience:

    • Having a minimum 3-5 year(s) of experience in construction industry handling environmental management and local regulations (wind farm experience will be an advantage)
    • Health and safety awareness.
    • Must have basic report writing skills
    • Must be able to compile comprehensive and effective Environmental Method Statements

    HSE Officer

    Tasks:

    • Assist the Construction Health, Safety and Environmental Manager with the compilation, approval and/or acceptance of the Health and Safety File by the Client
    • Ensure that each Contractor appointed by NESA have a signed 37.2 Agreement as well as a CR 7(1)(c)(v) appointment prior to commencement of work
    • Ensure that NESA, as well as all Contractors and Sub-Contractors are in Good Standing with the Workman’s Compensation Fund
    • Ensure that all Legal Appointments and competencies are in place and signed, prior to acceptance of Health and Safety File
    • Ensure that all Contractors and Sub-Contractor coming onto site has an approved Health and Safety Plan as well as an accepted Health and Safety File prior to commencement of work
    • Report any non-compliance from NESA, Contractors and Sub-Contractors to the Construction Manager, Site HSE Lead and Site HSE Manager as well as the Environmental Manager
    • Ensure that each person coming onto site has a valid Certificate of Fitness (COF) issued by the Registered Occupation Health/Medical Practitioner in the form of an Annexure 3
    • Ensure that each person coming onto site has completed the Site-Specific Induction Training, prior to commencement of work
    • Perform daily inspections of the work areas and immediately stop and report any unsafe act or unsafe working practices. 
    • Submit a daily report of your inspection to your site HSE Manager before the end of the shift, or by 7:30am the next morning
    • Assist in and evaluate the effectiveness of Fire and Emergency drills (at least once every 3 months or as per Client Requirements)
    • Audit all Contractor Health and Safety Files on a monthly basis and prepare an audit report.  Report to be shared with site HSE Manager site HSE lead and Environmental Manager for distribution
    • Where necessary, audit Sub-Contractors appointed by Contractors in order to ensure compliance
    • Report on all incidents on site via the approved Flash Report.  This will include, near misses with the potential of serious harm.
    • Ensure that these incidents are captured and closed out on the Nordex HSE Case Management System
    • Assist the respective disciplines with Risk Assessments and Method Statements
    • Ensure that all applicable check sheets and registers are updated on a weekly and monthly basis, as required
    • Ensure that Toolbox Talks are conducted by Supervisors and/or Managers on a weekly basis
    • Ensure that Daily Safe Task Instructions (DSTI’s) are completed by the Supervisor / Manager, involving the whole work group, and for each task.  Ensure that no task will commence without the DSTI / JSA in place and signed by all participating personnel
    • Where required by the site HSE Manager, compile a weekly Health and Safety Report in the approved format.  Ensure that all the information in this report is correct before submission.
    • Where required by the site HSE Manager, ensure and chair a weekly Health and Safety meeting with the NESA, Contractors and Sub-Contractor’s Site Health and Safety Officers / Managers.  This meeting will include but are not limited to the activities and precautionary measures for the next / following week.  These meetings must be formally minuted and distributed to all interested parties.
    • Ensure that the NESA Construction Manager conduct a monthly Health and Safety Committee Meeting with all Health and Safety Representative / Contractor Health and Safety Representatives. 

    The meeting will be minuted and distributed to all interested parties, including but not limited to:

    • All present
    • Project Manager
    • Health, Safety and Environmental Manager
    • Head of QHSE South Africa

    All other interested parties

    • Track all minutes in order to ensure that actions are implemented.  In the case where actions are not completed within the agreed timeline, a Non-Conformance must be raised.
    • Ensure that all reports documentation is scanned, number properly and saved on the network
    • Monitor safety files according to project completions & archive all completed documents from completed projects
    • Ensure that Personal Protective Equipment are used as identified in Risk Assessments and DSTI’s (JSA)

    Career / Job Experience:

    • Applicable Training and Qualifications
    • Registered and in good standing with the South African Council for the Project and Construction Management Professions (SACPCMP) as a Construction Health and Safety Officer
    • At all times comply with the Code of Conduct of NESA and the SACPCMP

    HSE Leader

    Tasks:

    • Manage, organise, plan and lead all Health, Safety and Environmental compliance on-site on behalf of Nordex Energy South Africa
    • Manage all HSE Officers' work output for the project.
    • Liaise with the client on HSE matters and attend client meetings.
    • Attend meetings with Construction Manager and Project Manager
    • Manage the compilation of daily, weekly and monthly HSE stats reports to the relevant stakeholders.
    • Manage and oversee incident investigation on-site.
    • Liaise with the Department of Employment and Labour when DoEL visits the site or requests information.
    • Oversee site inspections and audits from the Client HSE Agent and various Governmental Departments
    • Manage employees (HSE Officers) under his or her control, for example, work planning, leave applications, disciplinary hearings etc.
    • Compile the Health and Safety Plan on behalf of NESA for the approval and acceptance of the Health and Safety File by the Client

    • Ensure and chair a weekly Health and Safety meeting with the Contractors and sub-contractors Site Health and Safety Officers / Managers.  This meeting will include but is not limited to the activities and preventive measures for the next week.  These meetings must be formally minute and distributed to all interested parties.
    • Ensure the Nordex Construction Manager conducts a monthly Health and Safety Meeting with all Health and Safety Representative / Contractor Health and Safety Representatives.  The meeting will be minute and distributed to all interested parties, including but not limited to All present
    • Track all minutes in an action plan to ensure that actions/mitigations are implemented. If not completed within the agreed timeline in the action plan, a Non-Conformance must be raised.
    • Ensure all old/used documentation is scanned, appropriately numbered, and saved on the network.
    • Monitor safety files according to project completions & archive all completed documents from completed projects.
    • Ensure that Personal Protective Equipment are used as identified in Risk Assessments and DSTIs
    • Attend and participate in monthly Health, Safety and Environmental Meetings with the country’s head of QHSE

    Job competencies:

    • Suitable health and safety qualifications, i.e., a bachelor’s degree and diploma in health and safety would be an advantage.
    • Registered and in good standing with the South African Council for the Project and Construction Management Professions (SACPCMP) as a Construction Health and Safety Manager
    • At all times, comply with the Code of Conduct of the SACPCMP

    HSE Administrator

    • Prepare permits for signature by issuer.
    • Prepare and submit, where required, daily, weekly, and monthly reports and submit to all as per the Communication Matrix
    • Keep an updated list of all employees on site as per the prescribed format and submit the updated list to the Health, Safety and Environmental Manager of Operations on Fridays.

    • Maintaining safety records and reports.
    • Participating in emergency response planning and drills.
    • Communicating safety information to Nordex employees and contractors.
    • Collaborating with other departments to ensure that safety is integrated into all aspects of Nordex operations.
    • The Nordex Site HSE Administrator should have a strong understanding of safety regulations and procedures.
    • They should excellent communication, administrative and organizational skills with certificates and experience in Microsoft word, Excel, PowerPoint, etc.
    • They should also be able to work independently and as part of a team.
