    Specialist Technology: Communications FACT (Re-Advertisement)

    Introduction

    • To ensure that ATNS Communication, Navigation, Surveillance (CNS) display systems are effective and optimal for enabling Air Traffic Control / Air Traffic Management services.

    Job description

    Major Activities 

    • Review user requirements and provide specialist input
    • Translate user requirements into functional specifications and assist ETS CNS with technical design specifications
    • Recommend architecture deployment planning methodologies in support of ETS engineering projects delivery
    • Provide input to RFP specifications and review
    • Participating in FAT/SAT 
    • Serve on the ATNS corporate design authority on engineering for system area of responsibility
    • Analyse and recommend system capacity forecast models based on utilisation trends
    • Assist in proper planning for capacity expansion projects as well as support the change control process
    • Provide 3rd line support for disaster recovery, test and evaluation and simulator datasets, as well as technical services fault management where required
    • Obtain the input required from technical services to analyse and make recommendations on all escalated operational system faults and potential problems affecting system performance 
    • Test and validate changes, including software releases, to the system specific database, prior to implementation
    • Plan, together with engineering, and co-ordinate and evaluate all radar flight trials with Operations
    • Develop testing methods for the effective evaluation of system and equipment performance
    • Participate in site acceptance and commissioning tests of new CNS systems and equipment to ensure that specified requirements are met
    • Provide guidance to technicians and support engineers on correct fault escalation and develop necessary training programs in areas of gaps
    • Assume technical and expert lead on proactive problem identification, problem analysis and solution recommendation
    • Draft white papers and position papers on area of specialist responsibility
    • Participate in CNS/ATM forum’s such as ICAO, ITU-T reviewing specification and agenda items
    • Provide expert specialist advice and/or support in technology solution alternatives and support new research solutions
    • Recommend technology direction related to systems OS, database platforms, applications servers and integration technologies Its on systems and equipment as requested and proactively when the need arises
    • Initiate and conduct research and compile documentation for proposed technological changes related to systems
    • Analyse current system functionality and establish gaps
    • Develop methods necessary for process optimisation and automation to improve efficiency 
    • Support key commercial requirements of customers across South Africa, the AFI region and other identified markets
    • Provide specialist advice and support to clients external to ATNS
    • Implement customer requirements as agreed with the customer
    • Develop operational training as required
    • Conduct training programs, guidance and mentoring for technicians and as required
    • Develop and maintain sound relationships with key internal and external stakeholders to support ongoing alignment and collaboration

    Minimum requirements

    Minimum Qualifications:

    • B.Sc. / B.Eng. in Engineering / Electrical / Electronic or related field or BTech in Electrical / Electronic Engineering or B.Sc. in Computer Science
    • Engineering Council of SA Professional registration as an Engineer will be an advantage
    • Post-graduate qualification in Engineering or Technology Management will be an added advantage

    Minimum Experience:

    5 years’ experience in:

    • High-technology electronic engineering environment with in-depth knowledge and understanding of planning, specifying, acquiring, implementing, and supporting CNS and ATM systems
    • Multi-rated ATC, proceduraland radar environment with an in-depth understanding of ATC/ATM processes and procedures
    • Specialised knowledge of ATM/CNS system architechture, administraton and configuration control, as well as a research and development 
    • Knowledge of current systems and future trends, and th interaction between airborne aircraft systems and ATM support options / requirements / efficiency drivers

    Air Traffic Services (ATS) Bursary Program

    Introduction

    • Air Traffic and Navigation Services (ATNS) is offering 117 bursary opportunities to interested candidates to join the Air Traffic Services bursar programme. ATNS will host a total of four bursary intakes for the financial year.
    • The programme provides each bursar with an opportunity to conduct their studies at the Aviation Training Academy in Bonaero Park, Gauteng. The placement of successful trainees will be in line with the operational requirements of the organisation.
    • The various Air Traffic Services bursar streams are listed as follows. (1) Air Traffic Services Officer (ATSO) (2) Aeronautical Information Management Officer (AIMO) (3) Target Generating Officer (TGO) (4) Airport Management Centre (AMC) Liaison Officer (5) Simulator Support Officer (SSO)

    Job description

    Instructor: Air Traffic Services

    Introduction

    • ATNS is seeking candidates to provide ATS specific and related generic training and development services to clients, in accordance with laid down internal and external regulations, rules, directives and procedures.

    Job description

    • Prepare pre-course administration as per approved curricula/syllabi and QMS requirements.
    • Draft a course Programme for each course and ensure approval thereof in accordance with the QMS.
    • Oversee arrangements for certification and graduation of delegates as per QMS.
    • Meet specific section, team and individual research and development objectives.
    • Ensure familiarity with international and domestic client training and development needs.
    • Contribute and participate in the ATA ATS Section’s Continuation Training Programme.
    • Conduct research and development in areas of expertise.
    • Conduct theory and practical tests and assessments in compliance with QMS procedures.
    • Conduct training according to the approved syllabi, curricula, lesson plans, practical exercises and training objectives.
    • Ensure evaluation of training presented, as stipulated in the QMS.
    • Compliance with scheduled activities as per approved course programs to be observed and ensured.
    • Conduct theory and practical assessments feedback to students in compliance with QMS procedures.

    Minimum requirements

    Minimum Experience

    • ATS qualification as prescribed in ATNS Company Policies
    • On-the-job training qualification from an approved institution.
    • Train-the-trainer qualification from an approved institution will be an advantage.

    Introduction

    • To provide overall business unit and operational leadership in the provision of Air Traffic Services at Bram Fischer International Airport and implementation of regional strategy and policies aligned to the vision and overall business strategy of ATNS.

    Job description

    • Align daily operations goals and objectives, ensuring multidisciplinary coordination across the entire Air Traffic Services Unit
    • Provide operational leadership to the Air Traffic Service Unit to ensure achievement of Air Traffic Management Service Delivery, and overall ATNS business strategy.
    • Provide operational Air Traffic Service Unit input and insights into the operations and long-term ATNS strategy.
    • Support the Head and other thought leaders in the development, implementation and management of the Operations strategy aligned to the vision, culture, and business strategy of ATNS.
    • Lead the design, implementation and management of the Air Traffic Service Unit business plan, aviation safety strategy including governance and service management capabilities, along with the service catalogue and service level agreements.
    • Drive delivery of the required projects/initiatives within the Air Traffic Service Unit strategy to be on time, within budget and to the required standard.
    • Analyse trends and metrics in partnership with the Head to develop the required solutions, programs, and policies aligned to the business needs and strategies.
    • Support co-ordination and implementation of the corporate transformation strategy in the Air Traffic Service Centre/Unit in line with relevant policies and legislation.
    • Build and maintain strong business relationships with customers to understand their strategies and plans to ensure alignment of the Air Traffic Service Centre/Unit operations to their needs.
    • Ensure continuous collaboration for conducting of research and development to enable continuous enhancement of the Air Traffic Service Centre/Unit’s operating model, products and services aligned with trends, technological advances, and changes in business strategy.
    • Ensure the effective integration and implementation of all Air Traffic Service Centre/Unit ’s resources to meet the required service delivery capability aligned to customers’ requirements.
    • Ensure the delivery of Air Traffic Services is in accordance to the South African Civil Aviation Regulations and Technical Standards and the International Civil Aviation Organisation’s Standards and Recommended Practises.
    • Develop, implement, maintain, measure, monitor and continuously review the Air Traffic Service Centre/Unit’s Station Standing Instructions, policies, procedures, service level agreements, and letters of procedures and/or agreements.
    • Manage and implement Aeronautical Information Management to ensure the required level of support and to enhance the provision of the Air Traffic Service
    • requirements.
    • Provide Air Traffic Service Unit inputs and participate in the review of legislation that affects the delivery of Air Traffic Services.
    • Manage and oversee investigations into air traffic incidents and occurrences, recommending and implementing appropriate action.
    • Authorise the extension of normal services and services for special operations in accordance with policy and regulations, providing personnel and facilities at locations where ATS is not permanently provided and augmenting staff at permanent locations if required.
    • Ensure that aviation safety as well as all value-added measures are delivered and monitored at all times.
    • Plan and manage visits to other regional ATCC’s to ensure inter-regional co-ordination and the pursuance of successful conclusions to mutual agreements.
    • Drive continuous improvements in the conceptualisation of ideas to attract new opportunities.
    • Identify and recommend improvements in existing processes and procedures to enhance service delivery, innovation and research.
    • Consider commercial implications in all decision-making including IP protection processes.
    • Monitor and evaluate outcomes of new products and processes to ensure continuous and improved business results in the Air Traffic Service Unit.
    • Actively contribute to building a high-performing and collaborative culture with customers being at the heart of the company’s offerings.
    • Partner with the wider business to build and foster innovation in our culture of service excellence.
    • Manage and implement a robust governance framework for the Air Traffic Service Unit.
    • Continuously monitor and measure compliance of the Air Traffic Service Centre/Unit to all ATNS policies and procedures and relevant legislation.
    • Manage the Air Traffic Service Unit’s performance against strategy and set targets and corporate objectives.
    • Lead the Air Traffic Service Unit’s projects' overall risk assessment and issue management.

    Minimum requirements

    Minimum Qualifications

    • Air traffic control qualification (aerodrome control, and approach control)
    • Formal leadership (Management Development Program) and or Business management qualification.

    Added Advantage:

    • Post graduate qualification in Business Management, Aviation Management, Operations, or any relevant field

    Minimum Experience

    • Minimum 8 years of experience in conceptualising, designing, implementing, and managing air traffic management Operations or functions of which at least 5 years must be at Pool Manager and/or Office in Charge level within a complex air traffic services / air traffic management environment
