Job description

The purpose of this job is to assist define and embed governance and Treasury management frameworks, practices and methodologies that ensure that JSE and JSE Clear are adequately protected against counterparty credit risk, investment risk and liquidity risk in order to ensure compliance to various investment mandates and Capital regulations requirements and enable the JSE to operate efficiently and effectively. Experience and Qualification Required:

• Honours in Finance and Registered Chartered Accountant
• 5 - 10 years experience in a Treasury Management function, including minimim 3 years in Treasury and 5 years in Corporate finance in banking environment

• Results Delivery
• Provide strategic and holistic thinking and make significant contributions to Treasury business plan in order to ensure delivery of focus areas for the next 5 years in support of JSE financial strategy
• Provide input into the formalisation for the divisional budget to address business needs
• Manage allocated asset management funds (+- R90b)
• Apply cost effectiveness principles in planning and delivery to contribute to achievement of divisional financial targets
• Crafting of departmental business plan to ensure delivery of focus areas for the year in support of Finance strategy
• Ensure Credit and Counter party risk and yields are balanced optimally in order to meet strategic need of JSE across various funds
• Negotiate bank and transfer charges to lower effective costs of investments to pay out more funds to clients
• Provide professional advice and guidance with regards to the implementation of Treasury management practices, methodologies and policy framework
• Ensure systems, products or projects delivered contributes to improve client/JSE service by providing input on budgets, resources required and process based on the understanding of costs, business objectives and relationship with external suppliers and stakeholders
• Set JSE multi asset class portfolio investment benchmark and advise JSE Board Audit Committee on what benchmark should be
• Manage Investec asset manager to yield max returns on around R2bn multi asset class portfolio (Bonds etc) by measuring returnsagainst JSE benchmark
• Coach team in order to ensure that tasks are completed in line with expected quality requirements and a culture of Treasury management is embedded

• Provide thought leadership and input into the development of divisional strategy and structure designed to deliver on JSE vision and strategy
• Identify available funds daily through managing cash flow transactions to ensure funds are available for JSE own funds and funds under management through mandate
• Ensure liquidity of funds under management by conducting market analysis to ensure market and business continuity
• Review deal report information for verification process to ensure funds are processed accurately
• Manage bank charges through strong management of relationship with Banks and monitoring of bank information on internal system to ensure charges are consistent with fund availability for own and mandated funds
• Responsible for calculation of JSE management fee through monitoring and setting up appropriate internal controls daily balances for specific periods
• Declare and calculate monthly interest rate to market to pay members to ensure fairness of process
• Produce month end statements for verification of interest paid to members
• Ensure daily file information is updated and uploaded
• Ensure investment schedules are updated
• Meet deadlines to ensure fund rates are timeously entered into the market, determining rates to public and financial markets
• Determine management fee due to JSE through specific calculations
• Present financial management information through management committees to stakeholders to ensure understanding of financial information
• Maximise yield for internal and external stakeholders through building and maintaining relationships with external partners
• Manage own delivery against departmental delivery plan and set timelines, identify obstacles to delivery and take appropriate action where required
• Implement and manage JSE’s economic and regulatory capital requirements through colloboration with PTS risk function
• Ensure compliance to economic and regulatory capital requirements through managing balance sheet by proposing and implementing solutions to manage JSE capital
• Provide feedback on progress with regard to key responsible areas by preparing reports and presenting them with insight and recommendations to various structures
• Advise the various risk committees on the performance and compliance of the various assetts under management of JSE and JSE Clear
• Influence and persuade Executive committee members with regard to Capital management policy and risk management decisions by presenting arguments effectively to strengthen the JSE capital management poistion
• Determine an appropriate investment strategy for various funds managed by the JSE and ensure that this is articulated unambiguously for the JSE board
• Manage balance sheet and yield financial objectives to meet mandatory/regulatory requirements
• Ensure compliance against JSE funds investment mandate by constant monitoring of the status and risk factor of where funds have been invested by JSE and other financial institutions to manage risk for credit exposure
• Take responsibility for planning, business process re-engineering, workstream coordination, status tracking and steering committee reporting to the CFO and Risk Committee's
• Create JSE cash forecast to provide immediate operational and 5 year strategic views for decision making
• Maintain and update cash forecast views and make recommendation on employment of capital to optimise return and provide view of capital availability
• Ensure cash availability in current accounts by pro-actively managing immeidate and long term cash flows to pay bonuses and other cash requirements
• Develop commentary around cash flow statement at year end for reporting purposes
• Operate indepandantly utilising industry and technical knowledge to make recommendations, and propose and implement corrective actions in managing Treasury function
• Input consolidate to understand environment and needs and advise on red flags in terms of cost of capital vs return on capital.
• Monitor compliance against investment mandates for various funds and capital on balance sheet against regulatory capital requirements as non compliance results in legal and audit finding risks
• Report non compliance to mandates for various funds and capital on balance sheet against regulatory capital requirements and implement solutions to ensure compliance
• Support and participate in monthly internal audits and periodic external audits
