    Finance Manager

    Job description

    Environmental Resources Management (ERM) is recruiting a Finance Manager to join our team based in the Johannesburg office. The purpose of the role will be to provide the overall financial team performance of the Africa, Middle East division (AME).

    Responsibilities

    MANAGEMENT & SUPERVISION

    • Manage and supervise the Finance team on a day to day basis
    • Ensure that suitable Balanced Scorecards are developed and implemented
    • Conduct appropriate mid-year and annual appraisals and assess performance against target

    FINANCIAL PLANNING:

    Operating Budget:

    Assist the Finance Director (FD) and Managing Partner (MP) in developing the annual operating budgets.

    Project Budgets:

    • Actively assist Partners and Project Managers to compile accurate budgets for projects.
    • Develop project cash flow budgets.

    Resource Planning:

    • Assist the team leaders within the ERM businesses to manage utilization of resources optimally against available backlog of work.
    • Monitor billability against weekly forecasts.
    • Assist management to minimize non-chargeable time within the Business Unit (BU).
    • Alert the FD and MP to forecasts which fall below budget.
    • Manage and ensure optimal delivery of own Finance team.

    Financial Control:

    • Assist the ERM businesses with achieving revenues, profits, recoveries and mark-ups that are expected.
    • Control the approval of all non-chargeable overheads for the ERM businesses, in line with the operating budget and expectations.
    • Manage the ERM businesses’ cash flow in line with the agreed targets, monthly.
    • Review and approve daily and monthly payment runs
    • Assist the FD to ensure that the internal controls framework is working as intended.

    Financial Reporting and Review:

    • Prepare the monthly ERM businesses reports for Europe, Middle East and Africa (EMEA), and other adhoc Group reports as may be requested from time to time.
    • Review monthly financial data, analyze and interpret variances of Actual vs. Budget.
    • Review and approve monthly reconciliations
    • Review monthly payroll variance report, investigate movements and approve prior to salary release.
    • Liaise with FD and MP monthly to review BU’s financial performance.
    • Manage the relationship with company auditors and be the first point of contact during the annual audit
    • Compile the annual financial statements

    TAXATION

    • Submit provisional tax calculations to local tax service provider for review.
    • Ensure that all taxes (VAT, Withholding tax, [WHT], Dividends tax, etc.) are paid and returns submitted to Tax authorities.
    • Attend to taxation queries and requests for information and reports to relevant Tax authorities with support from Group Tax and local tax appointed service provider.
    • Ensure that the businesses are tax compliant at all times.

    PROJECT MAINTENANCE:

    Project Set Up:

    • Ensure that the Finance team sets up projects in line with client approved contracts.
    • Approve the setup of projects in line with the Finance Manual.
    • Ensure hard copy client approvals are retained for all projects.
    • Support the Project Accountants whenever required.

    Project Performance:

    • Identify the cause of all negative variances and remedy these with the Consultants/Project Manager’s.
    • Ensure negative variances are cleared in the week in which they occur.
    • Review the “Effort at Completion” data for all projects to assess likely final outcome.
    • Critically assess the effective use of remaining budgets.
    • Highlight to the FD and Partner in Charge (PIC) any financial risks facing projects proactively.
    • Support Project Accountant(s) at month end with clearing of variances if required.

    Project Closure:

    • Ensure that all projects are closed at the earliest opportunity, and in line with policy.
    • Ensure that the monthly Project Control System (PCS) and the Finance Control System (FCS) reconciliations are done.

    Project Reviews:

    • Conduct monthly face to face reviews with Project Managers.
    • Document and retain results of reviews on project files.
    • Ensure Project Accountant(s) conduct monthly face to face reviews with Project Managers for remaining projects.

    BBBEE TRUST:

    • Financial management
    • Prepare Financial reports for the ERM BBBEE Trust (Trust).
    • Reconcile the Trust accounts including the individual beneficiaries’ options accounts.
    • Document and retain results of reviews of all financial information of the Trust.
    • Conduct quarterly reviews of the BBBEE ownership element review according to the BBBEE codes of good practice and the Memorandum of Incorporation (MOI) of the company.
    • Attend to the internal and external audit requirements of the Trust.
    • Assist the HR Director during the BBBEE annual scorecard reviews and assessments.
    • Assist with any other report of the Trust that may be required from time to time.
    • Attend to taxation reports to SARS with support from the Group Tax Manager.
    • Submit provisional tax calculations to local tax service provider.
    • Ensure that the Trust is compliant with SARS requirements at all times.

    WORKING CAPITAL MANAGEMENT:

    • Work with BU and Finance teams to meet the Days Sales Outstanding (DSO) target as set out in the BU budget
    • Ensure Finance team/PM bills out WIP at earliest opportunity.
    • Ensure opportunities are sought to bill in advance.
    • Ensure Finance team/PM reduces turnaround time to generate accurate invoices.
    • Ensure Finance team/PM follows up promptly with clients to verify acceptance of invoices.
    • Ensure Finance team/PM tracks all outstanding invoices through to settlement.
    • Continuous liaison with management and consultants to reduce DSO in total.

    TRAINING

    • Identify ERM Financial System (GMS) and Project Management knowledge gaps amongst consultants and facilitate required training.
    • Carry out induction training and facilitate good financial management behaviour for all newly appointed Project Managers for entire BU.
    • Identify technical / capacity gaps within the Finance team and address these with HR inputs.

    GENERAL SUPPORT AND SERVICE EXCELLENCE

    • Generate ad-hoc reports as required from time to time.
    • Communicate to the relevant clients clearly and manage expectations at all times.
    • Communicate and liaise with the FD / Team Leaders as necessary.
    • Attend Consultant team meetings where required and provide input.
    • You may be required to travel between ERM offices subject to the discretion of the Finance Director.

    Requirements

    The successful candidate will have the following:

    • Chartered Accountancy qualification with SAICA or CIMA or ACCA or similar with a minimum of 4-5 years working experience in all round financial management.
