Provide technical leadership and support in the areas of HIV care and prevention, HIV/TB co-infection, and quality improvement initiatives. This work will include participation in needs assessments, approach/strategy and program development and implementation, and program evaluation. The Clinical Advisor will also be responsible for conducting coordination at senior levels with the DoH, donors, and other implementation partners. Position based at our Rosebank office.

MUST HAVE:
Advanced University degree in medicine (with postgraduate qualifications in HIV); qualification(s) in Public Health, Infectious Diseases advantageous
Minimum 8 to10 years’ experience in public health programs with emphasis on infectious diseases and HIV and AIDS, with at least 3 years’ experience working on health care delivery in a resource challenged setting
Experience providing technical assistance for HIV programs is essential
Experience of health sector reform processes in developing countries
Experience in development of strategies, policies, guidelines, SOPs at NDOH, PDOH and implementation partner levels.
Experience in conducting quality assessment audits at facility and district levels, including clinical audits
Extensive experience in presentation delivery at national level and workshop facilitation
Experience working with USAID, CDC, PEFPAR and any other donor funded projects or programs
Clinical management and understanding of core care and treatment programs within HIV
Comprehensive knowledge of issues and current evidence related to HIV/ TB and links to maternal, neonatal, child health (MNCH) and health systems strengthening (HSS)
Health service integration expertise
Familiar with the concepts, practices and procedures of the Department of Health at National, Provincial and District levels
Proficiency in MS Office
Fluency in English (verbal and written)
Valid driver’s license and own car
Willingness and flexibility to travel nationally
Ability to develop high level strategic relationships in an international development environment
