    Manager Facilities

    Job description

    The purpose of this job is to:

    • Plan and establish the required strategies, policies and procedures to manage and maintain a safe, healthy, efficient and cost effective workenvironment that effectively supports the goals and objectives of the JSE.
    • Ensure maximum, efficient operation of the JSE’s facilities and equipment, as well as the care of all buildings, grounds and support equipment, through the direction of technical support staff made up of supervisors, technicians, custodians and the purchase of necessary outside technical and nontechnical support services.
    • Recommend equipment modification for upgrades.
    • Develop and maintain preventative maintenance programmes.
    • Set priorities for projects and work orders.
    • Lead and enforce occupational health and safety standards and good housekeeping practices.
    • Lead the security strategy for JSE.

    Qualification and Experience Required:

    Facilities management Qualification or similar
    5  10 years in facilities management  4 years managing people

    Responsibilities:

    • Strategic focus
    • Align the FM department with the JSE strategic requirements.
    • Develop and implement a strategic planning process within the FM department
    • Leadership focus
    • Lead a diverse FM team (approximately 15 key outsourced personnel).
    • Manage / oversee the JSE work environment to support staffing, recruitment, retention, motivation and productivity of direct reports Manage and monitor performance of JSE direct reports and insourced service providers
    • Develop, implement, and evaluate policies, procedures, and practices impacting on the building and environment.
    • Develop and manage / oversee relationships (suppliers, service providers, tenants, business partners, JSE employees).
    • Business Continuity & Emergency preparedness Plan, manage and execute the emergency preparedness strategy for the JSE building, in conjunction with the Business Continuity team Develop a building evacuation plan and procedure to support the Business Continuity function (for both Johannesburg and Cape Town offices).
    • Assist in the design of simulations or exercises and manage / oversee the execution of simulated evacuation exercises
    • Contract Management Negotiate key contracts and the associated insourced services, and maintain effective business relationships with key service providers.
    • Manage landlord contracts and relationships
    • Oversee and manage tenant lease agreements.
    • Manage insourced service provider contracts and relationships including but not limited to Facilities Management, the JSE Market Café, Security, including Executive security, Cleaning, Hygiene and Plant services. Vet and approve 3rd party contractors that provide specialist services (as utilised by the JSE’s umbrella service providers).
    • Financial and Budget Management Execute the financial management of the JSE’s FM function, including the design of operating and capital expenditure budgets, the preparation of monthly financial reports, and administration of the FM procurement function.
    • Develop, recommend and manage the Facilities Services annual budgets.
    • Calculate and compare costs for goods and services to maximize costeffectiveness / track monthly expenses
    • Generate and present regular reports and reviews of on the operating and capex budgets and performance against service provider contracts.
    • Operations and Maintenance Critically assess condition of JSE building, and design and manage a proactive maintenance programme as well as support services.
    • Manage the JSE facility
    • Take overall responsibility for service provider management and JSE staff interaction Optimise use of JSE office space throughout the building.
    • Take overall responsibility for JSE inhouse services, security and restaurant
    • Project Management Drive, manage, coordinate and implement specific projects from time to time
    • Occupational Health & Safety compliance
    • Lead and action OHS compliance for the JSE, as well as design and manage an appropriate security strategy for the JSE and executives.
