    Chief Financial Officer

    Job description

    The Chief Financial Officer (CFO) is accountable and responsible for leading, directing and managing the strategic and operational objectives of the Finance, Supply Chain and Information Technology functions of the DBSA.

    The CFis alsan executive director reporting tthe chairman of the DBSA board.

    KEY PERFORMANCE AREAS

    • Formulate, and implement the Division’s strategy in line with the vision, strategy and goals of the DBSA in support of the infrastructure growth and development opportunities of the country and the rest of Africa, amongst others:
      • Financial Management
      • Supply chain management
      • Information Communications Technology (ICT)
    • Provide proactive leadership tthe CEO, Board and management on strategic financial matters.
    • Contribute fully tthe development of the DBSA’s strategy across all areas of the business, challenging assumptions and decision-making as appropriate and providing financial analysis and guidance on all activities, plans, targets and business drivers.
    • Oversee and ensure that the DBSA’s financial systems are robust, compliant and support current activities and future growth.
    • Work with Executives and teams tgrow the business in the formulating of strategies and plans in line with sound financial management principles.
    • Ensure that the corporate budgeting process is carried out and reviewed.
    • Manage the financial position of the DBSA by analysing the current and future business operations and plans tdetermine financial effectiveness.
    • Oversee the development of annual and interim financial reports.
    • Accountable for the strategy, management and optimization of the DBSA supply chain function and ensure regulatory and compliance measures are adhered tin particular, the PFMA procurement requirements.
    • Oversee the implementation of best practices across all supply chain functions including demand planning, supply planning, and planning execution as well as order and inventory management.
    • Drive operational excellence timprove on delivery of supply chain requirements by business.
    • Leads, directs and oversees the ICT function and ensures continuous operation and cost-efficiency of the DBSA’s systems, network, database architecture and data security, in order tachieve consistency and reliability of hardware, software, non-system tools, data archiving and offsite disaster recovery management.
    • Deliver improved business benefits by providing amongst others appropriate technological investments, systems and services as well as ICT requirements such as assets, infrastructure and connectivity.
    • Monitor major and critical financial, supply chain and ICT risk issues and manage the process for elevating risks tthe CEand/or relevant Board committee(s) where appropriate. Propose appropriate risk-mitigating actions.
    • Ensure that the regulatory requirements of all statutory bodies are met within portfoliof responsibility.
    • Serve as a member of Committee/s as required and provide sound and fully supported recommendations and advice.
    • Lead the development and implementation of policies, processes and guidelines applicable for functional areas of responsibility tensure compliance and direction.
    • Oversee the provision and implementation of appropriate systems, tools and procedures teffectively manage the financial management, supply chain management and ICT functions within the DBSA.
    • Prepare and provide documentation/reports for Committee(s), EXCO, Board(s) and others where required for information purposes or decision making.

    QUALIFICATIONS & EXPERIENCE

    Minimum Requirements

    • Qualified as CA (SA) with strong technical expertise including financial modelling, margin management and capital structuring.
    • A strong career track record in managing the Financial Operations of a large organisation with multidimensional businesses.
    • A minimum of 12 -15 years’ experience at a Senior Management Level as well as the ability tmanage a team of Managers and high level professionals.
    • General management experience in Supply Chain Management and ICT.
    • Strong understanding of IFRS, IAS and other regulatory requirements including the PFMA.
    • Strong commitment tCorporate Governance as espoused in King IV and Companies Act.
    • Working knowledge of Basel III
    • Sound understanding of financial modelling, financial accounting, management accounting, supply chain management/procurement and budget and forecasting capabilities
    • Knowledge of market risk dynamics.
    • Experience in conducting assessments and organisational impacts.
    • Experience in interpreting corporate vision and strategy and align with financial strategy.
    • Strong negotiation, project management, analytical, decision making and interpersonal skills in dealing with diverse stakeholders and government.
    • A clear, confident communication ability and style that can influence, motivate and inspire investors, funders and shareholders.
    • 1Sound knowledge of local and global financial markets.
    • Passion for development finance coupled with commercial acumen and the ability tbalance the two
