    Chief Director: Children, Families and Vulnerable Groups, Ref No. DSD 83/2025

    Job Purpose    

    • The Department of Social Development, Western Cape Government (WCG), is offering an exciting opportunity for a dynamic, results-driven, and experienced professional who is passionate about creating a culture for people who have a passion for serving others to make a real difference in the quality of life of our citizens.
    • The successful candidate will lead and manage the Chief Directorate responsible for the development of children, families, and vulnerable groups. This post is stationed in Cape Town CBD.

    Minimum Requirements    

    • An appropriate undergraduate qualification (NQF Level 7) or higher, as recognised by the South African Qualifications Authority (SAQA);
    • A minimum of five (5) years’ experience at a senior managerial level;
    • Successful completion of the Public Service Senior Management Service (SMS) Pre-Entry Programme as endorsed by the National School of Government. (The certificate must be submitted prior to or upon appointment.)Bottom of Form

    Key Performance Areas    

    • Strategic Management, Advice and Guidance: Provide strategic leadership, direction, and expert advice in respect of the following functional areas to ensure integrated, responsive, and people-centred services.
    • Programme Formulation and Management – Children and Families: Formulate, implement, and manageChild Protection programmes, including services related to HIV/AIDS. Formulate and manage Services to Families programmes that promote family preservation, parenting support, and early intervention services.
    • Programme Formulation and Management – Vulnerable Groups: Formulate, implement, and manage programmes for Persons with Disabilities, promoting their rights, inclusion, and access to support services. Formulate, implement, and manageOlder Persons programmes to ensure their protection, participation, and access to services that promote active ageing.
    • Contract Management of Funded NGOs: Oversee the funding, monitoring, and evaluation of NGO service providers to ensure accountability, value for money, and service delivery in line with departmental priorities.
    • Strategic Change Management: Lead change management initiatives within the Chief Directorate to align programmes and operations with evolving policy priorities and socio-economic needs.
    • People Management: Provide leadership in human resource management, including performance management, staff development, organisational culture, and transformation imperatives.
    • Financial Management: Ensure effective financial planning, budget management, expenditure control, and compliance with the Public Finance Management Act (PFMA) and related regulations.
