    Chief Engineer (Grade A): Water Resilience - Municipal Infrastructure Ref. No. LG 41/2023

    Job Purpose    

    • The Department of Local Government, Western Cape Government has an opportunity for a suitably qualified and competent individual to perform and manage all aspects of varied innovative and complex engineering applications and provide strategic direction with regards to the WCG Water Resilience programme. This contract postition is based in Cape Town.

    Minimum Requirements    

    • Engineering Degree (B Eng/ BSC (Eng) in the Built environment or relevant qualification;
    • A minimum of six years post qualification experience required as a Registered Professional Engineer;
    • Compulsory registration with ECSA as a Professional Engineer; A valid driving license (Code B or higher).

    Key Performance Areas    

    • Feasibility of innovative water solutions in the municipalities;
    • Demand side water management, tariffs, restrictions revenue impacts, it is critical to understand the future water needs by all sectors (residential, commercial, industrial agricultural etc.) in municipalities and Professional Wide;
    • Municipal independent water provider procurement, securing of Water and Sanitation infrastructure funding and financing;
    • Water Source Development (surface water, groundwater, reclamation, desalination and other innovative ways, ect.);  
    • All relevant water legislation and regulations in the local and district;
    • municipal space;
    • Geohydrologists contract management;
    • Water Board, Irrigation Boards, DWS, etc negotiations;
    • Review of Water and Sanitation Master Plans, source to tap water governance, tap to waste water treatment governance;
    • Protecting water infrastructure from vandalism and theft in the municipal space;
    • Continued professional development to keep up with new technologies and procedures;
    • Input towards improvement of standard documentation and administrative procedures;

    Financial Management:

    • Ensure the availability and management of funds to meet the MTEF objectives within the engineering environment/services;
    • Facilitate the compilation of innovation proposals to ensure validity and adherence to organizational principles;
    • Manage subordinates’ key performance areas by setting and monitoring performance standards and taking actions to correct deviations to achieve departmental objectives.
